Pick Power BI if your company runs on Microsoft 365 and Fabric and you want self-service reports anyone can build, with Copilot to help. Pick Looker if you want a governed semantic layer, written once in LookML on top of your cloud data warehouse, that every dashboard and AI agent reads from. And if you meant Google's free report builder, Looker Studio is now called Data Studio.
I read Microsoft's Power BI overview and plans pages, then Google Cloud's Looker, Looker editions and Data Studio pages. Both are serious BI platforms, but they start from different places: Power BI from the person building a report, Looker from the data model.

What Power BI does well
Microsoft describes Power BI as a unified analytics platform where you visualise any data and use Copilot in Microsoft Fabric to explore and explain it. You can connect data from cloud or on-premises sources into OneLake, give everyone from analysts to new starters a self-service BI experience, and ask Copilot to build reports or write summaries in natural language.
The free route is useful but limited. Power BI's plans page says a free account, included with a Microsoft Fabric free account and needing no credit card, lets you create rich interactive reports, but you'll need Pro or Premium to publish and share them. Pro is also included in Microsoft 365 E5 and Office 365 E5, so check what your company already has.
What Looker brings
Google Cloud calls Looker an agentic BI platform built on a trusted semantic layer. You define business metrics once in LookML, above your cloud data warehouse, and every dashboard, Model Context Protocol workflow and custom app reads the same definitions. Google says that single source of truth grounds both analysts and AI agents and keeps metrics consistent.
Its Conversational Analytics, powered by Gemini, lets business users ask questions in plain language and act on the answers, and Dashboard Agents sit inside dashboards for instant summaries. Looker's editions page lists Standard, Enterprise and Embed editions, each with ten standard users and two developer users included, on one to three year terms.
Google's free dashboards are covered in our Looker Studio free guide.
The Looker Studio name change
If you searched this comparison with Looker Studio in mind, that's Google's free drag-and-drop report builder. Google Cloud now calls it Data Studio. Its page lists more than 1,400 data sources, including Google Sheets, Google Ads, BigQuery and Google Analytics, plus over 1,300 Community Connectors, real-time collaboration and embedding. For marketing reports, that may be the fairer comparison with Power BI's free account.

How to decide
- Company already on Microsoft 365 and Fabric? Power BI fits in.
- Need one governed definition of every metric across the business? Looker's LookML layer.
- Building free marketing dashboards from Google Ads and Analytics? Try Data Studio first.
- Need to share reports widely? Plan for Power BI Pro or Premium licences.
- Embedding analytics in your own product? Compare Power BI Embedded with Looker Embedded.
If you're setting up reporting now, read about Power BI data governance and work through this Looker Studio dashboard checklist.
Want AI doing the heavy lifting in your marketing?
I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
My advice on Power BI or Looker
If your team works in Microsoft tools and you want people building their own reports quickly, Power BI is the practical choice, and Copilot makes it friendlier for non-analysts. If your data lives in a cloud warehouse and the problem is everyone using different numbers, Looker's semantic layer is built to fix exactly that. For a small business making marketing dashboards, I'd start with Google's free Data Studio and only step up when sharing or governance demands it.
