Partly. Power BI Desktop is free to download, and Microsoft's Fabric (Free) licence lets you build reports and dashboards in the Power BI service for your own use. To share reports or collaborate with other people, you'll need a Power BI Pro or Premium Per User licence, unless the content sits in Premium or Fabric capacity.
Power BI is Microsoft's tool for turning spreadsheets, databases and app data into interactive reports. The free part is bigger than most people realise, which is good news if you just want to make sense of your own numbers. The limits only start to bite when you want other people to see your work. Here's the plain version of how it splits.
The two halves of Power BI
Most of the confusion comes from Power BI being two things:
| Power BI Desktop | Power BI service (online) | |
|---|---|---|
| What it does | A Windows app for building data models and reports | The web service for publishing, viewing and sharing |
| Free? | Yes, Microsoft says download it for free | Yes, with a Fabric (Free) licence, for your own use |
| Sharing with others | By publishing to the service | Needs Pro or PPU (or Premium/Fabric capacity) |
| Sign-in | Not needed to build reports | Needs a work or school email |
What Power BI Desktop gives you for free
Microsoft says you can download Power BI Desktop for free to build advanced queries, models and reports that visualise data. You get it from the Microsoft Store or as a single installer from Microsoft's site, and it needs Windows 10 or Windows Server 2016 or later.
Two practical tips from Microsoft's own page:
- Use the Microsoft Store version if you can. Windows updates it automatically in the background, downloads are smaller, and you don't need admin rights to install it.
- Keep it current. Microsoft releases Desktop monthly and only the latest version is supported, so if you contact support you'll be asked to update first.
There's no Mac version mentioned on that page, so Mac users usually work in the web service instead.
The Fabric (Free) licence in the Power BI service
When you sign up for the Power BI service on your own, you're typically given a Fabric (Free) licence. Microsoft says users with free licences can connect to data and create reports and dashboards for their own use, working in My workspace.
Here's the catch. Free users can't use Power BI's sharing or collaborating features with others, or publish content to other people's workspaces. The exception is content saved in workspaces hosted in Premium capacity or Fabric F64 or above, which free users can view when Pro or PPU users share it with them.
When you need Pro or Premium Per User
- Power BI Pro lets you share content and collaborate with other Pro users. Only Pro users can publish, share or view other Pro users' content unless it lives in Premium capacity.
- Premium Per User (PPU) gives you everything in Pro plus most Premium capacity features, but you can only share PPU content with other people who also have PPU.
If your Microsoft 365 plan already includes a Power BI licence, you may have Pro without realising it. Microsoft suggests checking that before anything else.
The Gmail problem
This trips up a lot of freelancers and small business owners. Microsoft says you need a work or school email account to sign up for the Power BI service, and you can't use consumer addresses such as Gmail or Hotmail directly.
The workaround Microsoft gives is to start a Microsoft 365 trial first, which creates a work email account for you, then sign up for Power BI with that. Power BI Desktop itself doesn't need this, so you can build reports on your own computer without a work address.

How to get started for free
- Install Power BI Desktop from the Microsoft Store.
- Connect it to your data, such as an Excel workbook or a Google Analytics export.
- Build your report and save the file on your computer.
- If you have a work or school email, go to the Power BI website, choose Start free and publish to My workspace.
- When you need to share, check whether your Microsoft 365 plan includes Pro before you change anything.
My step-by-step guide on how to use Power BI walks through building your first report, and if Power BI feels like overkill, I've compared the main Power BI alternatives too.
Free trials if you need to share now
If you need sharing features for a project before you decide on a licence, Microsoft lists a few routes on its sign-up page. You can start an individual trial from inside the service by selecting a feature that needs an upgraded licence, or start a Fabric capacity trial, which Microsoft says includes a licence similar to PPU. Organisations that don't have Microsoft 365 can try an Office 365 E5 trial.
Self-service sign-up can be switched off by your organisation's admin. If the Power BI service doesn't open or shows an error when you try to sign up, Microsoft says your organisation might not have a Power BI plan or self-service might be disabled, and you'll need to ask the admin for a licence.
My verdict
Power BI is free for building and for your own analysis, and that's more than enough for a solo business owner who wants to understand their marketing and business data. The moment you want a client, partner or colleague to open your report in the service, plan on Pro, or ask whoever runs your Microsoft 365 whether you already have it.
Frequently asked questions
Is Power BI Desktop free?
Yes. Microsoft says you can download Power BI Desktop for free from the Microsoft Store or as a direct installer. It runs on Windows 10 or Windows Server 2016 or later.
Can I share Power BI reports for free?
Not usually. Microsoft says free licence users can't use sharing or collaboration features, unless the content is in a workspace hosted in Premium capacity or Fabric F64 or above.
Can I sign up for Power BI with Gmail?
No. Microsoft says you need a work or school email account. Its workaround is to start a Microsoft 365 trial, which creates a work email account first.
What's the difference between Power BI Pro and PPU?
Pro lets you share and collaborate with other Pro users. PPU adds most Premium capacity features, but PPU content can only be shared with other PPU users.
Is there a Mac version of Power BI Desktop?
Microsoft's download page lists Windows 10 or Windows Server 2016 or later, so Mac users generally use the Power BI web service instead.
