Why Are My WhatsApp Messages Not Delivering and How to Fix It

If you run a business account and messages stopped delivering to lots of people at once, the real issue is almost certainly that WhatsApp has quietly restricted your number for looking like spam.

What the ticks mean (because most people get this wrong)

Before you troubleshoot anything, know what you're looking at:

  • One grey tick = your message left your phone and reached WhatsApp's servers, nothing more. It has not gone anywhere near the recipient.
  • Two grey ticks = it's arrived on their device. Their phone has it, whether or not they've opened WhatsApp.
  • Two blue ticks = they've opened the chat and seen it, unless they've turned off read receipts, in which case you'll never see blue ticks from them even though they've read everything.
  • No ticks at all, message sits with a clock icon = it hasn't even left your device yet.

So the fix depends entirely on which of these you're stuck on. Stuck at one tick is a you problem. Stuck at two grey ticks for days is a them problem. Neither ever going blue while other messages to the same person go through fine is usually a settings problem, not a delivery problem.

The most common reasons messages don't deliver

I've had every single one of these happen to me over the years, mostly at the worst possible moment, usually right before a call with a client in a different time zone.

You've been blocked

If every message you send to one specific person stays on a single grey tick forever, and their profile photo and last seen have disappeared, you've been blocked. There's no notification for this. WhatsApp will not tell you. It just quietly stops working for that one contact while everything else runs fine.

Their phone is off or offline

Sounds obvious, but I once spent twenty minutes convinced my WhatsApp was broken because a supplier in a rural part of Wales had no signal for two days. The message sat on one tick the whole time, then delivered the second his phone found a network. Patience, not troubleshooting, was the fix.

They've uninstalled WhatsApp or changed number

Message stays grey permanently, no last seen ever shows again, and nothing changes no matter how long you wait. This is common with clients who switch to a work phone and forget to tell anyone.

Their storage is full

On older Android phones especially, a completely full device can stop new messages arriving until space is freed up. It's rarer now but I still see it with clients using budget phones for business.

Your app is out of date

WhatsApp periodically stops supporting old versions of itself. If you haven't updated in months, messages can fail silently, sync incorrectly, or refuse to send media even though text goes through fine.

You're using WhatsApp Business and it's been restricted

This is the big one nobody explains, and it's the reason most business owners land on this exact search.

A real example: the broadcast that got a number banned

A client of mine, a coaching business, bought a list of 800 numbers from a lead vendor and used a WhatsApp broadcast to introduce her programme. Broadcast lists on WhatsApp only deliver to people who already have your number saved in their contacts, which almost none of these 800 people did, so most of it silently failed from the start. But the bit that really hurt her was what happened next.

Within 48 hours her business number was flagged. New messages to existing, warm contacts, people who'd chatted with her for months, started sitting on a single grey tick. She assumed her phone was broken. It wasn't. Enough recipients had reported or blocked the number that WhatsApp's automated spam detection had throttled it, and a few days later the account itself was restricted, meaning she couldn't send new conversations to anyone who hadn't messaged her first in the last 24 hours.

She rebuilt the number's reputation over about three weeks by only replying to inbound messages, never initiating cold contact, and keeping her response rate high. It worked, but she lost a client relationship in the process because a warm lead thought she'd gone quiet on purpose.

The part most guides skip: this isn't really a bug, it's a punishment

Here's the bit people don't want to hear. WhatsApp isn't malfunctioning when your business messages stop delivering. It's working exactly as designed. Meta tracks a "quality rating" on every WhatsApp Business number, based on block rates, report rates, and how many people reply to you versus ignore you. Numbers on the WhatsApp Business API start on a tier that lets them message 250 new people in a rolling 24 hour window. Keep your quality high and that tier climbs to 1,000, then 10,000, then 100,000. Get reported or blocked too often and it drops, sometimes to zero, and the account can be banned outright with no appeal that restores it quickly.

So if you've been sending the same templated pitch to hundreds of cold numbers and wondering why delivery has gone quiet, that's not a technical fault to fix, that's WhatsApp telling you the behaviour itself was the problem. It's the same pattern I see with anyone doing AI-written outreach that reads like everyone else's template, recipients spot it instantly and the platform's spam filters spot it even faster than the humans do.

Step by step: how to fix it

Work through these in order, don't skip to the bottom:

  • 1. Check your own internet connection first. Turn wifi off and try mobile data, or vice versa. This fixes more "delivery" problems than anything else on this list.
  • 2. Restart WhatsApp completely. Force close it, don't just switch away from it, and reopen.
  • 3. Check for an app update. Go to your app store, search WhatsApp, update if there's an option to.
  • 4. Check the specific contact. Send a test message to a different person. If it delivers fine to them, the problem is that one relationship, not your phone.
  • 5. Check WhatsApp's own server status. Meta's platforms, including WhatsApp, have gone down entirely more than once, most memorably a multi-hour global outage that made headlines, as covered on WhatsApp's Wikipedia page under its service history. If it's a server-wide issue, nothing you do on your end will fix it, you just wait.
  • 6. Clear WhatsApp's cache (Android: Settings, Apps, WhatsApp, Storage, Clear Cache) without clearing chat data.
  • 7. If it's a business account, check your quality rating in WhatsApp Business or Meta Business Suite. A red or downgraded rating explains everything.
  • 8. Stop initiating cold outreach for a week if you suspect restriction, only reply to inbound messages, and let your quality score recover naturally.

If you manage WhatsApp for your business, not just your personal chats

A lot of the people landing here aren't messaging their mate about dinner, they're running client communication, appointment reminders, or sales conversations through WhatsApp, sometimes with a virtual assistant handling the inbox for them. If that's you, the fix isn't just technical, it's process. I'd rather see a VA sending fewer, better, personally written messages than an automated broadcast that gets the whole number flagged. When it isn't you

Sometimes there's nothing to fix. WhatsApp's infrastructure fails, regionally or globally, and every troubleshooting step in the world won't move a message off one grey tick until Meta sorts its own servers out. Downdetector-style outage reports spike during these events, and if you check social media and see thousands of other people complaining at the exact same time, stop troubleshooting and go do something else for an hour. It always comes back.
