W-8BEN Form for Pakistan: Zero Royalty Rate and NTN (2026)

Pakistan has a row in the IRS treaty table, and it's unusual: the royalty columns for know-how, patents and copyrights show 0. A W-8BEN is how you ask for that rate instead of the default 30 percent. Your CNIC doubles as your tax number as an individual, but eligibility is personal, so check with a local accountant.

Pakistani creators, authors and freelancers keep asking me the same thing: why does a US platform ask for a tax form, and what does it change? The short version is that the form tells the payer you're a foreign person, and for Pakistan the IRS treaty table has something interesting to say. I've read the IRS pages and the Federal Board of Revenue's registration pages so you don't have to, and I'm keeping to their wording.

A treaty row that shows zero

Most countries in the IRS table show a mix of rates. Pakistan's royalty columns for know-how, patents and copyrights each show 0. The film and TV column and the industrial equipment column are marked n/a, which the IRS explains by saying equipment leasing income is dealt with under a different article.

There's one footnote written for Pakistan. It says payment for TV broadcasting rights falls under the royalty article, while rental income from motion picture films doesn't. If you license video content, that distinction could matter to which line applies to you.

An older treaty, cited differently

Look at the article column and you'll notice the IRS cites Pakistan's royalty article as VIII(1), in Roman numerals, where most newer treaties use ordinary numbers. I wouldn't read much into the style, but it hints that this is an older agreement. The IRS also cautions that the table isn't a full guide to eligibility and that the treaty text should be reviewed.

That's the part I'd hand to a professional. A zero in a table isn't the same as a zero on your statement, because the form has to be completed in a way that fits the treaty, and the payer has to accept it.

Your CNIC and the NTN

To claim certain treaty benefits, the IRS instructions say you complete line five with a US number or line six with a foreign tax identification number. For Pakistan the foreign number is your NTN. The Federal Board of Revenue says that for individuals the thirteen digit CNIC is used as the NTN or registration number, while companies and associations of persons receive a seven digit NTN.

The Board also says an individual is treated as registered once they've e-enrolled on its Iris portal. Its guide for the registration form lists a copy of the CNIC or passport and a short declaration of the purpose of registration. If you've never registered, that's the route to look at before you fill in the W-8BEN.

Which platforms ask for it

Patreon's help centre says creators who aren't US citizens must submit a W-8BEN or W-8BEN-E before they can pay out. Google says that if you claim a treaty benefit you must give a foreign or US tax number, and that it can't decide for you whether you qualify. Amazon KDP says a tax number is required before it can reduce withholding from its default of 30 percent.

Once the tax form is sorted, you still need somewhere for the money to land. I've written up what PayPal offers in Pakistan and how Wise treats Pakistani accounts, and both of them sit downstream of the tax step.

Line ten, and what to write there

The IRS instructions say line ten is needed for royalty claims when the treaty has different rates for different kinds of royalty. Pakistan's row has a mix of zero and n/a, so the type of income you receive matters. Name it accurately and cite the article the payer or your accountant gives you.

A sensible order of work

Here's the order I'd follow if I were in your position, based on what the pages above say. Start with the registration, because the form asks for a number and you'll want it to match your identity papers. Then read the platform's own tax page, since each one words its questions a little differently. Finally, complete the form and keep a copy of it with your payment records.

  1. Confirm your CNIC and NTN details match each other and your passport name.
  2. Open the platform's tax section and note which form it asks for.
  3. Check the royalty row in the IRS table and the footnotes for Pakistan.
  4. Complete the form, naming the income type on line ten where it applies.
  5. Save a copy and diarise the end of the third calendar year after signing.

None of that needs special software. It needs patience and a clear head, and a short call with an accountant if the income type isn't obvious.

Keeping the form alive

A W-8BEN generally lasts until the last day of the third calendar year after you sign it, according to the IRS. If something on it changes, you should tell the payer within 30 days and send a new one. That includes a new address or a change of status. Set a diary reminder, because the default rate applies the day the form lapses.

Questions for a Pakistani accountant

  • Does my income count as a royalty under the treaty, or something else?
  • Is my NTN active, and does it match the name on my CNIC?
  • How do I show the US tax withheld when I file at home?
  • Which article should I cite on line ten?
