To join TikTok's Creator Rewards Program you need to be 18 or older, with at least 10,000 authentic followers and at least 100,000 authentic video views in the last 30 days, and only videos at least 1 minute long earn (TikTok Creator Rewards Program Terms, US). The programme was announced on 18 Mar 2024 and is open in selected countries only.

TikTok's creator programmes have changed name and rules three times in a few years, and a lot of what's written about them still describes the old Creator Fund. This page sticks to what TikTok has written in its own programme terms, its newsroom and its policies, plus two government decisions that shaped where TikTok creators can earn at all. Every number has its source named beside it, so you can check it yourself.

Who qualifies for the Creator Rewards Program
The TikTok Creator Rewards Program Terms (US) set four bars. You must be 18 or older, or the age of majority where you live. You need at least 10,000 authentic followers. You need at least 100,000 authentic video views in the last 30 days. And the videos that earn have to be at least 1 minute long.
The word authentic matters. TikTok counts real followers and views, so bought followers or recycled views can stop you qualifying even if the number on your profile looks high enough. Location is the bar people forget. The TikTok Creator Rewards Program Terms (EEA) describe the programme as open in selected countries only and name no full list. So check inside the app, under your creator tools, rather than trusting a list on a blog.
From Creator Fund to Creator Rewards: the timeline
TikTok Newsroom says the Creativity Program Beta opened to eligible US creators on 3 May 2023. By September 2023 it ran in 7 markets: Brazil, France, Germany, Japan, Korea, the UK and the US, according to TikTok Newsroom (Germany). The old Creator Fund was then replaced by the Creativity Program on 16 Dec 2023 in the US, UK, France and Germany.
On 18 Mar 2024 TikTok announced the Creator Rewards Program, replacing the Creativity Program Beta. The reasoning in that announcement was longer videos: TikTok Newsroom said 50% of time on TikTok goes to videos longer than one minute. That's why the one-minute rule exists. Other TikTok earning features and their age rules
Creator Rewards isn't the only programme. Series lets creators put collections of videos behind a paywall: TikTok Newsroom says a Series can hold up to 80 videos, each up to 20 minutes, and creators need to be 18 or older with an account at least 30 days old and at least 10K followers.
LIVE has its own rules. TikTok LIVE Creator Networks gives 18 or older for LIVE monetisation (19 in South Korea), and the TikTok Virtual Items Policy says only users aged 18 or older can send or receive Gifts. The general minimum age to use TikTok is 13 (14 in Florida), according to the TikTok Terms of Service (US). TikTok in India and Pakistan
If you're reading this from South Asia, two decisions matter. The Government of India blocked TikTok along with 59 apps on 29 June 2020 under Section 69A of the IT Act, so Indian creators can't earn on TikTok at all. In Pakistan, Dawn reported that the PTA blocked TikTok on 9 Oct 2020 and unblocked it on 19 Oct 2020. That doesn't mean the Creator Rewards Program is open in Pakistan; availability is a separate question, so check in the app.
How big TikTok is
The last official user number TikTok published was in September 2021, when TikTok Newsroom said more than 1 billion people use TikTok every month. TikTok hasn't put out a newer official monthly number since, so treat larger numbers you see elsewhere as estimates from third parties.
How to read these TikTok numbers
- The thresholds are minimums. Meeting 10,000 followers and 100,000 views gets you into the programme. It says nothing about what you'll earn once you're in.
- Terms differ by region. The US and EEA terms are separate documents, so the rules in your country can differ in the detail.
- Old names cause confusion. Creator Fund, Creativity Program and Creator Rewards are three different programmes. A rule quoted for one may not apply to the others.
- The user number is old. The billion-user count comes from TikTok Newsroom in 2021, which is why I've kept it in the date column.
- Per-view estimates live elsewhere. TikTok doesn't publish a fixed rate, so I keep estimates on separate pages: TikTok earnings per thousand views, a million TikTok views and whether AI videos can be monetised on TikTok.
