The Gifts rule that catches Pakistani creators out
Instagram's Gifts page lists the requirements: a professional account, being 18 or older, at least 500 followers, a payout account, and meeting the Partner Monetization Policies. At 1k you'd tick most of those boxes. The catch is the last line: you must live in a country where Gifts is available, and Pakistan isn't on that list.
The Partner Monetization Policies say the same thing in general terms: to monetize, you must reside in an eligible country where the product is available. So creators in Pakistan with 1k, 10k or 100k followers are in the same position on Gifts.

Three moves I'd make at 1k
1. Start your Facebook clock now
Facebook Stars is the Meta tool Pakistan can use today. You need 500 followers for at least 30 consecutive days, so the 30-day count only starts once you're past 500 on Facebook. Cross-post your reels and photos to a Facebook profile in professional mode or a Page. To check eligibility, open your Professional dashboard on Facebook and click Stars below Tools to try.
2. Sell what you already do
If you bake, tutor, design, take photos or make clothes, 1k followers who know your work is a real customer base. Put what you offer in your bio and pin a post that shows it. This is the fastest money at your size, and it doesn't depend on any country list.
3. Pitch one local brand a month
Small Pakistani businesses often prefer creators with a close local audience. Offer a clear package, such as one reel and three stories, and agree in writing what you'll post and when. Instagram requires the paid partnership label on branded content, including when you're paid with a free product, so set up branded content tools first: tap Menu on your profile, then Creator tools and controls, then Branded content.
Tracking your progress towards Facebook Stars
Facebook gives you a progress tracker that Instagram doesn't. Meta's Creator Perks tool, inside the professional dashboard, shows actions you can take to get access to monetization tools and tracks your progress towards eligibility. You can also earn small perks such as virtual trophies as you hit milestones. Once Stars are live, you choose which reels and posts carry them through each post's Options menu, and fans can buy Stars in the Stars Store as well as inside your videos.
A one-page pitch for your first brand

- Your best three posts, with reach and saves.
- What you'll create: for example, one reel and three stories.
- How the post will be labelled: with Instagram's paid partnership label.
- How you'd like to be paid and by when, agreed in writing before you post.
What not to do at 1k
Don't buy followers to look bigger. Instagram's policies say accounts can lose the ability to monetize if their audience is largely fake likes, follows or views. If Pakistan joins the Gifts list, you want an account that qualifies on day one. Bought followers also make your engagement look weak to the very brands you're pitching.
And don't pay anyone who promises to switch on Instagram monetization for a Pakistani account. Meta's Gifts page offers no way to apply from a country that isn't on its list.

Facebook Stars and any future Instagram tool pay into a payout account. Outside the US, Meta pays once your balance reaches $25 for most methods, or $100 for wire transfer, and smaller balances roll over.
