Free survey tools let you build questionnaires, share them by link or email, and collect and analyse responses without a premium plan. Free tiers differ on the number of responses, question types, logic and exports. This page lists ten free options in no particular order, then covers the rule that decides whether your survey counts as marketing.
A short survey is one of the cheapest ways to find out what customers think, why they bought, or why they didn't. Most businesses never need a premium survey tool; they need a free one and good questions.
These are ten free survey tools in no particular order, sorted alphabetically, from familiar names to open source platforms. Each description comes from the tool's own website, re-checked today. If you're stuck on what to ask, my survey question swipe file has ready-made questions for the most common jobs.

When a free survey becomes marketing
Here's a rule many small businesses don't realise applies to them. The ICO's guidance on electronic marketing says that real market research doesn't count as direct marketing. However, if a survey includes any promotional material or collects details to use in future marketing campaigns, it does. Selling under the guise of research has its own name: sugging.
So keep feedback surveys about feedback. If you want to market to respondents later, ask for consent clearly and separately, and follow the marketing rules for the channel you use.

Writing a survey people finish
- Decide the one decision the survey will help you make.
- Keep it to five to ten questions.
- Put easy, multiple-choice questions first.
- Ask one thing per question, with no leading wording.
- Add one open question at the end for anything you missed.
- Test it on two people before you send it to everyone.
Free survey tool limits to expect
- Response caps: some free plans limit responses per survey or per month.
- Question limits: a few cap the number of questions.
- Logic and branching: often reserved for upgraded plans.
- Exports: downloading raw data may need an upgrade.
- Branding: free surveys may show the tool's logo.
The survey worth sending when customers leave
If you run a subscription or membership, a short cancellation survey is one of the most useful things you can send. Ask one multiple-choice question about the main reason and one open question about what would have kept them. My cancellation survey swipe file has wording that gets honest answers.
Read every open answer yourself. The patterns you'll spot in twenty responses are often clearer than any chart.
Sharing survey results with your team
- Lead with three findings in plain language.
- Quote real comments that bring the numbers to life.
- Agree one action for each finding.
Then tell customers what changed because of their answers. It's the best way to get even more responses next time, and it shows people their time was well spent.
When to send a survey for the best response
Timing matters as much as the questions. Ask about the buying experience straight after purchase, about the product once people have used it for a week or two, and about service right after a support conversation closes. A survey that arrives at the moment people are thinking about you gets more answers, and more accurate ones.
Avoid sending surveys to everyone at once, every month. Rotate who you ask, keep a gap between surveys for each customer, and make every one short. People notice when you respect their time.
Do you make survey or feedback software? Tool makers can ask to be considered for a featured place on this list.
My plain advice on free survey tools
Pick the free tool that covers your expected responses with room to spare, write fewer questions than you think you need, and keep feedback surveys free of sales messages. You'll get more honest answers and stay on the right side of the rules.
Then do something with the answers. A survey nobody acts on teaches customers not to bother next time.
Frequently asked questions
What is the best free survey tool?
It depends on how many responses you need and how complex the survey is. Check response limits and logic first.
Are free survey tools good enough for a business?
For short customer surveys and feedback, usually yes.
Is a customer survey direct marketing?
The ICO says real market research isn't, but a survey with promotional content or one that collects details for future marketing is.
How many questions should a survey have?
Five to ten is a good range for most customer surveys.
Can I run surveys offline?
Some data collection tools work offline in their mobile apps, which suits field research.
How do I get more survey responses?
Keep it short, explain why it matters, send it at the right moment and tell people what you changed.
