The best JPG to PDF converter is the one built for your exact job. Turning one photo into a PDF, combining many photos in a set order, adding images to a PDF you already have, and controlling the page size are different jobs, and the converters below differ mostly on which ones they handle. Pick the job first.
Search for JPG to PDF and you'll find a wall of upload buttons that look the same. Read past the button, though, and the converter pages describe different jobs, from one picture in one file to a stack of photos merged with documents you've already got.
This list covers ten converters, using only what each maker's own page says, read on 2 Nov 2026 (as of Nov 2026). It's alphabetical and in no particular order, and it's about image files going into PDFs, not the other way round.

Four jobs hiding behind one search
Here's the split a searcher wouldn't guess: 'JPG to PDF' is really four jobs. PDF24 can 'combine multiple JPG images into a single PDF', in a fixed order and uniform page size. PDF2Go says a folder of images becomes one file 'with the pages in the order you choose'. JPG2PDF and ImageToPDF both say you can 'combine images with existing PDF files', so the photos join a document you've already got.
That's before you get to page size, which is the fourth job and the one that decides how the finished file looks when someone prints it.
- One picture, one PDF: a single image becomes a single file.
- Many photos, one PDF: several images become the pages of one document, in an order you set.
- Images plus existing PDFs: photos merged with documents you already have.
- Page-size control: choosing how each image sits on the page.

Page size, orientation and margins
FreeConvert lists several page settings in its advanced options: a PDF page size, with a 'Same as image' choice 'to match each page to the dimensions of its image', a portrait or wide orientation setting, a margin of None, Small, Medium or Large, and an image alignment setting that 'sets where the image sits on the page'.
Want AI doing the heavy lifting in your marketing?
I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
Another converter here lets you choose the paper size and orientation the images are placed on, and its page explains why: a photograph has whatever dimensions the camera gave it, which rarely matches a sheet of paper. If the PDF is going to be printed, check for this setting before you upload.
After combining your scans you might want to pull single pages out of a PDF, and there are tools for that.
Converters inside a bigger file toolkit
Several converters here are one tool among many. Online2PDF says you can convert files to PDF, edit and merge PDF files, and export PDFs to Word, Excel, PowerPoint or JPG, and its supported formats run from Word and Excel to Publisher, OpenOffice and images. Smallpdf takes PDF, image, Word, Excel and PowerPoint files and has a mobile app.
AnyConv's menu lists image, document, audio, video, spreadsheet, presentation, ebook, archive, CAD and font converters, and it says it works on Windows, Mac, Linux, iPhone and Android. Sejda puts its image converter beside tools to compress, edit, fill and sign, merge and crop PDFs, and LightPDF lists AI tools and AI file processing next to its converter.
There's a desktop route too: one online converter here points to a desktop app for Windows with similar functions, for anyone who'd rather not work in a browser.
Before you upload your photos
- Am I converting one image, or combining several into one PDF?
- Do the pages need to be in a set order?
- Do I need to add the images to a PDF I already have?
- Should each page match its image, or sit on a standard paper size?
- Will the PDF be printed, emailed or archived?
- Do I also need to convert Word, Excel or PowerPoint files to PDF?

My advice for turning images into a PDF
Name the job before you upload anything. For one photo, any converter here will do. For a set of photos, pick one that says it combines images into a single PDF and lets you set the order. If the images need to join an existing document, look for the converters that say they combine images with PDFs. And if the PDF will be printed, check the page size and orientation settings first. Tidying or marking up the finished file afterwards is a separate job that tools for editing PDFs handle.

Frequently asked questions
Can I combine several JPGs into one PDF?
Yes. Several converters here say so on their own pages: one combines multiple JPG images into a single PDF in a fixed order, one turns a folder of images into one file with the pages in the order you choose, and one lets you merge images together in one PDF file.
Can I add photos to a PDF I already have?
Two converters on this list say you can combine images with existing PDF files. Another site here lists merging PDF files alongside converting files to PDF, so you can join the results afterwards.
Can I keep the photos in a set order?
One converter says the pages come out in the order you choose, and another says it combines images in a fixed order and uniform page size. Check the order on the upload screen before you convert.
Can I make each PDF page the same size as the photo?
One converter has a 'Same as image' page size setting that matches each page to the dimensions of its image, plus orientation, margin and image alignment options. Another lets you choose the paper size and orientation the images are placed on.
Do I need to install anything to convert JPG to PDF?
Several converters here work in the browser, and their pages say there's nothing to install. One also points to a desktop app for Windows if you'd rather work outside the browser.
Can these converters turn other files into PDFs too?
Some can. One lists Word, Excel, PowerPoint, Publisher, OpenOffice and image files among its supported formats, and another takes PDF, image, Word, Excel and PowerPoint files.
