To convert a JPG to PDF for free, upload it to Adobe's online JPG to PDF converter and download the PDF, which works on any device. On a Mac, open the image in Preview, choose File, Export and pick PDF. On Windows, print the image and choose Microsoft Print to PDF as the printer. On iPhone, Apple's Preview app can export an image as a PDF.
This comes up all the time in small business admin: a photo of a receipt for your accountant, a signed form someone sent as a picture, or product photos a client wants in one document. The method depends on your device, but none of them cost anything.
Quick guide by device
| Device | Free method | Combine several images? |
|---|---|---|
| Any browser | Adobe's online JPG to PDF tool | Yes, upload several images at once |
| Mac | Preview, File, Export, PDF | Use Adobe's tool or the desktop Acrobat combine option |
| Windows | Print the image to Microsoft Print to PDF | Use Adobe's online tool |
| iPhone | Preview app, Export, PDF | Use Adobe's online tool in Safari |
Method 1: Adobe's free online converter
- Open Adobe's JPG to PDF page in any browser.
- Click Select a file, or drag your images into the drop zone.
- Acrobat converts the image to PDF automatically after upload.
- Download your new PDF, or sign in to share it.
Three details from Adobe's FAQ that are worth knowing. Free conversions handle files up to 100 MB per upload. The default conversion doesn't reduce image quality unless you ask it to compress the file. And the tool also takes PNG, TIFF, BMP and GIF images, so you can mix formats in one batch and Acrobat merges them into a single PDF.
Putting several photos into one PDF
Adobe says you can upload multiple images and merge them into one PDF in the order you choose. In the desktop Acrobat app, the same job is File, Create, Combine Files into a Single PDF. That's the cleanest way to send a set of receipts or product photos as one attachment. If you've already got separate PDFs, my guide to combining PDF files covers that too.
Method 2: Preview on a Mac
- Open the JPG in Preview.
- Choose File, then Export.
- Click the Format pop-up menu and choose PDF.
- Type a name, choose where to save it and click Save.
Apple adds a useful option here: when you export to PDF, you can encrypt the file so only people with the password can open it. That's worth doing for ID documents or anything with personal details. To convert several images at once, Apple says to open them in one Preview window, select them in the sidebar and follow the same steps.
Method 3: Windows, using Microsoft Print to PDF
Windows 10 and Windows 11 include a built-in printer called Microsoft Print to PDF, which saves whatever you print as a PDF file instead of putting it on paper.
- Find the JPG in File Explorer.
- Right-click it and choose Print.
- Choose Microsoft Print to PDF as the printer.
- If the picture looks cut off in the preview, clear the Fit picture to frame box.
- Click Print, then choose a name and folder for the PDF.
That Fit picture to frame tip comes from Microsoft's own printing help, and it's the fix for the most common complaint, which is a PDF with the edges of your photo missing.
iPhone pictures may need converting first, as our guide to converting HEIC to JPG explains.
Method 4: Preview on iPhone
Apple's Preview app on iPhone can export a PDF or image as HEIC, JPEG, PDF, PNG or TIFF:
- Open the Preview app on your iPhone.
- Open the image.
- Tap the menu next to the filename, then tap Export.
- Choose PDF as the format and save it.
When you export to PDF on iPhone, Apple says you can switch on Embed Text, which runs text recognition on the image so the PDF becomes searchable. For photos of receipts, invoices or forms, that's a small setting that makes the file far more useful later. If you scan paper often, a dedicated PDF scanner app can also help.
Which method keeps quality best?
If quality matters, for example a scanned contract or a product photo going to a printer, use a route that doesn't squash the image. Adobe says its default conversion preserves the original resolution of your JPG, and its desktop app has no practical file size limit for very large or high-resolution images. Preview on a Mac and Print to PDF on Windows are fine for everyday paperwork, but check the result at full size before you send anything that has to look sharp.

And if you're making a PDF from a design rather than a photo, it's usually better to export the PDF straight from the design tool. If you work in Canva, my guide on downloading a Canva design as a PDF walks you through it.
Keeping your PDF a sensible size
- Phone photos are large. If you're emailing several, check the file size before you send.
- Adobe only compresses if you ask, so choose compression if the PDF is going by email rather than to a printer.
- On a Mac, Preview's export also offers options to reduce file size.
- Crop the photo first so you're not sending a picture of your kitchen table around the receipt.
My verdict
For one image on a computer, use what's built in: Preview on a Mac or Print to PDF on Windows. For several images in one PDF, Adobe's free online tool is the quickest because it merges them for you. On iPhone, use the Preview app and switch on Embed Text, so your receipts and forms are searchable when you need them at tax time.
