A good ADP alternative runs payroll accurately, files the right tax forms, handles benefits or global hiring if you need them, and is easy for employees to use. Check which countries and states it covers, tax filing, HR features, integrations, support and how it starts, whether by trial or demo. This page lists ten options in no particular order.
ADP is one of the biggest payroll providers in the world, with products for every size of business. Smaller companies often want something simpler to set up, more modern to use or better at hiring people in other countries.
These are ten ADP alternatives in no particular order, sorted alphabetically, from small business payroll to global employer-of-record services and PEOs. Each description comes from the tool's own website, re-checked today. If you're weighing outside help for people matters too, my guide on finding the right HR support services for a small business covers the options.

In the free plan column, Yes means the tool's own site describes a free plan, Trial only means a time-limited trial without an ongoing free tier, and No means the site doesn't state either. Payroll providers usually start with a demo or trial rather than a free plan.

The e-filing rule every ADP alternative has to meet
Here's the rule that shows why payroll software matters at year end. The IRS says that if you have 10 or more information returns, including Forms W-2, you must file them electronically. Most payroll tools file W-2s for you, which is one of the main reasons businesses use a provider instead of a spreadsheet.
Before you switch, confirm the new provider will file the forms you need for every state and country you employ in, and check what happens to filings for the part of the year already run by your old provider.

Payroll software, PEO or employer of record
- Payroll software runs pay and tax filings while you stay the employer.
- A PEO becomes a co-employer, which can give small businesses access to bigger benefits packages.
- An employer of record employs people on your behalf in countries where you have no entity.
Pick the model first, then the provider. Comparing a PEO with simple payroll software is comparing two different services.
Switching payroll providers safely
- Switch at the start of a quarter if you can, to keep filings simple.
- Collect year-to-date totals for every employee.
- Run a parallel payroll before the first live run.
- Check tax registrations and accounts in every state or country.
- Tell employees about the new app and payslips before payday.
Payroll for very small businesses
If you're a one-person company or have just a couple of staff, you may not need a full HR platform. Simple payroll software covers pay, tax and forms, and you can add HR tools later. My guide on running a small business when you're the only employee covers what to set up first.
Questions to ask every ADP alternative
- Which states or countries do you file in?
- Who fixes errors, and how fast?
- How do employees get payslips and tax forms?
- What does it connect to? Accounting, time tracking and benefits.
Write the answers down for two or three providers. The differences in support and coverage usually matter more than the feature lists.
Why businesses leave ADP, and why some stay
People usually leave for one of three reasons: they want a simpler interface, they're hiring in new countries, or they'd like HR, IT and payroll in one modern system. They often stay because ADP's scale means it covers almost every state and many countries, and switching payroll mid-year is work nobody enjoys.
If you're unsure, talk to your accountant before you talk to sales teams. They'll know which providers they can work with smoothly, and that's worth a lot when year end arrives. It's also worth asking two or three businesses your size which provider they use and why they'd choose it again.
Do you make payroll or HR software? Tool makers can ask to be considered for a featured place on this list.
My plain advice on choosing an ADP alternative
Decide whether you need payroll software, a PEO or an employer of record, then compare providers within that model. Run a parallel payroll before you go live; it's the single best way to avoid paying people the wrong amount.
Ask about support, too. When payroll goes wrong, you'll want a person who answers quickly.
