BIR ORUS: How to Register and Update Online (2026)

ORUS is the BIR's Online Registration and Update System at orus.bir.gov.ph. You use it to register as self-employed on Form 1901, get your TIN and Certificate of Registration, register your books and change most details for free, without queuing at your RDO.

If you earn from YouTube, TikTok, freelancing or selling online in the Philippines, ORUS is where your tax life starts. The BIR's own circular on influencers (RMC No. 97-2021) is blunt about it: income from YouTube, Facebook, Instagram, TikTok and the rest, in cash or in kind, is business income, and an individual creator is treated as self-employed. That means registering, and ORUS is the quickest way to do it.

Below is how the system works, what you can do in it, and the one setup mistake that's hard to undo.

What you can do in ORUS

It's a web-based system that handles registration from start to finish, plus updates to your registration information. The BIR's checklist lists ten updates you can make online, free of charge:

TaskOnline in ORUS?
Secure a Digital TIN IDYes, free
Update contact information or contact personYes, free
Update civil statusYes, free
Change residence addressYes, free
Transfer your registration recordYes, free
Add a line of business or a new business nameYes, free
Register new tax types or form typesYes, free
Avail of the 8% income tax rate optionYes, free
Change the email on your ORUS accountNo, it needs a manual process with the BIR

Books of accounts go through ORUS too. The system generates a QR Code Stamp that you paste on the first page of manual books, and the BIR says there's no longer any need to take a transmittal letter and a USB flash drive to the RDO.

Setting up your account without regretting it

  1. Go to orus.bir.gov.ph and choose New Registration, then As an Individual.
  2. Say whether you already have a TIN. If you do, you must use the permanent email that's already on your BIR record.
  3. Pick your email carefully. Only one email can enroll per taxpayer, it becomes your username and your permanent taxpayer record, and your TIN is sent to it once you're approved.
  4. Set a password of at least 12 characters with an upper case letter, a lower case letter, a number and a special character. It can't contain your name or username.
  5. Verify the account from the email link within 24 hours, or the verification fails and you start again.

The catch most people miss is step 3. Changing that email later isn't possible online. If you sign up with an old school address or a work email you might lose, you're heading for a trip to the RDO. Use a personal address you'll still have in ten years.

Registering as a creator or freelancer

Once you're logged in, you go to new registration, choose individual and fill in BIR Form 1901 on screen. You attach a scanned government-issued ID that shows your name, address and birthdate (or a proof of residence if your ID has no address). Then you pay the 30 pesos loose Documentary Stamp Tax online and print your electronic Certificate of Registration.

Timing matters. The BIR counts your business as started on the day of your first sale, or 30 calendar days after you get a Mayor's Permit, PTR, DTI business name or SEC registration, whichever comes first. Missing that window is a violation, so don't wait until your channel feels big enough. For most creators, the first brand payment or the first ad payout is the start date.

When ORUS misbehaves

It does happen. The BIR's rule is fair: if you hit an error, take a screenshot and you can transact manually at your RDO. If the BIR has already posted an advisory that ORUS is down, you don't even need the screenshot.

Showing your registration online

This one surprises sellers. If you sell through a platform or your own site, the BIR expects an electronic copy of your Certificate of Registration on your website or shop profile. If your COR came from ORUS with a QR code, you can post the QR code instead. Your store names also have to be registered and appear as business names on the COR.

I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.

A quick ORUS checklist for creators

  • Register before your first payout or brand deal, not after the year ends.
  • Use a personal email you'll keep for life, because it can't be changed online.
  • Decide on the 8% rate when you register. It's open to people earning purely from business or profession within the 3 million pesos VAT threshold, and the first-year choice is made on Form 1901 or your first quarterly return.
  • Register your books in ORUS and print the QR Code Stamp.
  • Post your eCOR or QR code on your shop or website if you sell online.
  • Keep screenshots of every submission. If something fails, that screenshot is your ticket to manual processing.

None of this takes long. What costs people time is doing it in the wrong order, for example earning for a year, then trying to register and backdate everything at once.

My verdict

ORUS is the easiest route into the system, and for most changes you'll never need to visit an office. Spend two extra minutes on the email you choose, verify inside 24 hours, and register before your first payment rather than after. If you're still building your income, these online jobs in the Philippines are worth a look, and my tax tips for the self-employed cover the habits that keep filing simple.

Frequently asked questions

Is ORUS free to use?

Yes. The BIR's checklist says the main registration updates in ORUS are free of charge, including the Digital TIN ID. New registrants pay the 30 pesos loose Documentary Stamp Tax for the Certificate of Registration.

Can I change my ORUS email?

Not online. The email you enroll with becomes your permanent taxpayer record, and the BIR says changing it needs a manual process. Choose an address you'll keep.

Do YouTubers and TikTokers need to register in ORUS?

If they earn, yes. RMC No. 97-2021 treats income from social media platforms as business income and individual influencers as self-employed, so they register like any other self-employed person.

What if ORUS gives me an error?

Keep a screenshot. With proof of the error you can transact manually at your RDO, and if the BIR has announced that ORUS is unavailable you don't need proof at all.

How long is the window to verify an ORUS account?

24 hours from the email. After that the link fails and you have to register the account again.
