Yes, but only partly. Meta's own help pages list Pakistan for Facebook Stars, but not for Facebook Subscriptions, and the main programme, Facebook content monetisation, is invitation-only with no public country list. The old in-stream ads, Ads on Reels and Performance bonus programmes ended on 31 August 2025 for everyone.
So if you're a creator in Pakistan, your realistic routes today are Stars, which you can switch on once you qualify, and an invitation to content monetisation, which Meta sends to creators it picks. Your payout details also have to be in a country Meta supports, and that's where most Pakistani pages run into trouble.
The rule people miss: Meta's Partner Monetisation Policies say it isn't enough for you to live in an eligible country. The financial entities connected to your account, meaning your bank or payout details, must also be in an eligible country. If your location or your bank's location changes to one that isn't eligible, you can lose monetisation.
What's open to Pakistani creators right now
I checked each programme against Meta's Business Help Centre. Here's the picture:
| Programme | Open in Pakistan? | What Meta says you need |
|---|---|---|
| Facebook content monetisation | Invitation-only, no public country list | An invitation from Meta through an official channel |
| Facebook Stars | Yes, Pakistan is on the list | 500 followers for at least 30 consecutive days, plus policy compliance |
| Facebook Subscriptions | No, Pakistan isn't on the list | 5,000 or more followers, age 18 or over, an eligible country |
| In-stream ads, Ads on Reels, Performance bonus | Closed everywhere | Ended on 31 August 2025 |
Meta changes these lists, so treat this as a snapshot and check your own dashboard. If Subscriptions appears there for you one day, Meta has added Pakistan.
Why so many old guides are wrong
A lot of Urdu and English videos still tell you to chase the follower and minutes-viewed targets for in-stream ads. Those targets belonged to a programme that no longer exists. Meta's help page now says that in-stream ads, Ads on Reels and the Performance bonus ended on 31 August 2025, and that eligible creators will be invited to Facebook content monetisation instead.
Content monetisation pays for the performance of your public reels, photos, stories and text posts, rather than for ads placed inside your videos. Meta says what you earn depends on qualified views and watch time, as Meta alone decides. A few format rules matter:
- Reels must be at least 10 seconds long.
- Stories must be at least 5 seconds long.
- Anything with under 5 seconds of watch time doesn't qualify.
- Content in a language Meta doesn't support for this programme can be excluded, along with boosted posts, reused posts from Pages you don't manage and anything removed for a copyright claim.
How to check your own eligibility
Meta has renamed the Professional dashboard, so you may see Creator Dashboard or Business Dashboard instead. The steps are the same:
- Open your Page or your profile in professional mode in the Facebook app.
- Go to your dashboard and tap Monetise.
- Look under the list of monetisation programmes. Anything you qualify for shows there, with what you still need for the rest.
- On a computer, open Meta Business Suite and go to Monetisation to see the same status.
- If content monetisation isn't offered, you can fill in Meta's interest form. Meta says plainly that it's not an application and doesn't guarantee an invitation.
If a menu name looks different on your phone, search your Facebook settings for the word Monetise.
Getting paid from Pakistan
Once you're onboarded to any tool, you'll set up a payout account. Meta's payout page offers four options: sign in to your bank, link a bank account manually, link PayPal, or link a debit card. Which of these show up depends on the country you enter, so check what the screen offers you. You'll also add tax information, and Meta says the name on your tax ID must match the name you gave during setup.
Two timings are worth knowing. Changing your payout method puts a 5-day hold on it. And if you don't finish your payout account within 6 months of onboarding, Meta says you forfeit those earnings. For a step-by-step on the screens, see where to add a payout method for Facebook monetization, and for when the money lands, when Facebook pays out monetization earnings.

Don't borrow someone else's bank details
You'll see advice to use a relative's account in the UAE or the UK. I wouldn't. Meta's rules tie monetisation to where you live and where your financial details are, and the tax name has to match yours. A mismatch is exactly what gets pages demonetised, and earnings held in a payout account you don't control aren't safe.
Watch out for fake invitations
Meta says real content monetisation invitations come only through official channels: the Facebook app, email, Meta Business Suite and your dashboard. It warns creators not to click suspicious links, including ones sent in Messenger. If a message says you've been invited, open your dashboard yourself and check the monetisation section. If it isn't there, the message is fake.
A plain scam warning: apps and WhatsApp groups that promise to pay you for watching videos, liking posts or doing small online tasks have nothing to do with Facebook. They usually pay a tiny amount first, then ask for a deposit before you can withdraw. Never pay to earn, and never share your Facebook login or one-time codes.
My advice if you're starting from Pakistan
Build toward Stars first, because it's the one tool Meta lists for Pakistan today and the 500 follower bar is reachable. Post original reels over 10 seconds, keep your Page clean of copied clips, and fill in the interest form for content monetisation. Then spread your bets. Pakistan is on YouTube's Partner Program availability list, and my guide to YouTube monetization in Pakistan covers it. Relying on one Meta programme is risky when the country lists keep changing.
Frequently asked questions
Is Facebook monetization available in Pakistan?
Partly. Meta lists Pakistan for Facebook Stars but not for Subscriptions. Content monetisation is invitation-only and Meta doesn't publish a country list for it.
Does Facebook still have in-stream ads in Pakistan?
No. Meta ended in-stream ads, Ads on Reels and the Performance bonus on 31 August 2025 in every country. Eligible creators are invited to content monetisation instead.
How many followers do I need for Facebook Stars?
Meta's Stars page says 500 followers for at least 30 consecutive days, living in a country where Stars is available, and following Meta's policies.
Can I use a foreign bank account for Facebook payouts?
Meta requires your connected financial details to be in an eligible country and your tax name to match yours. Using someone else's account breaks those rules and risks your earnings.
How do I know a monetisation invitation is real?
Real invitations appear in official places like the Facebook app, email, Meta Business Suite and your dashboard. Open your dashboard yourself to confirm.
