PayPal to M-Pesa: How It Works in Kenya, Plus Platform Guides

Yes, you can move PayPal funds to M-Pesa. Safaricom says its PayPal to M-PESA service, run by Thunes with Safaricom and PayPal, moves funds between your own PayPal and M-PESA accounts, in US dollars on the PayPal side and Kenya shillings on M-PESA, through the PayPal mini app on the M-PESA App. My Kenya guides are below.

If you're a freelancer or creator in Kenya, the question I hear most is simple: can my PayPal balance land on my phone? Safaricom says it can, and it's built the route into the M-PESA App. I've pulled together what Safaricom's and PayPal's own pages say, what they leave out, and every Kenya guide I've written on the platforms that feed into it.

According to Safaricom's PayPal to M-PESA page, the service is provided by Thunes in partnership with Safaricom and PayPal. It's described as a money transfer service for people who hold both a PayPal account and an M-PESA account, and it moves funds between your own accounts. That last part matters: it isn't a way to send a PayPal balance to someone else's line.

Safaricom's M-PESA Global FAQ adds the practical detail. It says you can top up your PayPal account via M-PESA, receive funds from abroad and withdraw on M-PESA, and that you do it with the PayPal mini app on the M-PESA App. So the search term people use, PayPal to Mpesa, and its reverse, Mpesa to PayPal, are the same service seen from two directions.

Here's the catch most guides skip. Safaricom says the service is only offered to users in Kenya with registered M-PESA accounts, PayPal accounts and Android devices. If you're on an iPhone, Safaricom's page doesn't offer you this route, and you'll want to look at the bank options further down instead.

Kenya shillings, PayPal balances and the M-Pesa currency rule

Safaricom says that with PayPal you can top up and withdraw funds in US dollars only, while your M-PESA account is managed in Kenya shillings only. If your PayPal balance sits in more than one currency, Safaricom says you'll need to convert it to US dollars first, in the Manage Currencies section of your PayPal account, before you can withdraw it to M-PESA.

PayPal's own article on its third-party partner service says the same thing from its side: you can withdraw only up to the available US dollar balance shown in your account. It also says withdrawals through a partner take between 2 hours to 3 calendar days to process, depending on the amount, and that top-ups are generally processed in real time but may take up to 4 hours.

  1. Check you've got a registered M-PESA line, a PayPal account in the same name and an Android phone, because Safaricom lists all three.
  2. Open the M-PESA App and find the PayPal mini app, which is where Safaricom's FAQ says the service lives.
  3. In PayPal, convert any non-US dollar balance in Manage Currencies, as Safaricom tells you to.
  4. Withdraw up to your available US dollar balance, which is the limit PayPal's partner article sets.
  5. Allow up to 3 calendar days before you chase it, the upper end of PayPal's stated processing window.

What PayPal's Kenya pages say, and what they don't

This is where I want to be straight with you. PayPal's partner service article lists Kenya among the regions with the service and says it's offered through licensed partners that link your PayPal account to a local bank account or wallet. It doesn't name any partner, and it doesn't mention M-Pesa or Safaricom. The M-Pesa detail comes from Safaricom, not PayPal.

PayPal's Kenya home page names a different route altogether: it says you can withdraw funds instantly to your Equity account and reach your PayPal balance through the Equity Mobile App and Equity Online. Equity Bank's own PayPal page says its service covers transactions up to 10,000 US dollars per transfer with no daily limit, and that you verify by linking an Equity-issued card to PayPal. PayPal's fee page lists a Kenya bank withdrawal at 105.00 KES when the amount is below its threshold.

One more difference worth knowing. PayPal's partner article says new customers in Nigeria, Tanzania, Sri Lanka and Maldives must link to a partner bank before they can start receiving money, and Kenya isn't in that list. So in Kenya, the partner link is how you get funds out, not a condition for receiving them.

Other ways funds from abroad reach an M-Pesa wallet

Safaricom's M-PESA Global FAQ lists a long set of money transfer partners that it says let M-PESA customers receive money from abroad without it costing the receiver a cent, and both PayPal and Payoneer are on it. Safaricom also notes that only M-PESA registered customers can receive funds from abroad on M-PESA. Payoneer's own withdrawal and pricing pages talk about bank accounts and don't mention M-Pesa, so I can't describe a Payoneer route from its side.

Wise is clearer, but it's a sender's route. Wise's Kenya shilling guide says someone abroad can send KES to a bank account or to an M-Pesa wallet, using your full name, mobile provider and a number starting with the country code 254. Wise caps M-Pesa transfers at 250,000 KES per transfer and 500,000 KES per day, says a wallet can hold up to 1,500,000 KES, and warns that any text in the reference field won't be delivered. That's handy when a client asks you how to reach you directly.

Platforms are a separate question. Google's payment table marks Kenya as Yes for check and wire transfer for AdSense, Amazon KDP lists direct deposit in KES, and Patreon offers a bank transfer to KES. None of those pages describe paying out to M-Pesa, which is why each one has its own guide below.

My verdict on PayPal to M-Pesa

If you've got an Android phone and a PayPal balance in US dollars, Safaricom's PayPal mini app is the route its own pages describe, and it's where I'd start. If you're on iPhone or you want a bank account in the middle, PayPal's Kenya page points you to Equity. Whichever you choose, every overseas platform will ask for a W-8BEN if you aren't a US person: the IRS says you give that form to the withholding agent or payer when they ask for it, and Patreon says non-US creators must submit one to pay out. For anything about tax in Kenya, go to the Kenya Revenue Authority rather than a forum.
