W-8BEN Form for Indonesia: A Flat Treaty Rate and NPWP (2026)

Indonesia is in the IRS treaty table with a flat 10 in every royalty column, against 30 for countries without a treaty. Your W-8BEN is how you ask a payer to use it. For individuals, the NIK now serves as the NPWP tax number, but eligibility is personal, so check with a local accountant.

Indonesian creators, writers and freelancers who sell to US platforms tend to meet the W-8BEN at the worst moment: right when a first payout is waiting. I've read the IRS instructions, the IRS treaty table and Indonesia's Directorate General of Taxes pages so you can go in prepared. I'm no tax adviser, so I'll stick to what the sources say.

One number, five columns

Indonesia's line in the IRS table is neat. The industrial equipment, know-how, patents, film and TV, and copyrights columns all read 10. Most countries have a mix, so a single figure makes the picture easier to read.

The article column is also unusual: the IRS cites the royalty article with a protocol reference, 13(2) / P34. A protocol amends the original treaty, so the text you'd read to understand your rate has been revised at least once. That's one more reason the IRS tells readers its table isn't a full guide to eligibility and that the treaty itself should be checked.

Even with one rate, the IRS instructions still say royalty claimants complete line ten when a treaty has different rates for different types. Where the rates are identical, ask the payer whether they want the line filled in anyway.

NIK, NPWP and the number change

The IRS instructions say certain treaty claims need a US number on line five or a foreign tax identification number on line six. Indonesia's Directorate General of Taxes says resident individuals use their NIK, the national ID number, as their NPWP.

The Directorate also says the older NPWP had fifteen digits, and that under the new format entities and foreign non-residents add a 0 in front. If you hold an older NPWP card, check how your number now looks before you copy it onto a US form. A payer who sees the wrong length may query it.

New registrations go through Coretax, and the NPWP and a PDF card arrive by email. If the system says your NIK is already registered, the Directorate's guidance is to activate the existing account rather than register again. That's a common surprise for people who think they've never signed up.

Platforms that ask for the form

Patreon requires non-US creators to submit one of the W-8 forms before payouts. Google says it can't tell you whether you qualify for a treaty rate and that you must provide a tax number to claim one. Amazon KDP's default on some royalties is 30 percent until a tax number is recorded, and it directs authors to the copyrights entry for their country.

Once tax is handled, you still need a route for the money. I've written about PayPal in Indonesia, Payoneer for Indonesians and Wise in Indonesia if you're comparing options.

Filling in the form without slips

  1. Use the name on your KTP and your Coretax record.
  2. Copy your NPWP in its current format.
  3. Give your home address, not a post office box.
  4. Name Indonesia as your country of residence for treaty purposes.
  5. Sign, date and keep a copy.

The IRS instructions say that to claim treaty benefits you identify the country where you're resident for treaty purposes. If you spend part of the year abroad, ask your accountant which country counts for you.

Why a flat rate still deserves care

It's tempting to think a single figure means nothing can go wrong. The risk moves elsewhere. If the payer doesn't accept your form, you're back to the default rather than ten, and the difference grows with the size of the payment. Sensible things to check are the signature date, whether the name matches the account, and whether the tax number is in the current format.

Platforms differ in how they let you correct mistakes. Some let you resubmit from your settings, while others ask you to contact support and wait. Before you submit, read the whole form once as if you were the person checking it. Does the name match your payout details? Is the address a home address? Does the country of residence agree with the country in your account?

It also helps to submit early. A first payout is usually when platforms ask for the form, but you can often complete it as soon as you open the account. Doing it calmly in advance is far better than rushing it with money waiting, and it gives you time to fix any problem with your tax number before it matters.

When it expires and who to tell

A W-8BEN generally remains in effect until the end of the third calendar year after the one in which you sign, according to the IRS. If a change makes it incorrect you should notify the payer within 30 days. That includes moving abroad or any change to the tax details on the form.

What to ask a local adviser

  • Does my income count as a royalty under the Indonesian treaty?
  • How do I report foreign income and any US tax withheld at home?
  • Is my NIK activated as my NPWP in Coretax?
  • Do I need a different form if I earn through a company?

Frequently asked questions

Is Indonesia in the IRS treaty table?

Yes. The row shows 10 in every royalty column, and the royalty article is cited with a protocol reference. The IRS says to review the treaty text.

Which tax number do I use for the W-8BEN in Indonesia?

Indonesia's Directorate General of Taxes says resident individuals use their NIK as their NPWP, and the form takes your foreign tax number.

Why does my old NPWP look different?

The Directorate says older numbers had fifteen digits and the new format adds a 0 in front for entities and foreign non-residents.

What if I send no form?

The IRS instructions say the payer may withhold at 30 percent or at the backup rate.

Do I need a W-8BEN for Patreon in Indonesia?

Patreon's help centre says creators who aren't US citizens must submit a W-8BEN or W-8BEN-E before they can pay out.
