YouTube Monetization in the Philippines: Rules, Pay and Tax

YouTube monetization in the Philippines is fully open: the Philippines is on YouTube's Partner Program list, its 500-subscriber expanded list, every fan funding list and the Shopping affiliate list. For the tax side, Filipino creators who submit US tax info and claim the treaty face 15% on earnings from US viewers, and Philippine tax is a separate matter for the BIR.

Filipino creators have one of the best deals YouTube offers anywhere. Pinoy vloggers can switch on almost every earning tool YouTube runs, including product tagging that many countries don't get. The work is in qualifying, keeping monetization once you have it, and getting the tax pieces right on both sides of the Pacific.

Every YouTube earning tool listed for the Philippines

Earning toolPhilippines listed?Good fit for
Ad revenue (YPP)YesLong videos and Shorts with steady views
Expanded YPP from 500 subscribersYesSmaller channels with a loyal audience
Channel membershipsYesCommunities that want extra content
Super Chat and Super StickersYesLive streams and Premieres
Super ThanksYesTips on single videos
Shopping affiliate programYesProduct reviews and hauls

That last row is the one I'd point out to Filipino lifestyle and beauty creators. YouTube's Shopping affiliate program runs in a short list of countries and the Philippines is one of them, so tagging products from brands in the program can sit alongside your ad income. My explainer on the YouTube Shopping affiliate program covers how it works.

Thresholds for Filipino channels

Because the Philippines is on the expanded list, there are two thresholds to know:

  1. Early access: 500 subscribers, 3 valid public uploads in the last 90 days, and 3,000 qualified watch hours in 12 months or 3 million qualified Shorts views in 90 days. This opens fan funding and Shopping features.
  2. Ad revenue: 1,000 subscribers with 4,000 qualified watch hours in 12 months, or 1,000 subscribers with 10 million qualified Shorts views in 90 days.

Watch hours from Shorts, private, unlisted or deleted videos and ad campaigns don't count towards the 4,000 hours. And fan funding needs you to be at least 18 years old.

Applying and passing YouTube's review

YouTube's checklist asks for no active Community Guidelines strikes, 2-Step Verification on your Google Account, advanced features access and one linked AdSense for YouTube account. You apply from the Earn section of YouTube Studio, accept the Base terms and link AdSense for YouTube.

YouTube says a decision typically takes about 1 month. If you're turned down, you can appeal within 21 days or reapply after 30 days, and after a repeat rejection the wait becomes 90 days. If you've ever had a channel removed, read my guide on why channels get terminated first.

Receiving YouTube payments in the Philippines

Your YouTube income comes through AdSense for YouTube. Google's payment-method table lists cheque and wire transfer as Yes for the Philippines in the YouTube columns, and EFT and Hyperwallet as No. I'd go for the wire to a bank account, since it doesn't depend on the post.

Ask your bank how it receives an incoming international wire and what it charges before the first payment. If you're used to cashing out other apps to GCash, my guide to earning apps that pay out to GCash covers those, but YouTube's own payment route is the bank wire or cheque.

US tax on Filipino YouTube earnings

Google says every monetizing creator must submit US tax info. Without it, Google may deduct up to 24% of total worldwide earnings. With it, only earnings from US viewers are taxed, at 0-30% depending on your country's treaty.

YouTube income counts as 'Other Copyright Royalties' in Google's tax tool, and the IRS treaty table shows 15 in the copyrights royalty column for the Philippines. So with a valid claim, the US rate on your US-viewer earnings should be 15%. Google can't decide treaty eligibility for you, so check with a tax adviser. If you're asked to prove residency, Google's certificate table names the Philippine document as the Tax Residency Certificate (TRC).

Philippine tax on YouTube income

The US withholding doesn't cover your Philippine tax. Back in 2021, BusinessWorld reported that the Bureau of Internal Revenue set out how social media influencers should register and pay in Revenue Memorandum Circular No. 97-2021, after finding some weren't declaring platform income. Rules can change, so check the BIR's current guidance or ask an accountant how your channel income should be registered and declared.

Google also warns that local tax law can mean a higher withholding on your payout, which is one more reason to keep your registration in order.

Holding on to monetization in the Philippines

YouTube says it may turn off monetization for channels with no uploads or posts for 6 months or more. If you go quiet over the holidays, post something in the Posts tab so the channel stays active. And because memberships and Super Thanks reward your most loyal viewers, the creators I'd copy keep talking to that core audience, not just chasing new views.

My advice for Filipino YouTubers

Use everything the Philippines gets. Apply at the 500-subscriber level once you're posting regularly, add memberships or Super Thanks for your regulars, and try Shopping if you already recommend products. Then sort both tax sides early: the US form with the treaty claim, and your BIR registration.

Frequently asked questions

Is YouTube monetization available in the Philippines?

Yes. The Philippines is on YouTube's Partner Program list and on the expanded YPP list.

How many subscribers do you need to monetize YouTube in the Philippines?

500 for the early level with fan funding and Shopping, if you also have 3 recent uploads and enough watch hours or Shorts views. Ad revenue needs 1,000 subscribers plus 4,000 watch hours or 10 million Shorts views.

How do Filipino YouTubers get paid?

Through AdSense for YouTube by wire transfer or cheque, which are the two methods Google's table lists for the Philippines.

Do YouTubers pay tax in the Philippines?

Philippine tax is separate from the US withholding Google applies. The BIR has issued guidance for influencers, so check its current rules or ask an accountant.

What US tax rate applies to YouTube earnings in the Philippines?

The IRS treaty table shows 15 for copyright royalties for the Philippines, applied to earnings from US viewers once you submit tax info and claim the treaty.
