PSEB Registration for Freelancers: Fee, Documents, Benefits

PSEB registration lets Pakistani freelancers register with the Pakistan Software Export Board for a yearly certificate. You apply online with your personal NTN, CNIC and a bank account letter, pay 1,000 rupees a year (2,000 rupees to renew), and PSEB lists reduced income tax at 0.25% on IT exports among the benefits.

If you earn from clients abroad as a developer, designer, writer or video editor in Pakistan, PSEB registration is one of the most useful bits of paperwork you can have. It's cheap, it's online, and PSEB lists real money benefits. Here's the process from PSEB's own registration page, plus the renewal detail that trips people up a year later.

What PSEB says you get

Benefit (as PSEB lists it)What it means for you
Reduced income tax at 0.25% on IT exportsA lower tax rate on qualifying IT export income
50% retention on ESFCAYou can keep half of your export proceeds in a foreign currency account
Global recognition and credibilityAn official certificate you can show clients
Subsidised international IT events and servicesCheaper access to events and programmes
Visa facilitationSupport letters for business travel

The tax line is the one most freelancers register for. Check with your bank and tax adviser how they apply it to your remittances, because the certificate is what they'll ask to see.

Documents you need

  • Personal NTN, with no business name on it
  • CNIC, both sides
  • A personal bank account letter or certificate

All three go in as scanned copies. The NTN detail matters: PSEB asks for a personal NTN with no business name, so don't upload a business registration by mistake.

How to register, step by step

  1. Sign up on the PSEB portal. Your login details arrive by automatic email.
  2. Fill in the online registration form and upload your documents.
  3. Submit for initial approval. PSEB says applications missing mandatory information may be declined.
  4. Once initially approved, pay the fee and upload the payment receipt.
  5. Submit for final approval.
  6. After your payment is verified, PSEB says it usually takes about 2-5 working days to issue the certificate.

What it costs, and how you can pay

Freelancer charge
New registration1,000 rupees per year
Renewal2,000 rupees per year

PSEB is strict about payment. Charges can only be paid through the payment gateway built into the PSEB portal, or by pay order or demand draft made payable to Pakistan Software Export Board (G) Ltd. No other methods are accepted, so don't send money to anyone offering to register you.

The renewal catch

Registration is yearly, and renewing asks for more than the first application did. On top of updating your form, PSEB asks export oriented freelancers for a summary of export revenue with the correct IT/ITeS code defined by the State Bank of Pakistan, and your income tax return for the preceding year.

That has two practical consequences. First, your foreign income needs to come in through formal banking channels with the right purpose code, or you'll struggle to produce the summary. Ask your bank which code they use when you receive client payments. Second, you need to have filed your tax return. A PSEB certificate isn't a substitute for filing; renewing it depends on it.

Common reasons applications stall

  • An NTN that shows a business name instead of a personal one.
  • Blurry or one-sided CNIC scans.
  • A bank letter that doesn't clearly show the account is in your name.
  • Paying by a method PSEB doesn't accept.
  • At renewal, foreign payments received without a correct IT/ITeS purpose code.

If you're stuck, PSEB runs a 24/7 helpline for login and registration issues: [email protected] or 0800-01010.

Before you apply: get your NTN and banking in order

PSEB registration sits on top of two things you need anyway as a freelancer. The first is a personal NTN, which comes from registering with FBR; PSEB asks for one with no business name on it. The second is a personal bank account in your name, with a letter or certificate from the bank. It's worth sorting both before you open the PSEB portal, because the application is only as fast as your slowest document.

While you're at the bank, ask how your foreign client payments will be coded when they arrive. Getting that right from the start makes your renewal far easier, because PSEB asks for a summary of export revenue under the correct IT/ITeS code.

Is it worth it?

For a full-time freelancer with regular foreign income, almost certainly. A yearly fee of 1,000 rupees, then 2,000 to renew, is small next to the tax and foreign currency benefits PSEB lists. If you earn occasionally and haven't filed a tax return yet, start by getting your NTN and filing in order, then register.

My verdict

Register with PSEB once your freelance income is regular, keep your foreign payments coming through the bank with the right code, and file your return every year so renewal is painless.
