Performance Max is a goal-based Google Ads campaign type that lets you reach all Google Ads inventory, including YouTube, Display, Search, Discover, Gmail and Maps, from a single campaign. You tell Google which conversions you want, give it your text, images and video, and its Smart Bidding and AI decide where your ads show and what they say.
Google positions it as a complement to your keyword-based Search campaigns, not a replacement for them. That framing matters, because the way Performance Max interacts with Search is the thing most small businesses get wrong.
How Performance Max works
According to Google's help page, the moving parts are these:
- You set the conversion actions you care about, with an optional target for return on ad spend (ROAS) or cost per acquisition (CPA).
- Smart Bidding sets bids in real time based on how likely each impression is to convert.
- You supply text, images and video, and Google's generative AI tools combine those assets into ads.
- Audience signals you add help the campaign learn faster.
- Budget flows to whichever inventory is performing best.
Your creative lives in asset groups. Google describes an asset group as a collection of images, text, logos and videos built around a theme or audience, which its AI then mixes and matches across all that inventory. One theme per asset group keeps the combinations sensible.
When Google recommends Performance Max
Google suggests it when you have specific conversion goals such as online sales or leads, when you want to maximise performance without restricting where your ads appear, when you want every Google channel in one campaign, or when you want reach beyond keyword-based Search.
The objectives you can choose are Sales, Leads, Website traffic, and Local store visits and promotions, or you can run it with no goal guidance. One footnote for charities: Google says Performance Max through Google Ad Grants may not be eligible to serve on all inventory.
Catch one: exact match Search keywords win the query
Here's the rule that changes how you should plan. Google says Search campaigns containing an exact match keyword are prioritised over Performance Max when a search query matches that exact match keyword. Search themes in Performance Max carry the same priority as phrase and broad match keywords.
In plain terms, if there are searches you want to control, such as your brand name or the handful of terms that bring in your best customers, keep them as exact match keywords in a Search campaign. Performance Max then picks up everything else rather than taking over the terms you already know work.
Catch two: Final URL expansion can change your landing page
If Final URL expansion is switched on, Google may replace your Final URL with a landing page it thinks is more relevant to the search, and generate a dynamic headline and description to match. Google is clear that you stay responsible for reviewing that landing page content and any assets it generates.
Text customisation and auto-generated videos are separate campaign-level settings. Google also warns that when the products in a generated video don't match the landing page, people get a poor experience, and recommends using product filters. If you've got pages on your site you'd never want an ad landing on, think hard before leaving expansion on.
The controls that matter
| Control | What it does | Why it matters |
|---|---|---|
| Exact match keyword in Search | Search campaign wins the query over Performance Max | Protects your brand and best terms |
| Brand exclusions and negative keywords | Block queries you don't want | Stops brand overlap |
| Final URL expansion | Google may swap the landing page and write dynamic text | You have to review the pages |
| Channel prioritisation | Priority tiers across channels with optional daily budgets | Steers where budget goes |
| Budget recommendation | Low, Medium or High, with forecasts | Helps you avoid a low start |
| Brand safety | Placement exclusions and content suitability filters | Keeps ads off sites you'd avoid |
On channels, Google groups its own surfaces as 'Google channels', while Search partners and the Display network can get separate priority tiers and optional daily budgets. Search themes and keywordless targeting sit alongside brand exclusions and negative keywords as your ways to shape who sees the ads.
Want AI doing the heavy lifting in your marketing?
I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
On bidding, one line is enough here: Target ROAS needs conversion values and minimum conversion volumes, and portfolio ROAS strategies aren't available for Performance Max. Google also says that from June 2026 it's relabelling 'Maximize conversions with a Target CPA' as 'Target CPA' and 'Maximize conversion value with a Target ROAS' as 'Target ROAS', with no change in how bidding behaves. If the names in your account look different from older tutorials, that's why.

- Keep exact match keywords in a Search campaign for the terms you want to own.
- After the learning period, review asset reporting and insights such as rising search trends.

Is Performance Max right for a small business?
It can find conversions your Search campaigns would never reach, because it can show your ads across YouTube, Gmail, Maps and the rest. But it hands Google the steering wheel. It decides where the ads show, which combinations run and, with expansion on, which page people land on.
If your account has little conversion data, I'd start with Search, get conversion tracking right and learn which terms bring in customers. Once that's solid, Performance Max is worth testing alongside it, with your best terms kept as exact match in Search. Whichever you run, check where the budget's going: these are the Google Ads budget leaks small businesses miss, and if you're new to all of this, start with how to run a PPC campaign in Google Ads.
Frequently asked questions
What is Performance Max in Google Ads?
It's a goal-based campaign type that lets you reach all Google Ads inventory, including YouTube, Display, Search, Discover, Gmail and Maps, from a single campaign, using Smart Bidding and your assets.
Does Performance Max replace Search campaigns?
No. Google says to use it to complement keyword-based Search campaigns, and a Search campaign with an exact match keyword is prioritised over Performance Max when a query matches that keyword.
What is Final URL expansion in Performance Max?
When it's on, Google may replace your Final URL with a more relevant landing page and generate a dynamic headline and description. You stay responsible for reviewing that content.
Can I use negative keywords in Performance Max?
Yes. Google lists brand exclusions and negative keywords among the controls, alongside search themes, channel prioritisation and brand safety settings.
