Facebook lead ads let people sign up for something from your business without leaving Facebook or Instagram. Tapping the ad opens a mobile-friendly form that's pre-filled with information people have already shared with Facebook, so they can send you their details in a couple of taps. You then download the leads or send them to your CRM automatically.
The detail people don't expect is who owns the leads. Meta's developer documentation says every lead from a lead ad belongs to the Facebook Page, even when the ad runs on Instagram. So whoever controls the Page controls access to the leads. If an agency or freelancer runs your ads from their own Page, make sure it's your Page on the ad before you start.
What you need before you start
| You need | Why |
|---|---|
| A Facebook Page | Leads generated by a lead ad belong to the Page |
| An Instagram account (optional) | Only if you want to run the lead ad on Instagram; the leads still belong to the Page |
| Page admin access or flexible permissions | Required to read lead data |
| A connected app (only for custom integrations) | Needed if you pull leads through Meta's API rather than a CRM partner |
How a lead ad works
- Build the form. You choose the questions and the order they appear, using Meta's standard questions or your own custom ones.
- Create the ad. Set it up in Ads Manager and attach the form.
- Someone taps the ad. The form opens with the information they've already shared with Facebook filled in.
- They submit. The lead is stored against your Page, ready to download or send on.
Form features that improve lead quality
Meta's form documentation lists four settings for getting higher quality leads:
| Setting | What it does |
|---|---|
| Higher Intent Forms | Adds a review and confirm step before someone submits |
| Organic Leads Filtering | Filters out organic leads |
| Form Performance Tracking | Tracks the source of your leads using tracking parameters that don't appear in the ad |
| Gated Content | Rewards people with a file download after they submit, shown as a button on the thank you page |
If you're getting lots of leads that never answer the phone, Higher Intent Forms is the first switch I'd try. That extra confirm step slows people down just enough to weed out accidental taps.
Special question types
Beyond standard questions, Meta supports specialised ones for particular uses:
- Appointment scheduling. A date and time selector with limited hours and a confirmation message underneath.
- Store locator. A selector that shows stores based on the person's zip or postal code.
- National or government ID. A question based on the person's country that checks the ID format. Only ask this if you have a lawful reason to collect it.
Three ways to get your leads
| Method | Best for | How it works |
|---|---|---|
| Leads Center in Meta Business Suite | Small businesses handling leads by hand | Manage and download leads |
| CRM partner integration | Businesses already using a CRM that supports lead ads | Leads flow into the CRM automatically |
| Webhooks and the Graph API | Custom systems | Real-time alerts for every new lead, or bulk reads a few times a day |
Meta's guidance is that bulk reading suits fetching new leads a few times a day, while Webhooks suit anything that needs leads in real time. If your list lives in an email tool, here's how to connect email marketing to Facebook lead ads so new sign-ups get your welcome email straight away.
The developer rules that block a custom integration
If you or a developer are building your own connection rather than using a CRM partner, Meta's documentation sets out a few gates:
- Your app must pass App Review with the leads_retrieval and pages_manage_ads permissions, and you'll then be asked to complete Business Verification.
- You can't retrieve leads while the app is in Development mode, apart from test leads submitted by people with a role in that app. Apps in Live mode keep access to all leads.
- Meta recommends Page access tokens, because user access tokens are rate-limited by active users on the app, which is usually one for a lead ads integration.
Feeding lead quality back to Meta
Meta lets you share your CRM data about which leads turned out to be good back through the Conversions API. That allows its system to optimise for quality leads rather than any form fill. It's the fix I'd reach for first when cheap leads never convert. Lead ads in WhatsApp Status
Meta's developer guide notes that ads in WhatsApp Status are available through the Marketing API, which gives businesses another surface to reach people, alongside Facebook and Instagram.

My advice
Lead ads work best when the offer is clear and the follow-up is fast. Connect the form to your CRM or email tool before you launch, so nobody waits days for a reply, and switch on Higher Intent Forms if lead quality matters more than volume. Keep the form short: every extra question costs you sign-ups. And check whose Page the ad runs from, because that's who owns your leads.
