Arizona Transaction Privilege Tax: The 5.6% State Rate and the $12 License

Arizona's transaction privilege tax (TPT) is a tax on the seller for the privilege of doing business in the state, not a sales tax on the buyer. The state rate is 5.6% as of October 2026, counties and cities add their own rates, and a TPT license from the Arizona Department of Revenue costs $12 per location.

Most people call it sales tax, and most sellers pass it on to customers, but the legal difference matters. This guide uses the Arizona Department of Revenue (ADOR) transaction privilege tax page, its tax rate table page and its rate tables effective October 1, 2026, all read in October 2026.

Why a privilege tax is different from a sales tax

This is the point most out-of-state owners miss. ADOR says TPT is a tax on the vendor, not on the customer. You owe it on your taxable business activity whether or not you add it to the price. Most businesses do pass it on, but if you forget to charge it, the tax is still yours to pay. The rate also depends on the type of business activity, not just the location, so a restaurant, a retailer and a commercial landlord in the same city can face different rates.

How the rate is built

ADOR's Table 1 combines the state's 5.6% with the county excise tax for each county and each type of activity. Table 2 lists the city privilege tax rates and city codes for the 91 cities and towns whose tax ADOR collects. Table 3 covers county and special district codes, and Table 4 lists codes for businesses on Indian reservations. Online sellers and platforms have their own remote seller rate table.

The October 1, 2026 tables show rate changes for San Tan Valley and Tusayan. ADOR updates the tables monthly, but rates don't change every month, so check the newest table whenever you file.

Do you need a TPT license?

If you sell a product or provide a service subject to TPT, ADOR says you'll likely need a license from the department, and possibly a TPT or business license from the city or cities where you're based or operate. Businesses with several locations or lines of business can license and report each location separately, or take a consolidated license and report combined sales. Each location costs $12.

  1. Work out which of your activities are taxable and which business code each one falls under.
  2. Apply for a TPT license from ADOR, covering each location.
  3. Check whether your city needs its own license as well.
  4. Use ADOR's tax rate look-up tool to find the combined rate for each location and activity.
  5. Report sales under the right business, region and city codes on the TPT return.

Use tax for out-of-state purchases

Arizona also has a use tax, which applies when a retailer doesn't collect tax on goods used, stored or consumed in the state. ADOR lists three groups who can owe it: out-of-state retailers or utilities selling goods to Arizona buyers; Arizona residents who buy goods on a resale certificate and then use them for another purpose; and residents who paid another state's tax at a rate lower than Arizona's use tax rate. If you buy stock tax free to resell, my guide to resale certificates explains the rules.

Two recent changes to know

  • Penny rounding: House Bill 2938 (A.R.S. section 44-7952) set a mandatory rounding method, known as Swedish rounding, for cash sales when pennies aren't available or used at the till.
  • Chase Field district: Laws 2025, Chapter 251 (House Bill 2704), signed on June 27, 2025, redirects part of existing TPT from activity at or near Chase Field to the county stadium district. It creates no new tax, but businesses inside the district had to change how they report from their October 2025 returns.

Paying estimated TPT

ADOR runs a TPT estimated payment page for businesses that have to make estimated payments, and a reporting guide that gathers the TPT guidance and resources in one place. If your TPT bill is large, read both early in the year, so a missed estimate doesn't turn into a penalty. The reporting guide is also the quickest place to find which business code fits an activity you're not sure about, which is the question that decides your rate.

Common Arizona TPT mistakes

  • Treating TPT as the buyer's tax and not paying when it wasn't charged.
  • Using one rate for every activity, when the rate depends on the business code.
  • Getting the state license but not the city one.
  • Using an old rate table instead of the current month's.

If you also hire in the state, my Arizona minimum wage page covers the wage rate.

My verdict

Arizona TPT is a seller's tax that looks like a sales tax, and that's exactly why people get caught. Get the $12 state license for each location, check whether your city wants its own, look up the combined rate by activity and location each time you file, and remember the tax is yours whether you charged it or not.
