Zenefits Alternatives (2026): 8 HR Platforms for Small Business

A good Zenefits alternative for a small business is the one that matches how you run people today. Payroll-first services suit owners who mainly need wages run correctly. People platforms suit firms with managers and onboarding to organise. All-in-one systems suit teams that want HR, IT and finance joined up.

Most small business owners don't go shopping for HR software because they love HR. They go because a spreadsheet broke. Someone's pay went wrong, a new starter had no laptop on day one, or the holiday tracker lived in one person's head. Zenefits sits in the HR and payroll software category, and the eight platforms below are other places small employers look.

I've kept this to plain descriptions, in no particular order, each based on the vendor's own website. It isn't tax, legal or financial advice, and you'll want an accountant or HR adviser for anything on those fronts.

Do you make HR or payroll software for small businesses? Tool makers can ask to be considered for a featured place on this list.

Start with the job you're hiring software to do

Here's a quick way to sort the list by situation, before you look at a single feature page.

  • You've got under ten staff and payroll is the headache: look at payroll-first services that bolt HR on, rather than big people platforms.
  • You've hired your first managers: you'll want reviews, time off and an employee directory managers can use without asking you.
  • Your team works across countries: check which platforms are built for global teams, and how they handle each country's employee records.
  • Every new hire needs a laptop, logins and a contract: an all-in-one system that links HR with IT apps saves a lot of chasing.
  • You're planning headcount a couple of years ahead: an org planning tool that maps your people data may matter more than payroll features.

What the SBA says you need to set up

The US Small Business Administration's Manage your business guide describes hiring and managing employees as setting up a basic payroll structure and understanding general state and federal labour laws. That's the frame I'd use for this decision. Software can hold the structure and the records. It can't tell you which rules apply to you, so keep a qualified adviser in the loop for that part.

Work with me

Want AI doing the heavy lifting in your marketing?

I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.

If you're outside the US, the same thinking holds: work out the obligations first with someone qualified, then pick the tool that makes those obligations easy to keep up with.

Red flags in an HR software demo

  • The salesperson can't show you the employee's own view, only the admin screens.
  • Exporting your employee records is vague or needs a support ticket.
  • Every feature you ask about is coming soon.
  • Onboarding takes weeks of setup calls before anyone can log in.
  • Nobody asks how many people you employ or how you run payroll today.

Also think about the paperwork that sits around the software. A clear employee handbook makes any HR system easier to roll out, and if you haven't got one yet, here's where to find free employee handbook templates to start from.

If your team spans several countries

Hiring abroad changes the shortlist fast. Some platforms here focus on global people data, while running payroll in other countries is often a separate service. My guide to global payroll software covers that side, so you can see where an HR platform stops and a payroll provider takes over.

Moving your people data across

Switching HR systems is mostly a data job. Before you start, pull a clean export of every employee record, holiday balance and document you hold today, and check it for gaps and duplicates. It's dull work, but a messy import means weeks of staff emailing to say their details are wrong.

Tell your team what's changing and when, and give them a date to check their own records in the new system. People are far more forgiving of a new tool when they've been told what to expect.

My advice for a first HR system

Buy for the company you'll be in eighteen months, not the one you used to be. After 23 years in marketing and running my own business, I've seen owners pick the biggest suite on offer and then use a tenth of it, and I've seen others pick the smallest tool and outgrow it in a year. Map what your people need now, add one stage of growth, and choose the simplest platform that covers both. Then ask your staff to try the employee app before you sign anything, because they're the ones who'll use it every week.

Frequently asked questions

What should a small business look for in a Zenefits alternative?

Start with the job: payroll, people records, onboarding, or HR and IT together. Then check the employee experience, how data exports work, and whether the platform is built for companies your size.

Is HR software enough to keep me compliant?

No software makes a business compliant on its own. It helps you keep records and processes in order, but you should check employment rules for your location with a qualified adviser.

Should payroll and HR live in the same tool?

For many small employers it's simpler, because new starters and changes flow through one place. Larger or international teams sometimes keep payroll with a specialist provider and link it to their HR platform.

Is this list ranked?

No. The platforms are listed A to Z, not in order of preference, and each description is based on the vendor's own website.
