You need a Wisconsin seller's permit if you have a Wisconsin sales location and make retail sales, leases, licenses or rentals of taxable products in Wisconsin, unless all your sales are exempt. You get it through Business Tax Registration with the Department of Revenue, which costs $20 for two years and $10 to renew, as of October 2026.
Wisconsin's Department of Revenue covers this in two FAQ pages, one on permits and one on Business Tax Registration (BTR). Put together, they answer who needs a permit, what it costs and the one charge that surprises some new sellers.
Who needs a Wisconsin seller's permit
The department says a seller's permit is required for every individual, partnership, corporation or other organization with a Wisconsin sales location making retail sales of taxable products in Wisconsin. That includes leases, licenses and rentals, not only sales.
You don't need one if:
- You're a wholesaler, manufacturer or other business that doesn't sell taxable products in Wisconsin.
- You only sell through a platform provider that collects, reports and pays the sales or use tax on your behalf.
If all your sales are exempt from sales or use tax, you don't need one either. When you buy goods to resell, a resale certificate is the document that covers those purchases.
The other Wisconsin certificates
| Certificate | Who needs it |
|---|---|
| Seller's permit | Sellers with a Wisconsin sales location making taxable retail sales, leases, licenses or rentals |
| Use tax certificate | Out-of-state retailers who aren't required to hold a seller's permit but are engaged in business in Wisconsin and make taxable retail sales there |
| Consumer's use tax certificate | Businesses that regularly buy taxable products for use in Wisconsin without paying sales or use tax, unless they already hold a seller's permit or use tax certificate |
Out-of-state retailers with a physical presence in Wisconsin, or remote sellers that don't qualify for the state's small seller exception, should register and collect Wisconsin sales or use tax.
What a Wisconsin seller's permit costs
The permit sits under Business Tax Registration. As of October 2026:
| BTR fee | Amount | What it covers |
|---|---|---|
| Initial registration | $20 | Two years |
| Renewal | $10 | The next two years |
The department says the fees fund the creation and upkeep of registration records for people subject to Wisconsin business taxes. If you don't pay the $10 renewal by the due date, the account becomes delinquent and the department may pursue collection.
The security deposit some sellers are asked for
This is the part people miss. Before or after issuing a seller's permit, the department may require a security deposit of up to $15,000, as of October 2026. If you don't pay a deposit it asks for, it can refuse to issue the permit or revoke it.
The department looks at your payment of the taxes and fees it administers, and it says a deposit is often requested where there's a history of delinquent taxes. If it asks, it sends a notice explaining how the amount was worked out and what kinds of security you can use. The deposit comes back once you've complied with the sales and use tax law for 24 consecutive months. The rule is section Tax 11.925 of the Wisconsin Administrative Code.
How renewal works now
- Near the middle of the month before expiry, you'll get a Notice of Amount Due and a BTR Certificate in the mail.
- The BTR Certificate shows the new expiration date and lists every permit or certificate you hold that's covered by BTR.
- The new certificate takes effect when the department receives the $10 renewal fee.
- The department no longer sends a new seller's permit with the renewal. Keep the BTR Certificate as proof of registration.
- You're still required to post your seller's permit.
Who else pays the Wisconsin BTR fee
The BTR renewal fee applies to everyone holding permits or certificates covered by BTR, not only retailers. The department's FAQ answers a few edge cases:
- State and local government agencies that hold permits or certificates pay the BTR fee. Federal agencies don't, because the department lacks the authority to charge them.
- Agricultural employers who employ only farm labor don't pay it. If they also have nonfarm employees or hold a seller's permit, it applies.
- Household employers who employ only domestic employees, such as housekeepers, cooks or nannies, don't pay it either.
How to get a Wisconsin seller's permit
- Check you need one: a Wisconsin sales location and taxable retail sales, leases, licenses or rentals.
- Register online through the Department of Revenue's new business registration, or on paper with Form BTR-101.
- Pay the $20 registration fee, as of October 2026.
- Post your seller's permit at your place of business.
- Keep each BTR Certificate and pay the $10 renewal every two years.

My verdict on the Wisconsin permit
For most new sellers it's cheap: $20 for two years and $10 to renew, as of October 2026. Budget for it, post it, and keep your tax payments clean, because a record of late taxes is what usually triggers the security deposit of up to $15,000.
