Small Pension Pots: The Rules for Cashing In Pots Under the Limit

The small pension pots rule lets you cash in a pension pot worth up to £10,000 as a one-off lump sum once you reach minimum pension age, usually 55 (57 from 6 April 2028). You can do this for up to three personal or non-occupational pots in your lifetime, and separately for occupational pots that meet their own conditions. Usually 25% is tax-free, the rest is taxed as income, and it doesn't trigger the reduced annual allowance, as of October 2026.

Most people collect small pots as they change jobs. HMRC's rules give a simple way to tidy them up without the side effects of other ways of taking cash from a pension. Here's how the rules work, based on HMRC's Pensions Tax Manual and GOV.UK.

The small pots rule in plain English

HMRC calls these 'small lump sums'. They're authorised payments, so they aren't taxed as unauthorised withdrawals, and they don't have to meet the stricter test for what HMRC calls a trivial commutation lump sum. There are two routes, and they have different limits:

ConditionPersonal or non-occupational potsOccupational (workplace trust) schemes
Maximum pot£10,000 per payment£10,000 per payment, and the scheme and any related scheme together must not exceed £10,000
How manyUp to three in your lifetime (no more than two previous payments)No lifetime count; each scheme pays once if its conditions are met
Must clear the whole arrangementYesYes, the payment must extinguish your rights in that scheme
Extra conditionsNone on transfersYou must be at arm's length from the employer, and no transfers out in the 3 years before payment
Minimum age55, rising to 57 from 6 April 202855, rising to 57 from 6 April 2028

HMRC applies the personal pot rule at arrangement level, not scheme level, so a provider can pay small lump sums from separate arrangements within the same scheme, subject to the scheme's own rules. Payments can be made regardless of your total pension savings.

The £10,000 limit applies on the day you're paid

This is the detail that trips people up. HMRC says the limit applies to the actual lump sum paid, and any investment growth or contributions between the offer and the payment count towards it. Its own example: a lump sum of £9,990 is offered, but growth pushes the fund to £10,010 before payment, so it can't be paid under this rule. If your pot sits close to the limit, ask your provider how quickly it can pay, or whether the pot can be moved into lower-risk funds first.

How a small pot is taxed

A small lump sum is taxed the same way as a trivial commutation lump sum. If the pot hasn't been touched before (HMRC's term is uncrystallised), 25% of the payment is free of Income Tax and the rest is taxed as pension income. If you've already started taking benefits from it, the whole payment is taxable. Your provider will usually deduct tax before paying you, and if too much is taken, you can reclaim it from HMRC.

Because the taxable part is added to your other income for the year, cashing in a pot in a year when you're still earning can push some of it into a higher tax band. Timing matters.

Why it doesn't cut your annual allowance

The standard annual allowance is £60,000 for this tax year. If you flexibly access a pension, for example by taking cash from a drawdown fund or a lump sum from an uncrystallised pot, a lower allowance kicks in. HMRC's manual puts that reduced allowance at £10,000 from 2023 onwards. HMRC lists the trigger events that bring it in, such as the first drawdown payment and the first uncrystallised funds pension lump sum. Small lump sums aren't on that list, so cashing in a small pot leaves your full annual allowance in place. That's useful if you're still working and paying into another pension.

Can I take my pension at 55?

Usually, yes, for now. GOV.UK says when you can take your pension depends on your scheme's rules, but it's usually after you're 55. HMRC's manual confirms the normal minimum pension age rises to 57 from 6 April 2028, and that change applies to small pot payments too. There are two exceptions: if you're retiring early because of ill health, or if you have a protected pension age from an older scheme. GOV.UK also warns that companies offering to get cash out of a pension before 55 may be arranging an unauthorised payment, taxed at up to 55%.

Steps to cash in a small pot

  1. Find all your pots, including old workplace ones, and note each value.
  2. Check whether each one is a personal arrangement or an occupational scheme, because the limits differ.
  3. Check you've reached minimum pension age, or qualify early on ill-health grounds.
  4. Ask the provider to pay it under the small lump sum rules, and confirm it'll clear the whole arrangement.
  5. Think about the tax year you take it in, and keep the paperwork in case you need to reclaim overpaid tax.

If too much tax comes off the lump sum, our guide to claiming tax back on a small pension lump sum explains how to ask HMRC for the difference.

My view

Small pots can be a tidy way to deal with old workplace pensions, but cashing in isn't the only option. Moving them into your current pension keeps the savings invested, although a transfer out of an occupational scheme in the 3 years before a payment blocks the occupational route. Frequently asked questions

What counts as a small pension pot?

Under HMRC's rules, a small pension pot is one worth no more than £10,000 on the day it's paid, which you can take as a one-off lump sum once you reach minimum pension age.

How many small pension pots can I cash in?

You can cash in up to three personal or non-occupational pots in your lifetime. Occupational schemes have no lifetime count, but each must meet its own conditions.

Is a small pension pot tax-free?

Usually 25% is tax-free if you haven't taken benefits from the pot before, and the rest is taxed as pension income.

Does cashing in a small pot trigger the reduced annual allowance?

No. Small lump sums aren't on HMRC's list of trigger events, so your full annual allowance stays in place.

Can I take my pension at 55?

Usually, yes, depending on your scheme's rules, but the normal minimum pension age rises to 57 from 6 April 2028 unless you have a protected pension age or qualify on ill-health grounds.
