Personio Alternatives (2026): 10 HR Systems for European Teams

Personio alternatives for European teams fall into three groups: all-in-one HR and payroll suites, modular or connected-payroll systems, and shift-led tools for deskless staff. The question that sorts them fastest is payroll: ask whether each country you employ in runs payroll inside the product or needs an export to a separate provider.

Switching HR systems is rarely about one missing feature. It's usually the moment a team crosses a border, opens a second site full of shift workers, or realises the people records, the rota and the payroll sit in three different places and nobody trusts any of them.

The ten systems below are listed in no particular order. You're comparing them against an HR and payroll platform built for small and mid-size European companies, so I've grouped them by how they deal with the two things that make European HR hard: payroll across countries and staff who never sit at a desk.

Find out where payroll runs before anything else

This is the detail that catches teams out. Plenty of European HR tools handle people records, absence and time tracking well, but treat payroll as an interface or a preparation step rather than running payroll itself. You'll see it in the wording on their own pages if you look closely.

HR WORKS lists payroll interfaces alongside its admin, expenses and time tracking. Kenjo says payroll preparation, which means it gets the data ready for whoever runs the payroll. Sage HR has a separate Connected Payroll section on its page. None of that is a flaw. Plenty of companies already have a payroll provider or accountant they're happy with, and a clean export is all they need. The problem is assuming payroll is included and finding out after the contract's signed.

So the first question to every vendor is simple: for each country where you employ people, does payroll run inside your product, or does it go out as an export? Payroll, tax and employment requirements vary by country, so check what applies to you with your local tax authority or an adviser, not with the sales team.

Three shapes of European HR system

All-in-one HR and payroll. These want to be the one place for people data and payroll. HiBob puts people, payroll and finance in one product, with an assistant it calls Bob handling routine processes. Cezanne HR pairs a cloud HRIS with payroll for UK and international organisations. Factorial goes wider again, joining HR with finance and IT.

Modular and connected systems. These let you choose the pieces. Lucca builds an HRIS out of separate specialist programs, so you add modules as you need them. Leapsome is modular too, but its weight sits on the people side, from the first interview through performance to compensation. Simployer takes a different route again: the system handles routine HR work and a local HR expert is a click away, according to its page.

Shift and time-led tools for deskless teams. If most of your staff work shifts in shops, kitchens, warehouses or clinics, start here. Papershift is built around rotas, paperless time tracking and HR processes, and its site is in German. The same group also includes a tool that puts shift plans and time tracking on mobile.

Who each system is built for

Alphabetical, in no particular order.

Cezanne HR

Best for: UK and global organisations that want cloud HR and payroll in one product, with engagement and reporting insights mentioned in its description.

Factorial

Best for: Companies that want HR, finance and IT connected in one system, aimed at CEOs and those three teams; the vendor calls it Europe's leading AI for business.

HiBob

Best for: Growing teams that want people, payroll and finance in one product, with an assistant the vendor calls Bob automating routine processes.

HR WORKS

Best for: German-speaking small and mid-size companies handling personnel admin, travel expenses and time tracking in one product, with interfaces out to payroll; the site is in German.

Kenjo

Best for: SMEs with deskless teams: shift plans shared on mobile, time tracking, absence for holidays and sick days, and payroll preparation rather than full payroll.

Leapsome

Best for: A modular people platform running from first interview through to compensation, which describes itself as agentic HR software (vendor wording).

Lucca

Best for: Building your own HRIS by combining specialised programs for admin and HR tasks, so you add only the parts you need.

Sage HR

Best for: Teams that want timesheets, shift scheduling, expenses and performance as modules, with a separate Connected Payroll section on the vendor's page.

Simployer

Best for: Small HR teams that want the routine work handled by the system, with answers given with sources and a local HR expert one click away (vendor wording).

My advice for European teams switching HR software

Pick the group before the brand. If you want one system for people and payroll and you employ in the countries it covers, the all-in-one suites save you a lot of exports. If you already have a payroll provider you trust, a modular or connected system is often the calmer move, because you're not changing two things at once. If your problem is rotas and clocking in, a shift-led tool will fit your managers' day far better than a suite designed around office staff.

Don't let a demo decide it. Ask each vendor to run a real month of your data: a new starter, a leaver, a sick day, a shift swap, and the payroll output for every country. For a wider view of the field, my list of HR software for small businesses covers more systems, and if payroll across countries is the hard part, see my guide to global payroll software.

Questions to put to every HR vendor

  • For each country we employ in, does payroll run in your product, or do you send an export to another provider?
  • Which modules are included in the plan we're quoted, and which are separate add-ons?
  • How do managers on the shop floor or on the road approve shifts, absence and time off from a phone?
  • What language is the product interface and support available in for each of our teams?
  • How do we move our people records, absence history and documents across, and who does the work?
  • Where is our employee data stored and processed?

Get the answers in writing. They're the ones that decide whether the move feels like an upgrade or a second job for your HR team.

Frequently asked questions

Do all HR systems include payroll?

No. Some run payroll inside the product, some prepare the data, and some send it through an interface to a separate provider. Ask the question for every country you employ in.

What is a modular HRIS?

It's an HR system sold as separate pieces, such as absence, time, expenses or performance, that you combine. You start with what you need and add modules as the team grows.

Which kind of HR tool suits shift workers?

Shift and time-led tools built for deskless teams. They put rotas, clocking in and absence on a phone, which matters more to frontline managers than an office-style dashboard.

Are some of these HR systems only in German?

Two of the systems here have German-language websites. If your teams work in other languages, ask each vendor which interface languages and support languages they offer.

Can an HR system handle employment law for me?

No system replaces advice. Employment, tax and payroll requirements vary by country, so check what applies to you with your local authority or a qualified adviser.

How long does it take to switch HR software?

It depends on how many countries, modules and records you move. Plan for a data clean-up first and a period of running the old and new systems side by side.
