PayPal in India: Can You Receive Money? (2026)

In India, PayPal's agreement describes Export Payment Services for receiving payments from overseas buyers into a linked bank account. PayPal says it isn't a bank there, and lists limits including a cap per transaction, a reserve released after a set period, and risk holds that can last for weeks.

Lots of Indian freelancers and small sellers ask me if PayPal works for them. It does, but not in the way it works in the UK or the US. In India, PayPal's own agreement describes a narrow, export-focused service, and knowing the shape of it saves you a lot of confusion when a client pays you.

PayPal in India is run by a separate Indian company

The India user agreement is a contract between you and PayPal Payments Private Limited, a company under the laws of India. It says an individual must be a resident of India and at least 18 years old. That's different from the agreement used in many other countries, so don't assume a guide written for another market applies to you.

What the service is for: receiving export payments

PayPal's India agreement says it offers Export Payment Services, which allow you to receive payments from buyers for the export of goods and services outside India. That wording matters. It tells you the account is built for money coming in from overseas customers, which suits a freelancer invoicing a client abroad or a seller shipping products overseas.

The agreement adds that PayPal is only responsible, for these payments, for depositing the export proceeds with the authorised dealer bank. In plain terms, the money is routed through a bank that's allowed to handle foreign exchange, and PayPal isn't holding it for you like a wallet.

PayPal isn't a bank in India

The agreement is clear that PayPal isn't a bank in India and that the services aren't stored-value services. It says the payment gateway business operates under Reserve Bank of India regulation for Online Payment Gateway Service Providers. So don't think of the account as somewhere to park savings. It's a route for getting export money into your bank account.

Linking your bank account and proving your identity

To receive payments, the agreement says you must link a bank account to your PayPal account and provide the information needed to verify and authenticate that bank account. PayPal may also ask for identifying documents. The agreement lists examples including a passport, a permanent account number card, a voter's identification card, or proof of possession of Aadhaar number.

Make sure the name on your PayPal account matches the name on your bank account and your ID. Mismatches are the most common reason a verification drags on, and they're easy to avoid.

The limits, reserves and holds written into the agreement

What I checkedWhat PayPal says for India
Per-transaction cap on export paymentsRestricted activity above 10,000 US dollars per transaction
Reserves on export paymentsA reserve can be deducted and released after 180 days of receipt of the export proceeds
Risk-based payment holdsGenerally up to 21 days from the date the payment was received
Refund currencyIndian Rupees if PayPal can't refund in the original currency

The cap is worth reading twice. The agreement lists using the Export Payment Services for exporting a product or service with a value of more than 10,000 US dollars per transaction as a restricted activity. If you invoice big projects, you'll want to split the work sensibly or talk to PayPal before you invoice, rather than discover the limit when a payment is stuck.

The reserve and hold terms are the other surprise. PayPal can deduct a reserve on export payments and deposit it with the authorised dealer bank, and you receive it after 180 days. Separately, risk-based holds on a payment generally stay in place for up to 21 days. If you're new to this, why an invoice payment can sit in pending covers what a client sees on their side.

Tax points the agreement mentions

The agreement touches on tax in a couple of places. If you're legally required to comply with the Tax Deducted at Source provisions under the Income Tax Act in India, PayPal points you to guidance on seeking reimbursement for the TDS deposited in the name of PayPal. It also asks GST-registered merchants to give the correct GST details. I can't tell you what applies to your situation, so ask a chartered accountant.

Before you send your first invoice

A short checklist keeps this simple. Read the India agreement itself rather than a summary, because it's the document PayPal will point to if there's a dispute. Make sure the bank account you link can receive foreign exchange payments, and ask your bank what it will want to see. Then tell your client what the payment is for. Because the service is about export of goods and services, a clear invoice that describes the work or product helps everyone, including the bank that handles the money.

It also helps to keep your own records tidy: invoice, agreement or brief, and the payment confirmation, all saved together. If a hold or reserve ever appears, being able to show what the payment was for makes the conversation with PayPal far quicker.

Who this account suits, and who it doesn't

It suits you if overseas customers pay you for work or products and you want the money to land in an Indian bank account. It suits you less if you were hoping to use PayPal as a wallet, to receive casual transfers from friends, or to hold a balance. The agreement describes a payment gateway, not a stored-value account, so set your expectations to match.

If your client wants to pay you somewhere else

Some clients insist on a different route, and some Indian freelancers prefer to avoid a reserve altogether. Pakistan has the opposite problem, because PayPal's own country list doesn't name it, which I cover on the PayPal in Pakistan page. For India, this Wise and Revolut comparison is a useful starting point for thinking about other ways to receive money from abroad.
