OneTrust alternatives come in two kinds: cookie banner and consent tools that get a website compliant quickly, and privacy operations platforms that also handle data requests, assessments, vendor risk and now AI governance. Most small sites need the first kind, while larger companies with privacy teams look at the second. Ten options follow in no particular order.
Here's the short version. A lot of people searching this just want a cookie banner that works and a consent log they can show a regulator. Others run full privacy programmes and need requests, assessments and vendor checks too. Those are very different shopping lists.
The ten tools below are listed alphabetically and in no particular order, and every description comes from each vendor's own website, read as of Oct 2026. None of this is legal advice, so check what your own laws require.
OneTrust alternatives at a glance
I checked the free plan column on each vendor's own website, as of Oct 2026. Yes means the page names a free plan, a free version or an open source edition. Trial only means it names a time-limited free trial. Not stated means the page I read named neither, so check the vendor's own site before you sign up.

OneTrust now leads with AI governance, not cookie banners
Here's what stood out reading the vendor pages. OneTrust's own home page is now titled Responsible AI Governance and Compliance Solutions, so if you know the name from cookie pop-ups, the company is selling something bigger today. The privacy operations vendors have moved the same way: Securiti's title reads DSPM, data security, AI security and PrivacyOps, and Transcend calls itself an agent and data control platform.
The banner-first tools haven't moved. CookieYes still calls itself a cookie consent solution, and Didomi a consent and preference management platform. One vendor, Ketch, even runs a Migrate from OneTrust link on its home page.
Cookie consent tool or privacy operations platform?
- Cookie banner and consent tools. These scan your site, block cookies until a visitor agrees and keep a consent log. Several also generate privacy and cookie policies. They're the right size for most websites and online stores.
- Privacy operations platforms. These add data subject requests, data mapping, assessments and vendor risk on top of consent, and more and more, AI governance. They suit companies with a privacy or legal team.
- Both in one. A few vendors sell a banner and a request workflow together, which is often enough for a growing business.
What to check before you swap consent platforms
- Which laws apply to you? Check that the vendor's page names the ones you need, such as GDPR, CCPA/CPRA, PIPEDA or LGPD.
- Does it block cookies before consent? Auto-blocking matters more than how the banner looks.
- Does it show the right banner by location? Some tools change the banner to match each visitor's region.
- Can it handle data requests? If people ask for their data, you need a workflow that tracks each deadline.
- How will you move your consent records? Ask about migration before you sign, and keep your old logs.
Analytics is where most consent problems show up. My guide to visitor consent for Google Analytics explains what you need.
Do you make a consent or privacy management tool? Tool makers can ask to be considered for a featured place on this list.
My plain advice on leaving OneTrust
Be clear about what you use. If all you need is a cookie banner, a consent log and a privacy policy, a banner-first tool will do the job with far less setup. If you're handling data requests every week, running assessments or governing AI use, you need a privacy operations platform, and a straight swap is a bigger project, so plan how your records move first.
For a small business shortlist, my guide to consent management platforms for small business goes deeper on banner tools, and my breakdown of Cookiebot's plans covers one more name you'll come across.

Frequently asked questions
Is there a free alternative to OneTrust?
Some banner-first tools have a free route. One on this list says its compliance suite is free, and another names a 14-day free trial. Check the limits on the vendor's own site.
What is a consent management platform?
It's software that shows a cookie banner, blocks tracking until a visitor agrees and keeps a record of each choice, so you can show consent under laws such as GDPR.
Is OneTrust only for cookie consent?
No. Its home page, read in Oct 2026, is titled Responsible AI Governance and Compliance Solutions, and it sells privacy, AI governance and compliance tools beyond the banner.
Do small businesses need a privacy operations platform?
Usually not. A cookie consent tool with a policy generator and a request form covers most small sites. Bigger platforms make sense once you have a privacy team and regular data requests.
How hard is it to migrate from OneTrust?
A banner swap is quick, but moving consent records, request workflows and assessments takes planning. At least one vendor here runs a dedicated migration route from OneTrust.
