New Jersey Sales Tax: 6.625%, the Half-Rate Zones and the Cash Rounding Rule

New Jersey sales tax is 6.625% on most physical goods, specified digital products and certain services, and the Division of Taxation sets it as one statewide rate. Certified businesses in Urban Enterprise Zones can charge half that, 3.3125%, on many sales.

So New Jersey's one of the easier states for picking a rate. The traps sit elsewhere: the half-rate zones, use tax on things you've bought from out of state, and a new rule for shops that round cash totals now pennies are scarce. Everything here comes from the New Jersey Division of Taxation, read in October 2026.

Urban Enterprise Zones: when you charge half

An Urban Enterprise Zone is a designated area where the state cuts tax to bring business in. A business that's certified by the Urban Enterprise Zone Authority can apply a partial exemption to most taxable sales of goods made in the zone, which means charging half the state rate. The current UEZ rate is 3.3125%.

Certification isn't automatic just because your shop's inside a zone. You apply online through the UEZ business certification process, and the Department of Community Affairs runs the programme. Certified businesses can also buy most items and services for the business without paying sales tax, with exceptions such as motor vehicles, energy, telecoms and utilities.

Use tax: the bill for buying from out of state

If you buy something taxable outside New Jersey and pay no sales tax, or pay a lower rate than New Jersey's, you owe use tax. The rate is the same 6.625% for purchases made in 2018 and after. If you paid some tax elsewhere, you owe the difference. The Division says to work it out on the purchase price including delivery charges.

For a small business this usually means equipment, software or stock bought from a seller that didn't charge New Jersey tax. Keep the invoices together so you'll see what's owed at the end of each period.

The cash rounding rule people get wrong

This is the detail almost nobody's caught up with yet. The U.S. stopped minting pennies in 2025, and some shops now round cash totals to the nearest nickel. New Jersey allows that if the policy is shown clearly before the customer is charged. But the tax rule is strict:

  1. Add the sales tax and any fees first.
  2. Round only the final total, and only when the customer pays in cash.
  3. Remit the full sales tax on the original purchase price, whatever the rounded total was.
  4. Record rounding up as extra income and rounding down as lower receipts for your business tax.

The Division's own example is a $39.99 item: you remit tax on $39.99 even if the cash total is rounded.

What to keep on file

  • Your UEZ certification, if you charge the reduced rate.
  • Invoices for out-of-state purchases, with any tax another state charged, so you can work out the use tax difference.
  • Your written cash rounding policy and proof it's displayed before customers pay.
  • Till reports showing tax on the purchase price, not the rounded cash total.

The Division also publishes guidance on narrower topics that trip up particular sellers, including the sales tax treatment of tariff mark-ups, the exemption for certain investment bullion and coins, and the exemption for zero emission vehicles. If you sell in one of those areas, read the specific notice rather than relying on the general rule.

Getting UEZ certified, step by step

  1. Check whether your business location sits inside a designated Urban Enterprise Zone.
  2. Apply online through the UEZ business certification process.
  3. Wait for the Urban Enterprise Zone Authority to decide whether your business qualifies.
  4. Only start charging 3.3125% on qualifying sales once you're certified.

Who this hits hardest

Cash-heavy businesses such as cafes, market stalls and corner shops feel the rounding rule most, because they handle the most exact-change sales. Businesses that buy a lot of kit or software from out-of-state suppliers feel use tax most. And any business inside a zone should check whether certification is worth applying for, because uncertified shops in a zone still charge the full 6.625%.

Next door, Pennsylvania has three possible rates where New Jersey has one, which Pennsylvania's sales tax guide walks through.

Common New Jersey sales tax mistakes

  • Charging 3.3125% because the shop is in a zone, without being certified.
  • Forgetting use tax on out-of-state equipment and software.
  • Rounding the price before tax instead of the final total.
  • Remitting tax on the rounded total instead of the purchase price.
  • Assuming digital products are exempt. Specified digital products are taxable.

If you employ staff in the state too, my New Jersey minimum wage guide covers the pay side. Buying stock to resell? A resale certificate is how you avoid paying sales tax on it.

My verdict

New Jersey gives you one rate and few local surprises, and that's a gift. Charge 6.625%, only drop to 3.3125% once you're UEZ certified (it isn't automatic), pay use tax on what you buy from out of state, and if you round cash totals, round the end figure and still send the state its full share. Write those four rules on one page and pin it by the till.

Collecting tax is one thing, but public contractors in New Jersey need a separate certificate, and our guide to the Business Registration Certificate explains who must hold it.
