Rwanda and YouTube Monetization: Why the Lists Disagree

Rwanda isn't on YouTube's Partner Program or expanded programme country lists, so a Rwandan channel can't join under the current lists. AdSense's payment table does list Rwanda for check and wire, which is a separate product.

Rwanda has a puzzle in Google's paperwork that confuses creators. Google's AdSense payment table includes a Rwanda row with more options than most African countries get, yet YouTube's own country lists don't include Rwanda. Both are true, and understanding the difference tells you what you can and can't do from Kigali or anywhere else in Rwanda.

Two lists, two answers: the Rwanda puzzle explained

The AdSense payment-method table is about how Google pays an AdSense account with a Rwandan payment address. In that table Rwanda's AdSense entry shows check yes, wire yes, EFT no and Hyperwallet no. That's a wider set than Zimbabwe or Cameroon get.

The YouTube Partner Program list is about who can earn from a YouTube channel. Rwanda isn't on it, and it isn't on the expanded programme list either. Google's AdSense for YouTube payment table, which covers 18 African countries and territories, doesn't have a Rwanda row. The payment row exists for AdSense as a product. It doesn't open YouTube monetisation.

What "not on the list" means for a Rwandan channel

YouTube says you must live in a country or region where the Partner Program is available. For channels outside the list, YouTube says there are no changes to the programme for them. In plain terms: a Rwandan channel can't apply, whatever its subscriber count.

  • Memberships, Super Chat and Super Stickers aren't available in Rwanda.
  • YouTube Premium isn't listed for Rwanda.
  • The expanded programme's earlier access isn't open either.
  • Standard requirements, such as 1,000 subscribers and 4,000 qualified watch hours, only matter once a country is listed.

I know that's disappointing if you've been building a channel for years. The honest thing is to say it, then move straight to what works.

What you can do with the AdSense payment row

If you also run a website or blog, AdSense is a separate product with its own application and policies. Google's table tells you that, for a Rwandan payment address, Google can pay by check or by wire. It doesn't tell you that an application would be approved. Treat the row as information about payment methods, not as a green light.

For wire transfers Google says you don't need to verify your account, and your bank must be in the same country as the address in your payments settings, which for you means a Rwandan bank. Ask the bank what it charges for incoming international transfers and how it converts money into Rwandan francs.

A checklist for Rwandan creators who want income now

  1. Confirm today's position on YouTube's official country list, since lists can change.
  2. Pick one local niche, such as tourism, coffee, tech or music, and post on a set schedule.
  3. Offer a paid video or a package to a Rwandan business, with the price agreed in writing.
  4. Sell something of your own, such as a course, a service or a product, and use your videos to explain it.
  5. Open a business bank account so payments are easy to track.
  6. Record every payment for your accountant.

Pitching a Rwandan business for a paid video

A hotel near Lake Kivu, a Kigali coffee exporter or a software start-up all need video, and many don't know where to find a creator who understands local viewers. Send a short message with three things: one video of yours that fits their business, what you'd make for them, and a price in Rwandan francs. Be specific about the number of revisions and when you'd deliver.

Keep the offer small at first. A single video with a clear result is easier to say yes to than a long retainer. Once they've seen it work, you can propose a series. Payment can arrive by whichever method you and your client agree on, which means no platform list is involved.

Mistakes to avoid while outside the programme

  • Paying anyone who promises to get you monetised. YouTube's eligibility is set by its own lists, and no third party can change that.
  • Using a friend's address in another country. That misrepresents where you live, and I wouldn't advise it.
  • Spending money on a big equipment upgrade before a client has paid you for a video.
  • Posting copied clips. Original content is what holds value for a brand and for any future programme.

Tax and currency notes for Rwanda

The Rwandan franc is issued by the National Bank of Rwanda and is divided into 100 centimes, though centimes were never issued in physical form. Rwanda has no entry on the IRS list of United States income tax treaties, so any programme that applies US withholding to non-US earners wouldn't have a treaty rate to offer you. I can't say what you'd owe locally, so ask a Rwandan accountant.

If the list changes

Should Rwanda be added, the standard rules are 1,000 subscribers with 4,000 qualified watch hours in the last 12 months, or 1,000 subscribers with 10 million qualified Shorts views in the last 90 days. A channel with a consistent upload history will be ready the day it happens. Until then, keep your analytics, your best-performing topics and your brand contacts in one place.

If you're comparing platforms, read how Facebook monetisation works in Rwanda, then the Cameroon version of this guide for another country outside the list. Can Sri Lankan YouTubers get monetised shows what the answer looks like when the country is on the list.
