Meta Content Library is a research tool that gives approved researchers controlled access to Meta's archive of public content from Facebook, Instagram, Threads and WhatsApp Channels. It comes as a web-based search tool plus a Content Library API, and access is only for people affiliated with an academic or not-for-profit research organisation, so it isn't a social listening tool for brands.
Meta lists it in its Transparency Center as a research tool for studying what's shared publicly. Here's what it holds, how the two versions differ and who can get in.
What data Meta Content Library includes
| Platform | What's included |
|---|---|
| Posts to Pages, groups and events; posts on public profiles that are verified or have 100 or more followers; public Marketplace listings, fundraisers and Facebook channels | |
| Posts from business and creator accounts; posts from personal accounts that are verified or have 100 or more followers; public fundraisers and Instagram channels | |
| Threads | Posts from public profiles with 100 or more followers (web tool only) |
| WhatsApp Channels | Updates in active channels that are verified or have 100 or more followers |
Personal WhatsApp chats aren't included. Meta points out they're private and end-to-end encrypted. Details such as the content owner and the number of reactions, shares and views are available, with some differences by platform and content type.
Content Library vs Content Library API
| Content Library | Content Library API | |
|---|---|---|
| Format | A web-based, controlled-access search tool | Programmatic queries for computational researchers |
| Skills needed | None beyond searching and filtering | R or Python |
| Where you work | In the browser | In a secure cleanroom: Meta Secure Research Environment or the SOMAR Virtual Data Enclave |
| Scale | Search, filters, dashboards and trend graphs | Over 100 data fields and up to 100,000 results per query |
| Download data | A public data subset, only if your application is approved | No raw download; research outputs such as code, figures and tables can be exported under agreed terms |
Meta Secure Research Environment runs an access-controlled version of JupyterHub that supports R, Python, SQL and standard statistical packages, with both CPU and GPU servers, and Meta says computation there is free.
Features researchers get
- Search and filters across Facebook, Instagram, Threads and WhatsApp Channels, by language, view count, media type, content producer and more.
- Multimedia search across photos, videos and reels, including matching text inside images on Facebook and Instagram posts.
- Producer lists to surface public posts from specific accounts.
- Trends in posts created, a normalised graph of how often posts matching your keywords were shared in a date range.
- Dashboards that show post feeds and trend charts for chosen keywords and producers.
- Asynchronous search in the API, so long queries run in the background.
Downloads are tightly limited. You can export posts only from widely known accounts: Facebook Pages with 15,000 or more followers or likes, Facebook profiles that are verified or have 25,000 or more followers, and Instagram accounts that are verified or have 25,000 or more followers.
Who can apply and how
- Check you're eligible. You need an affiliation with an academic institution, or a not-for-profit organisation, institute or society whose main purpose is scientific or public interest research.
- Read Meta's application guide.
- Apply through Meta Research Tools Manager on a desktop or laptop.
- Wait for an independent review. Applications are reviewed by the Secure Data Access Center, CASD.
- Submit a new application if your research programme changes substantially later.
There's no educational level requirement, and Meta welcomes researchers from different disciplines and countries, as long as access complies with applicable laws and the applicant isn't in a sanctioned jurisdiction. There are no fees for the web interface or for computation on Meta Secure Research Environment.
Can you publish what you find?
Yes. Meta says researchers can publish their results without prior approval and won't ask to review manuscripts first. It does ask you to follow its attribution guidelines and let Meta know when you publish.
What it means if you're a marketer
If you run a business, you can't use Content Library for competitor research or social listening, because access is for research organisations only. For looking at what competitors are running, the public Facebook Ads Library is the tool you can use today. And if you want help keeping up with what's said about your brand, social monitoring for leads covers the business side.
My verdict
Meta Content Library is a detailed window into public Facebook, Instagram, Threads and WhatsApp Channels content available, and it's free for eligible researchers. If you're at a university or a public interest research group, it's worth applying. If you're a brand or agency, don't waste time on an application, because the eligibility rules rule you out.
