How to Make a Fillable Form in Word (Controls and Locking)

To make a fillable form in Word, turn on the Developer tab (File, Options, Customize Ribbon), then add content controls such as text boxes, check boxes and drop-down lists from its Controls section. Lock it with Restrict Editing. Note that you can't build one in Word for the web.

A fillable form saves everyone time. Instead of sending a document and hoping people type in the right spot, you give them boxes to click, lists to choose from and dates to pick. Clients get a tidy experience, and you get answers back in a consistent shape.

I've seen small businesses use Word forms for client intake questionnaires, booking requests, onboarding checklists and simple consent sheets. The feature lives on a tab most people have never seen, which is why it feels hidden. Here's how to switch it on and build your first form.

Switching on the Developer tab for Word forms

Microsoft says the Developer tab isn't shown by default, and every form control lives there. On Windows:

  1. Select File, then Options.
  2. Choose Customize Ribbon.
  3. Under Main Tabs on the right, tick Developer.
  4. Select OK. A new Developer tab appears on the ribbon.

You only need to do this once. On a Mac the tab's controlled through Word's preferences, and the menus there vary by version.

Starting a fillable Word form from a template or a blank page

You don't have to design from scratch. On Windows, go to File, New, search for forms or the type of form you want, press Enter, then right-click a result and select Create. If you'd rather build your own, go to File, New and choose Blank document.

On a Mac, Microsoft's route is File, New from Template, search for form and double-click one, then use File, Save As to keep a copy. For a blank start, use File, New Document, then save it.

Adding content controls to a Word form on Windows

With the Developer tab open, click where each answer should go, then pick a control from the Controls section.

ControlWhat the person filling it in can do
Rich Text Content ControlType and format text, including several paragraphs
Plain Text Content ControlType plain text only, which keeps answers tidy
Check Box Content ControlTick or untick a box
Date Picker Content ControlChoose a date from a calendar
Drop-Down List Content ControlPick one option from your list, nothing else
Combo Box Content ControlPick from your list or type their own answer
Picture Content ControlAdd an image, mostly used in templates

For a drop-down list or combo box, you'll need to add the choices yourself. Select the control, choose Properties, select Add under Drop-Down List Properties and type each option in Display Name. Repeat until the list is complete.

If all you need is a simple tickbox list, my separate guide to inserting a checkbox in Word goes into more detail on that one control.

Changing settings on Word form fields

Every control has its own settings. Select it, then go to Developer and Properties to change what it does. If you add something by mistake, right-click it and select Remove content control. On a Mac, select a field and choose Options, where Microsoft lists settings such as Default text and Add Help Text, so you can tell people what to put in each box.

Building a fillable form in Word for Mac

  1. Open your template or blank document.
  2. On the Developer tab, choose Text Box, Check Box or Combo Box and place it where you want.
  3. Select each field and choose Options to set default text, help text or list items.
  4. When the layout's finished, select Developer, then Protect Form.
  5. Save and close it. Microsoft suggests reopening it, filling it in and saving a copy to check it works.

To make more changes later, select Protect Form again to unprotect it.

Locking a Word form so people only fill in the fields

Without protection, anyone can type over your questions or delete a box. On Windows, Microsoft's steps are:

  1. Select Developer, then Restrict Editing.
  2. Choose the restrictions you want in the panel that opens.
  3. Select Yes, Start Enforcing Protection.

If you want only part of the document locked, use Select Sections in the same panel. It's worth adding a password if the form goes to the public, and my piece on password protecting a Word document covers the wider options.

Fillable Word forms in the browser and on paper

Two limits are worth knowing before you promise a client anything. Microsoft says creating fillable forms isn't available in Word for the web, so you'll need desktop Word to build one. Changes you make there show up when the file's reopened online.

Printing works, but Microsoft notes that the boxes around content controls won't print. If people will fill the form in by hand, add lines or borders yourself so there's a clear space to write.

Getting more replies from a Word form

A form only helps if people finish it. Keep it short, put the easy questions first and use drop-downs wherever answers repeat, because clicking beats typing. Add a line of help text to anything that might confuse someone, and test the protected version yourself before you send it out. If you're sending the same form to lots of people with their names already filled in, a Word mail merge can personalise each copy for you.

Frequently asked questions

Why can't I see the form controls in Word?

They're on the Developer tab, which Microsoft says isn't shown by default. On Windows, go to File, Options, Customize Ribbon and tick Developer.

Can I make a fillable form in Word for the web?

No. Microsoft says creating fillable forms isn't available in Word for the web, so build it in desktop Word first.

What's the difference between a combo box and a drop-down list?

A drop-down list only lets people choose from your options. A combo box lets them choose from the list or type their own answer.

How do I stop people editing the questions on my form?

On Windows, select Developer, Restrict Editing, choose your restrictions, then Yes, Start Enforcing Protection. On a Mac, use Developer, Protect Form.

Do the boxes print on a Word form?

No. Microsoft says you can print a form built with content controls, but the boxes around the controls won't print.
