On-call scheduling software builds fair on-call rotas, shows who's covering right now and makes sure the alert or the call reaches that person. Some are built for hospitals and residency programmes, some for software teams that respond to incidents, and some for frontline staff in the field. Ten options follow in no particular order.
On-call rotas break in the same places everywhere: the same people get every holiday weekend, nobody knows who's covering tonight and swaps live in a group chat.
On-call software fixes the bookkeeping and the alerting. The ten tools below are listed alphabetically and in no particular order, and every description comes from the vendor's own website, read this week. If you also schedule regular shifts, my round-up of the best employee scheduling software covers day-to-day rotas.
On-call scheduling tools side by side
I checked the free plan column on each tool's own website, as of Oct 2026. Yes means the site says the tool, or a plan or version of it, is free or open source. Trial only means a time-limited trial. Not stated means the pages I read named neither, even where there's a button inviting you to try it, so check the vendor's page before you sign up.

When on-call time counts as hours worked
The U.S. Department of Labor's Fact Sheet #22 says an employee who's required to remain on call on the employer's premises is working while on call. An employee who must stay on call at home, or who can leave word where they can be reached, isn't working in most cases, although extra limits on their freedom could change that.
So the place someone waits out a call shift matters as much as the shift itself. A rota that records in-house call and home call as different types, as some of these tools do, gives you the hours record you'll need later. Check the rules where your team works, because other countries treat on-call time differently.
Want AI doing the heavy lifting in your marketing?
I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
Clinical call, incident on-call or frontline cover?
Clinical call scheduling is about fairness and rules: who's on call, how often, which weekends and how much rest follows. Hospital tools also handle attending, resident and clinic schedules together.
Incident on-call is about speed. The schedule exists so an alert reaches the right engineer in seconds and escalates if nobody answers.
Frontline cover sits in between. Field and shift teams need a clear rota on their phones, quick swaps and a way to fill gaps when someone's off sick.
Scheduling is half the story, and our guide to on-call time and wages explains when on-call time counts as working time.
Six questions to ask before you choose on-call software
- Can it separate in-house call from home call?
- Does it share the weekend and holiday load fairly?
- Can people swap shifts with approval on their phones?
- Does an alert escalate if the first person doesn't answer?
- Can you see who's on call right now in one place?
- Does it connect to your calendar, chat or rostering tools?
For sites that need guards at all hours, our comparison of security guard rota tools covers scheduling software.
Signs your on-call rota needs software
- Nobody knows who's on tonight. Publish one live rota.
- The same people get every holiday. Track the load.
- Swaps happen in group chats. Approve them in an app.
- Alerts go to someone off duty. Route by schedule.

My plain advice for building an on-call rota
Write your fairness rules down before you look at any tool: how many weekends per person, how much rest after a night of call and who can swap with whom. Then ask each vendor to build the coming month's rota with those rules in a live demo. If the rules don't fit in the software, they won't survive the first busy month either.
If you're choosing for a wider team, my guide on choosing an online scheduling tool for your team walks through the basics.
Frequently asked questions
What is on-call scheduling software?
It builds on-call rotas, shows who's covering at any moment and routes calls or alerts to that person, often with swaps and escalation.
Is there free on-call scheduling software?
A few tools named a free plan or a free account on the pages I read. Check the free plan column above, then confirm on each vendor's site.
Does on-call time count as working time in the US?
The U.S. Department of Labor says time on call on the employer's premises is working time, while on call at home usually isn't.
What's the difference between home call and in-house call?
In-house call means staying at the workplace during the shift. Home call means being reachable from home and coming in when needed.
Can on-call software handle shift swaps?
Many tools let staff request swaps on their phones, with a manager approving them. Check how approval works before you roll it out.
Do IT teams and hospitals use the same on-call tools?
Usually not. Hospitals need clinical call rules, while IT teams need fast alert routing and escalation.
