The best matter management software gives an in-house legal team one place to track every matter, request and outside counsel relationship, with reporting on workload and legal spend. Small teams often start with intake and simple tracking, while large legal departments need full enterprise legal management with e-billing. Ten options follow in no particular order.
In-house lawyers often run on email, and it's not hard to see why. Requests arrive from every direction, matters live in inboxes, and when the general counsel asks what the team is working on, someone builds a spreadsheet.
Matter management software replaces that. The ten tools below are listed alphabetically and in no particular order, and every description comes from the vendor's own website, read this week. If contracts are a big part of your workload, my roundup of contract management software sits alongside this list.

I checked the free plan column on each tool's own website, as of Oct 2026. Yes means the site names a free plan, a free version, a free account or an open source edition. Trial only means a time-limited trial. Not stated means the pages I read named neither, even where there's a button inviting you to try it, so check the vendor's page before you sign up.

Confidentiality is a duty, not a feature
The American Bar Association's Model Rule 1.6(c) says a lawyer shall make reasonable efforts to prevent the inadvertent or unauthorized disclosure of, or unauthorized access to, information relating to the representation of a client.
So access controls, permissions and audit trails in a matter system are part of a lawyer's professional duty, not an IT nicety. Ask each vendor exactly who can see what, and how that's logged.
Want AI doing the heavy lifting in your marketing?
I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
Matter management or full ELM?
Matter management tracks the work: matters, requests, deadlines, documents and who's doing what. Smaller teams usually need this first, and it's the part that makes the team's value visible to the rest of the business.
Enterprise legal management adds e-billing, outside counsel management and spend analytics. It suits larger departments that send a lot of work to law firms.
A legal front door sits before both. It routes requests from the business into the right place, so nothing gets lost in someone's inbox, and it shows you which teams ask for help most.
Patents and trademarks need tracking too, and our guide to intellectual property software compares tools that manage renewals and deadlines.
Questions for your legal ops review
- How do requests reach the legal team today?
- How many matters and law firms do we manage?
- Do we need e-billing for outside counsel?
- Who should see which matters?
- What reports does the general counsel want?
- Which tools must it connect to: email, Slack, contracts?
Alongside matters, this list of legal document management software lines up systems that store client files and drafts securely.
Signs your legal team needs matter management
- Requests arrive by email, chat and corridor. Add a front door.
- Nobody knows the team's workload. Track matters.
- Law firm invoices surprise you. Add e-billing.
- Reports take days to build. Centralise the data.
Do you make legal operations or matter management tools? Tool makers can ask to be considered for a featured place on this list.
My plain advice on matter management software
Fix intake first. If every request arrives through one front door, matter tracking follows almost by itself, and you'll finally know how much work the business sends legal.
Then add e-billing only when outside counsel work is big enough to justify it. Until then, a simple monthly view of open matters, owners and deadlines will tell you more than any dashboard, and it's something the whole team can keep up to date without training. For the documents that come out of those matters, my guide to what a business contract template should include is handy.
