Best HRIS Software (2026): 10 HR Systems Compared

The best HRIS software is the system your team will keep up to date: it should hold employee records, time off and documents in one place, and track hire and leaving dates for compliance. Some options are free and open source, others start with a demo. This page lists ten in no particular order, then shows how to choose.

An HR information system is only as good as the data inside it. I've seen small firms buy a polished platform, import half their staff records, then drift back to spreadsheets within a year because nobody owned the job of keeping it current. So before you compare features, decide who'll look after the system day to day.

Here are ten HRIS options in no particular order, sorted alphabetically: open-source systems you can host yourself, modular apps you can start small with, and all-in-one platforms that bundle payroll and performance. A few are based in Europe and one is built for UK firms, so check that each covers the country you employ in. Each description comes from the vendor's own website, re-checked today.

Ten HR information systems in one table

In the free plan column, Yes means the vendor's own site describes a free edition, free self-hosting or a free single app, Trial only means a time-limited trial, and No means you'll start with a demo or a quote.

The I-9 record rule your HR system should track

For US employers, USCIS has a rule that's easy to get wrong without software. Its handbook for employers says federal regulations require you to keep a Form I-9 for each person you hire for three years after the date of hire, or one year after their employment ends, whichever is later.

That 'whichever is later' is where spreadsheets fail. Someone who stays five years and someone who leaves after six months have different dates, and you need both the start date and the leaving date to work it out. A good HRIS stores those dates on every employee record and can remind you when a form can be disposed of, so ask any vendor to show you exactly where that lives. Outside the US, the same principle applies to your own country's record-keeping rules: check what you must keep, and for how long.

Setting up an HRIS without losing a year

  1. Clean your current employee list first: names, start dates, job titles, managers and contact details.
  2. Decide which jobs the system must do on day one, usually records, time off and documents.
  3. Book demos or trials with no more than three vendors, using your own data where you can.
  4. Check how leaving dates, document storage and permissions work before you sign.
  5. Import a small team first, fix the gaps, then roll out to everyone.
  6. Name one person who owns the data and checks it each month.

Open source, modular or all-in-one?

  • Open source: free to use and self-host, but someone has to install, update and back it up. Fine if you've got technical help, a burden if you haven't.
  • Modular: start with one app and add more later, which keeps things simple while you learn what you need.
  • All-in-one: HR, payroll and performance together means less copying between systems, though you'll usually start with a demo.
  • Shift-based teams: if staff clock in and swap shifts, put time tracking at the top of your list.

Demo questions that reveal how an HR system copes

  • Can I see how a new starter moves from offer to first day?
  • Where are leaving dates and right-to-work documents stored, and who can see them?
  • How do employees request time off from a phone?
  • What reports can I run without exporting to a spreadsheet?
  • How do I get all my data out if I leave?

Once records are in order, reviews are usually the next headache. My list of performance review tools covers the apps that sit alongside an HRIS, and if you're fielding the same policy questions every week, here's how AI can take routine HR questions off your desk.

Do you make HR information systems? Tool makers can ask to be considered for a featured place on this list.

My plain advice for buying an HRIS

Buy for the job you'll do every week, not the one you might do in three years. For most small firms that's employee records, time off and documents. If you've got a small team and someone technical, a free open-source or single-app option is a sensible place to start. If you'd rather never think about servers, go for a hosted system and use the trial or demo to test it with your own data.

Whatever you choose, check record retention before anything else, and don't migrate everyone at once. A small pilot will show you the gaps while they're still easy to fix, and it'll tell you quickly whether your team will keep the system up to date.

Frequently asked questions

What is an HRIS?

An HR information system stores employee records and handles everyday HR jobs such as time off, documents, onboarding and, in some systems, payroll and performance.

What's the difference between an HRIS and an HRMS?

The terms overlap. HRMS is often used for broader systems that add payroll, recruitment and performance, but vendors use both names loosely, so judge by the features listed.

Is there free HRIS software?

Yes. Some open-source systems are free to self-host, and some modular suites offer one app free. Expect to handle setup and updates yourself with open source.

How long do I need to keep Form I-9?

USCIS says three years after the date of hire or one year after employment ends, whichever is later. Ask your HR adviser how this applies to your business.

Can a small business use an HRIS?

Yes. Even a team of five benefits from having records, contracts and time off in one place instead of scattered across email and spreadsheets.

How long does it take to set up an HRIS?

A simple setup with clean data can take days. It's the data cleaning and getting staff to log in that usually takes longest.
