Every family road trip has the same moment. The signal disappears on a country road, a streaming app freezes and someone in the back seat announces they're bored.
This list is for passengers, never the driver. I read the Google Play listings for road trip and travel-themed games and noted the developer, installs, rating, the ads and in-app purchases labels and, most of all, the offline wording. They're in no ranked order.
Hill Climb Racing came up in the search and I left it out. Its own listing says its in-app purchases include random-item purchases, which work like a lucky dip, and that isn't something I'll recommend for kids in the back seat.

Street racing, drifting and drag racing in one game, with what its listing calls a complete offline career. Good for passengers who want a long goal.
Road Trip: Royal merge games
A merge adventure about travelling through a world of secrets. The name fits the occasion, and its listing says it plays without internet.
Sort Journey - Travel Puzzle
A relaxing sorting puzzle themed around travel, where you match and organise items from exotic places.
Delicious - Emily's Road Trip
A time management cooking game where Emily runs restaurants on a road trip. Its listing links offline play to an upgraded membership, so treat it as an online game unless you've checked.
Magica Travel: Match 3 Puzzle
A match-3 trip around the world, restoring monuments and visiting cities. Its listing says no Wi-Fi is required.
Racers for the back seat, puzzles for the front
