AdSense Payments in Ghana: Check, Wire and Tax Forms

Ghanaian publishers usually find the payment options fine. It's the paperwork that trips them up. Google's pages give Ghana a cheque and a wire, but they say very little about tax forms for your country, and that gap is where people get stuck. Here's what Google's help pages do say, where they go quiet, and how to avoid the common delays.

Ghana's two payout options

Google's payment-method table marks Ghana yes for check, yes for wire transfer, no for EFT and no for Hyperwallet. The YouTube columns match. That's the same pair offered in Bangladesh and the Philippines. Google adds that if a payment type isn't on your Add payment method page, it isn't available in your country.

Between the two, a wire is simpler if your bank is used to receiving money from abroad. Google says it sends wire earnings in US dollars or Euros, depending on your account currency, to the bank you choose, and that you should ask your bank for its instructions for receiving a wire from abroad. Allow up to 15 business days after Google issues it.

Cheques: the details that catch people out

If you'd rather take a check, Google's check page says all checks are issued by Citibank and that US dollar checks need your bank to have a correspondent relationship with Citibank. AdSense checks are for deposit only, so they can't be cashed over a counter. They usually arrive 2 to 4 weeks after mailing, and your delivery address must be in the same country as the address in your payment settings.

After 60 days without a check, you can reissue it from your Transactions page. If a check sits undeposited for 12 months, the earnings return to your account and payments go on hold. A cheque that's lost in the post is a nuisance, so if your bank allows it, I'd lean towards the wire.

Where Google's tax pages go quiet about Ghana

This is the part nobody tells you. Google publishes a list giving the official name of the tax residency certificate for selected countries. The countries named are Bangladesh, China, India, Indonesia, Japan, Korea, Morocco, Pakistan, the Philippines, Thailand and Vietnam. Ghana isn't among them. The same goes for the IRS list of United States income tax treaties, which has no entry for Ghana.

What that means in practice, I can't say, and Google says it can't say either: it states that it can't decide treaty eligibility for you. What Google does say is that the rate of withholding depends on several factors and may be reduced if your country has a tax treaty with the country where you earn money through Google products. For a Ghanaian publisher, the safe step is to speak to a local accountant before you fill in any form, and to ask them about the Ghana Revenue Authority's rules on foreign income.

W-8BEN and why Google asks

Many creators in Ghana will meet a Form W-8BEN. Google's tax FAQ says it's used by non-US individuals who are the beneficial owner of the income, and may be used to claim a reduced withholding rate under a treaty. It also says Google may still be legally required to withhold and report taxes even if you aren't claiming treaty benefits, so your tax information may be needed regardless.

If you don't submit tax information that's required, Google says your payout may face a higher withholding deduction where local tax law requires it. Reviews of what you submit can take up to 7 business days, so don't leave it to the last week before the 20th.

Individual or organisation account

There's one decision you make early and can't undo. Google says AdSense has two account types, organization and individual, and that after activation you can't change the type. If you need a different type, you cancel and open a new account. Organization account payments are made payable to the company name, while individual accounts are paid to the payee name of the account holder. So if you plan to register a business later, think about it now.

Cedi, dollars and the exchange rate

Google says it can't change your payment currency once it's set. It converts advertisers' payments at the prevailing market rate from the day before the ads were shown. The cedi isn't a row in Google's threshold table, so there's no cedi figure to quote. In US dollars, the payment method selection threshold is 10 and the payment threshold is 100. Identity verification starts at 0 and address verification at 10. If your bank account holds a different currency to your payment currency, your bank may use its own exchange rate or even reject the payment.

Verification: identity, then a PIN by post

Google gives you 45 days from the first request to submit identity documents. Then it sends a unique 6-digit PIN by international standard mail to your payments address. There's no tracking, it usually takes 3 weeks, and you have 4 months from when it's generated to enter it. Three wrong attempts stop your account showing ads. Pick an address where letters reliably arrive.

Emails asking for your bank details are a scam

Google's payment-hold page says its payments team will never ask for your bank account details by email, and that real emails come from an official Google alias. Anyone offering to speed up your payment for a fee, or asking for your account number, isn't Google. Check the alerts on your own Payments page instead.
