A WhatsApp chatbot builder is software for automating conversations on WhatsApp, and it comes in three kinds: API access for developers, no-code agent and chatbot builders, and marketing and team inbox platforms with bots built in. WhatsApp's business rules and approvals sit with Meta and each vendor. Ten options follow in no particular order.
Search for a WhatsApp chatbot builder and you'll land on very different products wearing the same label. One is a set of APIs for your developers, another is a drag-and-drop bot, and a third is a marketing inbox that happens to include automation.
The ten tools below are listed alphabetically and in no particular order. Every description comes from each vendor's own website, read as of Nov 2026, and none of them is placed above another here.

Zoko

API, bot builder or marketing inbox: three products under one name
Two of these are about access to the WhatsApp Business API itself. Twilio sells programmable messaging and calling APIs, and 360dialog's page calls it an official Meta partner. They suit teams with developers who want to build the conversation into their own systems.
Landbot's page describes a builder for AI agents and chatbots on WhatsApp and a website, and Chatfuel says its AI agent replies, qualifies, books and follows up on WhatsApp, Instagram and Facebook. Those two are closest to what most people picture when they say chatbot builder.
Want AI doing the heavy lifting in your marketing?
I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
The rest lead with marketing or the inbox. AiSensy calls itself a WhatsApp marketing platform built on the official WhatsApp Business APIs, Interakt covers WhatsApp automation, chatbots and notifications, and Zoko is a WhatsApp platform for Shopify brands. Wati, Respond.io and SleekFlow describe a team inbox with AI agents across several channels. So decide first whether you need an API, a bot builder or a marketing inbox.
Meta's rules come before any bot
Whichever tool you pick, WhatsApp's own business rules apply. Businesses automate WhatsApp through the WhatsApp Business Platform, and Meta sets the business and commerce policies that every bot on it has to follow. Several vendors here describe themselves as official Meta partners, but the terms that decide what your bot can send sit with Meta and with each vendor. Read both before you build, and don't take any promise of delivery or approval on trust.
What to check before you build a WhatsApp bot
- Who builds it. If nobody on the team writes code, an API on its own won't get you far. If you've got developers, a visual builder may feel limiting.
- Which channels. Some tools are WhatsApp-first, and others put WhatsApp beside Instagram, Facebook, TikTok, SMS and email in one inbox.
- Handover to a person. Check how a conversation moves from the bot to someone on your team, and back again.
- Your shop and CRM. Look for the integrations you already rely on, so orders and contacts flow both ways.
- Opt-in and templates. Find out how the tool collects opt-in and manages the message templates WhatsApp asks businesses to get approved.
- Your own number. Ask whether you can bring your existing business number, and what happens to it if you leave.
Launching a first WhatsApp chatbot
- Pick one job for the bot, such as answering order questions or booking appointments.
- Write down the ten questions customers ask most and the answers you'd give.
- Map where the bot should hand over to a person.
- Build and test the flow with your own team before customers see it.
- Check opt-in, templates and Meta's policies before the first broadcast.
- Read the conversations every week for the first month and fix the gaps.

My plain advice on picking a WhatsApp bot tool
Start with who'll build and run it. A developer-led team gets the most from direct API access, because the conversation lives inside its own product. A small team without developers is better off with a no-code builder or an agent that works out of the box. And if WhatsApp is mainly a sales and marketing channel for you, a marketing platform or team inbox with automation built in will feel more natural than a standalone bot. Whichever you choose, read Meta's policies and the vendor's terms first, because they decide what the bot's allowed to send.

Frequently asked questions
What is a WhatsApp chatbot builder?
It's a tool for automating conversations on WhatsApp, from simple menus and FAQs to AI agents that answer questions, qualify leads and book appointments.
Do I need the WhatsApp Business API for a chatbot?
For automation at any scale, businesses generally connect through the WhatsApp Business Platform, either directly with their own developers or through a provider that handles the access for them.
Can I build a WhatsApp chatbot without coding?
Yes. Several builders and marketing platforms offer visual flows or ready-made AI agents, so you can set up a bot without writing code.

Some platforms put several channels in one team inbox, with AI agents across all of them. Others focus on WhatsApp alone.
Who sets the rules for WhatsApp business messages?
Meta does, through its WhatsApp business policies, and each vendor adds its own terms. Read both before you send your first broadcast.
Is there a free way to try a WhatsApp chatbot builder?
Plans and trials differ by vendor and change often, so check each vendor's own pricing page for what's on offer before you sign up.
