The PayPal Business Debit Mastercard is a debit card that spends straight from your PayPal balance, and you can apply if you have a PayPal Business or PayPal Balance account, a confirmed street address and an account in good standing. Once you're approved you can use the digital card right away, and the physical card should arrive in the mail within 10 business days.
Here's the catch most people miss. The card's cash back only applies when a purchase is completed as a credit transaction. PayPal says purchases using a PIN, or that the merchant processes through a debit network, don't earn it. So if you tap in your PIN at the till out of habit, you've just given up the reward on that purchase. Choose credit, or sign, where the terminal gives you the option.
The second catch is that it's a debit card, not a credit line. It can only spend what's sitting in your PayPal balance, so an empty balance is one of the most common reasons it gets declined.
Who can apply for the card
As of October 2026, PayPal lists these requirements before you can request the card:
- You have a PayPal Business account or PayPal Balance account.
- You have a confirmed physical street address, not a P.O. Box.
- You provide your social security number and date of birth.
- You're an active PayPal account holder in good standing.
You can confirm your address by linking a credit card whose monthly statement goes to a physical street address, by being approved for a PayPal card that confirms your address, or by completing PayPal's location confirmation process. If your application is denied, you can reapply after 30 days. What you can do with it
- Pay online or in store anywhere in the world where Mastercard is accepted.
- Add it to Apple Pay, Google Pay or Samsung Pay.
- Take cash out at any ATM with the Mastercard, Maestro or Cirrus acceptance marks.
- Earn unlimited cash back on eligible purchases, added to your PayPal balance weekly.
- Get bonus rebates through Mastercard Easy Savings at 50,000+ locations.
The card is issued by The Bancorp Bank, N.A. under a licence from Mastercard. PayPal points out that The Bancorp is the issuer of the card only, and isn't responsible for the PayPal account behind it.
Activating your card
You'll need to activate the physical card before you use it. PayPal gives three ways to do it: online through its ActivateCard page, by calling 1-800-314-8298, or in the PayPal mobile app. The digital card works from approval, so you don't have to wait for the post to start spending.
Setting or changing your PIN
You can't view your PIN on the PayPal website or in the app, but you can change it once you're logged in. Here's how, as of October 2026:
- Log in to PayPal and click your PayPal Business Debit Mastercard.
- Click Set PIN under Card Settings.
- Enter and confirm your 4-digit PIN, then click Confirm.
The new PIN works immediately. Don't bother ringing up to have it reset: PayPal says that for security reasons its customer service representatives can't reset the PIN over the phone, so it has to be done online.
Daily spending and ATM limits
The card has a standard daily spending limit and a separate, lower daily limit that covers ATM withdrawals, transfers and over-the-counter cash withdrawals. Both reset at 12:00 AM CST. You can lower or raise them yourself, but only on the web, not in the app.
- Log in on the PayPal website and click PayPal Business Debit Mastercard.
- Scroll to the bottom and click Change daily limits.
- Click Change next to the limit you want to update.
- Enter a new daily limit and click Save.
If PayPal won't let you raise a limit, contact customer service on the phone number printed on the back of your card.
Taking cash out
At an ATM showing the Mastercard, Maestro or Cirrus marks, pick Checking Account if you're asked which account to use. You can also take cash at a merchant's point-of-sale device where the merchant allows it and shows the Maestro, STAR or PULSE marks. Over-the-counter cash withdrawals work at participating Mastercard member banks, credit unions and other financial institutions, so check with the branch first. PayPal sends you to the Cardholder agreements for its own withdrawal fees and limits, and warns that the ATM provider may charge extra fees and set lower limits of its own.
Why your PayPal business card is declined
PayPal names five common reasons, as of October 2026. Work down the list in this order, because the first two take seconds to rule out.
Want AI doing the heavy lifting in your marketing?
I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
| Reason | What to do |
|---|---|
| The card isn't activated | Activate it online, by phone or in the app; you can do this at any time |
| Card details are out of date | Check the card isn't expired or closed and that the billing address on your PayPal account matches what you're entering |
| Not enough in your PayPal balance | Top up your balance and adjust your automatic transfer settings so future payments are covered |
| Wrong PIN | Reset it from your card summary page under Card Settings, then Set PIN |
| Over your daily spending limit | Review your limits on the card summary page and raise them on the web if you need to |
If the card has expired or been closed, a new one is on its way in the mail. If it's lost, report it from your card summary page.
Adding a card for someone on your team
You can order extra cards for people you authorise, and there's no charge to receive an additional card. Here are the steps:
- Click PayPal Business Debit Mastercard.
- Click Add a cardholder under your cardholder name.
- Fill in the information PayPal asks for.
- Click Submit.
You can also call toll-free on (866) 888-6080, or (402) 935-2017 from outside the US. Two limits matter here. You can order up to 4 cards in total. And you're liable for every transaction an authorised user makes, exactly as if you'd made it yourself, so only hand a card to someone you'd trust with the whole balance.
My verdict on the PayPal Business Debit Mastercard
I'd get one if a lot of your income lands in PayPal and you want to spend it without waiting for a transfer to your bank, because the digital card works the moment you're approved. Skip it if your balance swings to zero often, since the card can't spend beyond it. Either way, set your limits on the web before you hand any extra cards out, and choose credit at the till so you keep the cash back. To see what PayPal charges on the payments coming in, check this breakdown of PayPal fees.
A card fixes how you spend the balance, but the repeat admin around payments is where small teams lose the most time. I run AI training and workshops for teams, and help businesses with AI enablement and workflow automation, so the busywork runs itself and people get time back. Most of that work is with SaaS marketing teams and small businesses. Here's how we can work together.
