An AI voice actor tool gives you character voices for games, animation, ads and videos without booking a studio. Some generate voices from text, some design new voices from a prompt and some change your own performance into a character. Choose by how much acting control you need. Ten options follow, in no particular order.
A character voice has to act. It needs to whisper, shout, hesitate and sound like the same person in scene twelve as in scene one. That's a harder job than reading a script, and it's where AI voice tools differ most.
The ten tools below cover voice design, emotion control, speech-to-speech performance and voice changers. They're listed alphabetically and in no particular order, and every description comes from the vendor's own website, read this week. If you want to change your own voice live, my list of AI voice changers goes further on that.
AI voice actor tools at a glance
I checked the free plan column on each tool's own website, as of Oct 2026. Yes means the site says the tool, or a plan or version of it, is free. Trial only means a time-limited trial or trial credit. Not stated means the pages I read named neither, even where there's a button inviting you to start, so check the vendor's page before you sign up.

Who owns a cloned or designed voice
The U.S. Copyright Office's report on copyright and artificial intelligence has a Part 1 on digital replicas, published on July 31, 2024. In it, the Office recommends a federal digital replica law.
Want AI doing the heavy lifting in your marketing?
I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
A recommendation isn't a law, so the practical protection sits in two places: the tool's licence and your contract with any real voice actor whose voice was used. Read both before a character ships in a game or an ad.
Directing an AI voice like an actor
- Write a one-line character brief: age, accent, mood and pace.
- Generate three takes of the same line and pick the one that fits.
- Mark emotion and pauses in the script where the tool allows it.
- Keep a reference line so later scenes match the first.
- Save the voice settings with the project files.
Text to speech, voice design or speech to speech?
Text to speech reads a line in a chosen voice. It's quick and suits narration and small parts.
Voice design builds a new voice from a description, which helps when you need a cast of characters that don't sound like stock voices.
Speech to speech keeps your own timing and emotion and swaps the voice. It's the closest to directing a real actor, because the performance is yours.
Signs a character voice isn't landing
- Every line sounds the same. Add emotion cues.
- The accent drifts. Reuse the saved settings.
- Shouting distorts. Try speech to speech instead.
- Players skip the dialogue. Cut the lines shorter.
Do you make an AI voice actor tool? Tool makers can ask to be considered for a featured place on this list.
My plain advice on AI voice actors
Cast the voice before you write the rest of the script. Pick your main character, generate ten lines that show their range and play them back to back. If the voice can't sound angry and kind without falling apart, it won't carry a whole game or series.
If you mix AI lines with recorded ones, my guide to cleaning up audio with AI for free helps them sit together. And keep humans in the loop for anything emotional. A common approach is to use AI voices for placeholders and minor parts, then bring in a voice actor for the scenes that matter most.
Frequently asked questions
What is an AI voice actor?
It's an AI-generated voice used to perform a character in a game, animation, ad or video, often with control over emotion and delivery.
Can AI voices replace voice actors?
They can cover narration, placeholders and smaller parts. Emotional lead roles still benefit from a human performance.
Is it legal to clone a voice?
Only with the owner's permission. The U.S. Copyright Office has recommended a federal digital replica law, so contracts and licences matter.
Can I use AI character voices commercially?
Check each tool's licence. Some free plans are for personal use only.
How do I keep a character's voice consistent?
Save the voice settings and a reference line, and reuse both for every new scene.
What's speech to speech?
It turns your own recorded performance into another voice while keeping your timing and emotion.
