Choose Hetzner if you want straightforward cloud and dedicated servers from a German provider with its own data centres in Germany and Finland, GDPR-compliant hosting and locations in the US and Singapore too. Choose DigitalOcean if you want a developer cloud with Droplets across 20 data centres in 12 regions, a 99.99% uptime SLA, managed Kubernetes and a growing set of AI and GPU services. Both sell to developers; your users' location and the extras you need decide it.
I read Hetzner's cloud and home pages, then DigitalOcean's Droplets page and home page. Both make their cases clearly, and the differences are less about the servers themselves and more about where they sit and what surrounds them.

What Hetzner offers
Hetzner's cloud page lists servers in Germany, Finland, Singapore and the USA. It runs its own data centre parks in Falkenstein, Nuremberg and Helsinki, with North American servers in Hillsboro, Oregon and Ashburn, Virginia, and cloud instances in Singapore since 2024. Its German and Finnish parks are ISO/IEC 27001 certified, and it stresses GDPR-compliant hosting.
Beyond cloud servers, Hetzner sells dedicated servers in AMD, Intel and GPU lines, managed servers, web hosting, a Storage Box for backups and S3-compatible object storage. Every cloud server comes with free one-click apps, and Hetzner promises 99.9% uptime with 24/7 support.
What DigitalOcean offers
DigitalOcean's Droplets are Linux-based virtual machines that you manage yourself, which you can resize or scale out across its data centres with a 99.99% uptime SLA. Every Droplet includes monitoring, firewalls and 500 GiB a month of outbound transfer, and there's a data centre in Bangalore for serving India.
The company now calls itself an AI-native cloud. Its home page lists 20 data centres across 12 regions, NVIDIA and AMD GPUs, serverless inference and Agent Droplets, alongside Managed Kubernetes for container apps.
One detail in DigitalOcean's FAQ is easy to miss: its core Droplet is unmanaged, which means you're responsible for the server. It offers Managed Kubernetes for container apps and says managed hosting providers can look after Droplets for you. Its v5 Droplets are built for demanding work such as compute-heavy agentic AI. Hetzner, for its part, sells fully managed servers if you don't want to run Linux yourself.
Where your users are matters most
Hetzner's strength is Europe, with its own parks in Germany and Finland and an emphasis on GDPR, plus two US sites and Singapore. DigitalOcean spreads across more regions, including India. If most of your visitors are in one part of the world, put your servers close to them; that usually matters more than any spec on a comparison table.

- Happy managing your own Linux servers? Both expect you to, unless you add managed services.

My advice on Hetzner or DigitalOcean
For a business whose customers are mostly in Europe, I'd look at Hetzner first, for its own European data centres, GDPR focus and wide range of server types. For a developer team that wants many regions, managed Kubernetes and AI services under one account, I'd choose DigitalOcean. Spin up a small server with each near your users and test before you move anything important.
