Payoneer's fees page names Saudi Arabia among the countries for same-country, local-currency bank withdrawals at a listed fee of 1.50 US dollars, but there's no riyal receiving account, so clients pay in another currency first. If you freelance under a Saudi permit, the bank account rules come from SAMA, not Payoneer.
If you're a freelancer in Saudi Arabia and a client abroad wants to pay you through Payoneer, there are two separate questions. What does Payoneer say about withdrawing in riyals, and what does your bank need from you? I've read Payoneer's fees and withdrawal pages and the Saudi Central Bank rulebook. I can't see your account, so please treat this as a checklist and confirm everything on your own screen.
Saudi Arabia is on the same-country withdrawal list
Payoneer's fees page has a row for withdrawals to a bank account in the same country as yours, in local currency, in supported countries. The list names Saudi Arabia, along with Malaysia, the Philippines, Thailand and Vietnam among others. The fee listed for that row is 1.50 US dollars.
It's a useful line to find, but read it carefully. It describes a withdrawal where the money is already in the right currency. If your balance is in another currency, you're back to the conversion fees further down the page.
Why there's no riyal receiving account
Payoneer lists 13 currencies with local bank account details: the US dollar, euro, British pound, Singapore dollar, Hong Kong dollar, Australian dollar, Canadian dollar, Japanese yen, UAE dirham, Mexican peso, Indonesian rupiah, Brazilian real and South Korean won. The Saudi riyal, divided into 100 halala, isn't one of them.
Your client therefore pays into a listed currency, and the riyal appears when you withdraw. The UAE dirham is on the list, which may matter if a client is based in the Emirates, but Payoneer's pages don't say it helps a Saudi account in any special way.
| What I checked | What the sources say for Saudi Arabia |
|---|---|
| Riyal receiving account | Not among the 13 local-currency receiving account currencies Payoneer lists |
| Same-country bank withdrawal | Saudi Arabia is named on Payoneer's fees page, at 1.50 US dollars |
| Typical timing | Most withdrawals typically reach your local account within two business days, per Payoneer |
| Bank account holder | Your name or registered business name; it may need to match your Payoneer details |
| Freelance permit accounts | SAMA's Account Opening Rules cover accounts for holders of a freelance permit |
What SAMA's rulebook says about freelancer bank accounts
The Saudi Central Bank, SAMA, has a rule for freelancers who hold a permit from the Ministry of Human Resources and Social Development. It says a bank may open an account after getting a copy of the permit, a copy of the holder's national ID and the freelancer's national address.
The rule also says the account is in the permit holder's name with the type of work from the licence added to the account name, is for one person with no signatories, is classified as high risk and needs a stated purpose. The account stays valid for a period identical to the validity period of the freelance job licence. A SAMA circular from 2020 adds that SAMA emphasises the importance of banks accepting these account openings.
I'm not saying Payoneer requires a permit. The rule is about accounts at Saudi banks for permit holders, and your own situation may be different. It's one more reason to ask your bank exactly what it needs before you add an account to Payoneer.
Timing, names and the account you add
Payoneer's withdrawal page says most withdrawals typically reach your local account within two business days, and that you see the applicable fee and exchange rate before you confirm. Its FAQ says the bank account should be in your name or your registered business name and may need to match your Payoneer account details. You can link more than one account and switch between them.
If your bank has set up a freelancer account in your name with the work type added, check that what Payoneer shows matches what the bank holds. A mismatch is the sort of boring detail that delays a withdrawal.

The other fees to expect
For a withdrawal to a bank account in the recipient's local currency, with no conversion, the fees page lists 1.2% to 4%, with a minimum fee of up to 20.00 US dollars or equivalent in some countries. A receiving account in a currency that isn't your local one is 1% with a minimum fee of 1.00 US dollars or equivalent. Nothing on that page is specific to Saudi Arabia beyond the country list, so the number on your withdrawal screen is the one that counts.
Before the first client payment
- Ask the client which currency they'll pay in.
- Ask your Saudi bank which documents it needs for the account you want to use.
- Add the account in Payoneer and check the name matches.
- Read the fee and exchange rate on the withdrawal summary.
- Keep invoices and withdrawal confirmations together for your records.
If you want to compare other tools
Payoneer isn't the only name clients mention. how PayPal works for people in Saudi Arabia covers the usual comparison, and Payoneer for people in the UAE shows how a neighbouring country with a dirham account looks. Compare the written fees rather than the marketing.
Don't let anyone open or rent an account in your name for a fee. Payoneer ties accounts to verified identity, and a borrowed account tends to end badly.
