Payoneer's list of 13 currencies with local receiving account details doesn't include the Ghana cedi, so most people in Ghana will be dealing in a foreign currency first and converting afterwards. Payoneer's fees page gives 1.2% to 4% for withdrawals to a bank in the recipient's local currency. Check the rate and fee shown before you confirm.
If you're in Ghana and a client abroad has suggested Payoneer, your first question is probably whether the money will arrive in cedis or in dollars. It's the right question. I've read Payoneer's pages and the Bank of Ghana's notices so you don't have to, and the picture is more specific than the usual forum answers. I can't promise your bank will behave the same way as the next person's, so treat this as a checklist.
The cedi gap in Payoneer's receiving list
Payoneer says it offers local receiving account details in 13 currencies: US dollars, euros, pounds, yen, Australian dollars, Canadian dollars, Singapore dollars, Hong Kong dollars, dirhams, Mexican pesos, reais, won and rupiah. The Ghana cedi isn't on that list.
That doesn't mean Payoneer is closed to people in Ghana. It means the receiving details a client uses to pay you will be in one of those foreign currencies, and a cedi only appears when you withdraw. Your balance sits in the currency the client paid in until you decide what to do with it.
What the Bank of Ghana says about foreign currency accounts
A Bank of Ghana notice from 2025 says over-the-counter cash withdrawals in foreign currency from Foreign Exchange Accounts and Foreign Currency Accounts are allowed. It also says cheques and cheque books may continue to be issued on those accounts.
Why does that matter to you? If you hold a foreign currency account at a Ghanaian bank, those are the account types the notice names. Whether a particular bank will open one for you, and what it asks for, is between you and the bank. Ask them directly and write down what they say.
The cedi rule people misread
The Bank of Ghana's 2022 notice reminds the public that, under the Foreign Exchange Act, 2006 (Act 723), pricing, advertising, receipting or making payments for goods and services in foreign currency in Ghana, without written authorization from the Bank of Ghana, is prohibited. It also says the sole legal tender in Ghana is the Ghana Cedi, and that violations are punishable by a fine of up to 700 penalty units or imprisonment of not more than 18 months, or both.
Read it carefully. The notice is about goods and services priced and paid for in foreign currency inside Ghana. It doesn't mention Payoneer, and it doesn't say anything about a client abroad paying you for work. That's exactly why I'd ask your bank or a Ghanaian accountant how your own situation is treated, rather than guessing either way.

Getting paid out: timing and the bank account you add
Payoneer says most withdrawals typically reach your local account within two business days. Its FAQ gives a range of one to three business days depending on currency, bank and region. It also says local bank withdrawal is subject to availability and links to a page where you can check whether your country is supported, so use that checker for Ghana before you promise a client anything.
Because the cedi isn't a receiving-account currency, the usual route is to withdraw a foreign balance to a bank account that can take it, or to convert on withdrawal. Each choice has a cost, which brings me to the fee page.
What Payoneer charges and what your Ghanaian bank may add
Payoneer's fees page lists withdrawals to a bank account in the recipient's local currency at 1.2% to 4%, with a minimum fee of up to 20.00 US dollars or equivalent in some countries. For receiving, it lists a local-currency receiving account as free and an account in a currency that isn't your local one at 1% with a minimum of 1.00 US dollars or equivalent.

I build the systems that handle the boring 80 percent, so you get your week back. Done properly, with the human kept in.
There's no Ghana-only line on that page, so don't trust anyone who quotes you a single exact figure. Your own withdrawal screen will show the fee and the rate before you confirm. Your bank may add its own charge on top, and Payoneer says intermediary banks can deduct fees from wire transfers.
- Ask the client which currency they'll pay in.
- Ask your Ghanaian bank which account type can hold that currency.
- Add the bank account in Payoneer well before you need the money.
- Read the fee and exchange rate on the withdrawal summary.
- Keep records of the invoice, the payment and the withdrawal.
If Payoneer doesn't fit your setup
Some people in Ghana find the currency steps more hassle than the job is worth. If that's you, Payoneer for people in Nigeria shows a neighbouring country with its own quirks, and PayPal for people in Ghana covers the other tool clients often suggest. Compare the written fees, not the hype.
I'd also avoid anyone who messages you offering to "sell" or "rent" a Payoneer account. Payoneer says identity documents are part of approval for receiving accounts, so an account in someone else's name is a problem waiting to happen.
