PayPal's country list has no entry for Ghana, and in 2025 Ghana's Communication Minister said talks had reopened to restore full access, working with the Bank of Ghana. The reports don't say which functions are limited, so check PayPal's sign-up page and plan a backup way to get paid.
PayPal in Ghana is the odd one out among the countries I cover. For most of them the question is how much the withdrawal costs. For Ghana the question comes first: is PayPal fully available at all? The honest answer is that it's an open, government-level issue, and the sources I can point to are the PayPal pages and Ghanaian press, not a neat how-to. Here's what they say.
Ghana isn't on PayPal's country list
PayPal publishes a list of countries and regions by area. The Africa section includes names near Ghana in the alphabet, such as Gabon, Gambia and Guinea, but there's no entry for Ghana itself. That's the clearest sign from PayPal's own site that Ghana is treated differently from a country like Nigeria or Kenya, both of which do appear.
I'd be careful about reading too much into a list, though. It doesn't tell you what a Ghanaian-owned PayPal account can or can't do, and PayPal's pages I could read don't spell that out. What it does tell you is not to assume the normal sign-up, receive and withdraw flow applies.
What Ghana's government said about restoring access
In 2025 Ghana's Communication Minister said the government had reopened engagement with PayPal to restore full access of its services to Ghanaian users. The Ghanaian Times reported that the ministry is working with the Bank of Ghana and other stakeholders on the technical, regulatory and financial requirements for PayPal to operate fully in the country.
The report also says PayPal's Regional Government Relations Team issued a compliance roadmap in 2025 setting out conditions Ghana must meet, and that the goal is whitelist reinstatement. The article doesn't list the conditions. It also doesn't say whether the current restrictions affect sending, receiving or both, and I won't fill that gap with a guess.
The regulatory line from the minister
The minister called restored access a strategic priority for freelancers, small businesses and the creative sector. He also said PayPal must comply with local laws to ensure a safe, inclusive and regulated financial ecosystem. Read together, those two statements suggest a negotiation about rules rather than a technical glitch, which usually means it takes time.
This isn't the first promise of PayPal for Ghana
In 2018 Ghana's Vice President announced that Ghana had concluded discussions with PayPal. The plan then was for Ghanaian merchants to receive payments in the second half of 2019 and for consumers to pay with PayPal in the first half of 2020. The Bank of Ghana, the national payments body GHIPSS, banks and fintechs were all named as having to make it happen.
Because that timeline slipped, I'd treat any new promise as a plan rather than a date. Don't build your business around the day PayPal is expected to work. Build it around what you can use today.
What PayPal's fee pages show about Ghana
PayPal's fee page places Ghana inside the Middle East & Africa group used for currency conversion. For that group, converting a balance or payment into another currency is 3.0%, and conversions when sending payments or receiving refunds are 4.0%. The page has no Ghana row for withdrawing to a local bank.
| What I checked | What the sources say for Ghana |
|---|---|
| PayPal country list | No entry for Ghana in the Africa section |
| Government position | Talks reopened in 2025 to restore full access |
| Regulator involvement | Ministry working with the Bank of Ghana |
| PayPal roadmap | Compliance conditions issued in 2025 |
| Local bank withdrawal row | None on PayPal's fee page |
| Earlier plan | Announced in 2018, targeted 2019 and 2020 |
A fee-page grouping isn't proof of a working service. It's a table PayPal uses for several countries, so don't treat it as confirmation. PayPal's withdrawal page adds a general warning that in some countries receiving money via PayPal requires linking your account to a licensed local partner.

How I'd plan if you earn from abroad in Ghana
Start with the client. Ask which payment routes they can use, then check which of those your Ghanaian bank accepts for incoming international payments. Your bank can tell you what it will credit and what it charges, which PayPal's pages can't. Read the official PayPal sign-up page for your own situation before you promise any client that you can be paid through it.
Other countries I've covered show how much the picture varies. PayPal's position for Nigerian users is very different, and Egypt's withdrawal fees on PayPal read like another country entirely. Comparing them helps you see which questions to ask your own bank.
It also helps to keep your own paperwork tidy while the situation is unsettled. Save every invoice, every payment confirmation and every message in which a client agrees how they'll pay. If PayPal's access changes, or your bank asks where a transfer came from, that record saves you an awkward week.
Questions to put to your bank and your clients
- Does the bank accept incoming international transfers, and in which currencies?
- What does it charge to receive and convert a payment?
- Which payment methods does each client already use?
- Is there anything I need to declare, and who should I ask? A local accountant is the right person.
