To issue a PayPal refund, go to Activity, select the payment, click Issue a refund, enter the amount and confirm. As of October 2026, PayPal lets you send a full or partial refund within 180 days of the payment date, and once a refund is sent you can't cancel it.
Here's the catch for sellers. You don't pay a fee to refund a goods and services payment, but PayPal doesn't return the fees you paid when you received it. And there's a second trap: if the original payment was a personal payment, or was made with a coupon or gift card, PayPal only lets you refund the full amount. To give back part of it, you have to send the buyer a separate personal payment with a note referencing the original.
Issuing a refund from your Activity
- Go to Activity.
- Select the payment you want to refund and click Issue a refund.
- Enter the amount you want to refund.
- Click Continue.
- Review the details and click Issue Refund.
Check the amount twice before that last click, because a sent refund is final. If you'd like to know exactly what PayPal kept when the payment came in, read PayPal's fees explained for each one.
Refunding inside an open dispute
If a buyer has already opened a dispute, refund from the case itself so PayPal links the two. A full refund automatically closes the dispute. If you offer a partial refund and the buyer accepts it, PayPal closes the dispute too. Offer less than they asked for and the buyer can accept or deny it.
- Go to the Resolution Center.
- Select Open Cases and find the transaction.
- Click the Case ID in the Case column.
- Click Issue Refund.
- Enter a full or partial amount, add a note if you need to, and click Issue Refund.
If your PayPal balance can't cover the refund, PayPal shows an error and asks you to add funds before it goes through.
Accepting or turning down a partial refund offer
If you're the buyer and a seller offers a partial refund to settle a dispute, you have 10 days to respond before the offer expires.
- Go to your Resolution Center. In the PayPal app, it's under the Help link.
- Click Respond next to your case.
- Accept the seller's offer or suggest a different amount.
- Click Submit.
Asking a seller for a refund
For a completed payment, PayPal says you need to ask the seller first: go to Activity, select the payment and use the contact details shown there. If no refund comes, open a dispute in the Resolution Center within the dispute-filing timeframe. You can then message the seller through PayPal, and if that fails you have 20 days to escalate it to a claim, where PayPal investigates and decides.
How long a PayPal refund takes
Every refund goes back to the original payment method, and the speed depends on what that was.
| Paid with | Where the refund goes, as of October 2026 |
|---|---|
| PayPal balance | Your PayPal balance, the same day |
| Debit card | Generally up to 5 business days; some card companies take up to 30 days |
| Bank account | Usually up to 5 business days once issued; some refunds take up to thirty days |
| Credit card | Up to 1 to 2 billing cycles to show on your statement, depending on the card issuer |
| Balance plus credit card | The balance part the same day; the card part in 1 to 2 billing cycles |
| eCheck from the seller's bank | Usually up to 5 business days to clear, then it appears in your PayPal balance |
PayPal describes a credit card billing cycle as typically 28 to 31 days. A bank refund is most likely to take the longer route if the original payment was still pending when the refund was issued. If PayPal can't apply a refund to your debit card, it adds it to your PayPal balance instead. It'll still send a refund to a cancelled or prepaid card, and you contact the card company to reach it.
Checking where your refund is
- Go to your Activity.
- Click Filters and select Refunds from the drop-down menu.
- Pick the date range.
- Click the refunded transaction to see the details.
For full checkout refunds paid by bank or card, and not split across payment methods, your Activity shows a three-step Refund Tracker: Refund Initiated, then Refund Processing or Refund Sent, then Refund Pending or Refund Completed. Refund Sent means PayPal has passed it to your bank or card issuer, which may still need time. The bank reference ID shown under Activity is what your bank needs to trace it.

What each refund status means
| Status | What it means |
|---|---|
| Pending | The seller issued it but it hasn't cleared their bank; if it's still pending after 5 business days, contact the seller |
| Temporary hold | The seller refunded before your original payment cleared your bank; it completes once that payment clears |
| Refunded or Partially Refunded | PayPal has sent the refund back to your original payment method |
| Completed | The refund is done; a bank refund can still take up to 5 business days to appear |
| Canceled | PayPal couldn't process it; contact the seller |
One more surprise: if the payment involved a currency conversion, PayPal applies the exchange rate at the time of the refund, not the original rate, so the refunded amount may not match what was first paid.
My verdict on PayPal refunds
As a seller, I'd refund from the dispute itself whenever a case is open, because it closes the dispute cleanly, and I'd refund fast rather than wait for a claim. As a buyer, I'd give a bank or card refund the full timeframe in the table before chasing, then go to your bank with the reference ID. If you bill clients directly, my guide to sending a PayPal invoice helps you keep each payment easy to find later.
If refunds and order fixes are a weekly time sink for your team, a lot of that routine can be automated. I run AI training and workshops for teams, and help businesses with AI enablement and workflow automation, so the busywork runs itself and people get time back. Most of that work is with SaaS marketing teams and small businesses. Here's how we can work together.
