PayPal Payment on Hold: Why It Happens and How to Release It

PayPal puts a payment on hold when it wants more selling history or information before releasing it, for example because you're a new seller, you haven't sold in a while, or your sales have changed suddenly. To see why your payment is held and how to release it, log in and click Know your options under your PayPal balance.

Here's the part new sellers don't expect. As of October 2026, PayPal holds the initial payments you receive for up to 21 days when you're starting out, or starting again after a break. It calls this a common industry practice to cover buyer complaints in that time. There are things you can do to shorten it.

Why PayPal holds a payment

Reason PayPal givesWhat it means, as of October 2026
You're a new seller, or an established seller with a new accountIt takes time to build up a positive reputation as a seller
You haven't sold in a whileAfter a long dormant spell, your reputation has to be rebuilt
Several customers reported problems or asked for refundsPayPal recommends working with your customers to solve them
Your selling pattern has changed or looks unusualA sudden surge in sales, a new business type, a change in average selling price or a different type of item
You're selling higher-risk itemsSuch as event tickets, consumer electronics, travel packages and gift cards
Your identity checks aren't finishedPayments may be held until every identity step is done, including a pending video KYC call
The buyer paid for goods and servicesNot friends and family; funds arrive 7 days after you confirm the order status as Completed

Tax holds are a separate category, which PayPal covers under Tax Holds and backup withholding, and its User Agreement has more on holds in general.

How to see what's holding your payment

  1. Log in to your PayPal account.
  2. Click Know your options under your PayPal balance.
  3. Read why PayPal is holding the payment and how you can release it.

That screen is specific to you, which is why it's worth checking before you do anything else. It's also the place to review every payment currently on hold.

Getting held payments released sooner

PayPal says you can sometimes speed up a release yourself. Open your transactions and click the payment you received. You may get the option to confirm that the product or service has already been sent to the buyer, and doing that helps release it faster.

For a goods and services payment, the key step is confirming the order status as Completed, because PayPal's 7-day count starts from that point. If you sell services, mark the job complete as soon as it's delivered so the clock starts.

The monthly release limit for new sellers

If you already get some payments instantly, PayPal also offers a monthly release limit. Payments are released as they come in until you reach that limit, and anything after it goes on hold for up to 21 days again. To qualify, you need:

  • An active, confirmed bank account or card.
  • Your cell phone set as your primary phone, active and confirmed.

PayPal may also ask you to reach a set number of sales or orders, receive a set total of sales, go a set number of days without buyer disputes, and have no active limitation on your account. PayPal doesn't publish those set numbers in its help article.

Once you have a limit, you can request an analysis to raise it every 30 days, and PayPal says the answer is generally immediate. If it's approved, the new limit starts on the first day of the month after approval. PayPal also reviews sellers' accounts each month to see whether some or all of their sales can be made available straight away, and confirming your identity and building a positive history both count.

Linking and confirming a bank account

Because a confirmed bank account or card is one of the requirements, it's worth getting this done early. On the web:

  1. Go to Wallet.
  2. Click Link a card or bank.
  3. Click Link a bank account.
  4. Search for your bank or select it from the list.
  5. Link it instantly with your bank login details, or enter the account details manually and click Agree and Link.

If you link instantly, PayPal uses a third-party provider to confirm your details and check your balance and transactions as needed, and you can remove those permissions in Settings at any time. If you'd rather not share your login, choose Link your bank another way, and PayPal sends 2 small deposits within 3 business days to confirm the account. You can have up to 8 bank accounts linked at once.

Holds versus pending invoices

A held payment has already reached your account and is waiting to be released. That's different from an invoice that hasn't been paid yet, and if that's what you're seeing, my guide to a PayPal invoice payment showing as pending explains it. Holds also sit apart from buyer claims, which Seller Protection deals with.

My verdict on PayPal payment holds

I'd finish every identity step, link and confirm a bank account and confirm your cell phone on day one, because those are the conditions for faster access. Then mark each order as sent or completed the moment it's done. I'd skip panicking over a first hold: for a new seller it's standard, and the Know your options screen tells you exactly what's left to do.

If you're spending your evenings updating order statuses by hand so payments come through, that routine is a good candidate for automation. I run AI training and workshops for teams, and help businesses with AI enablement and workflow automation, so the busywork runs itself and people get time back. Most of that work is with SaaS marketing teams and small businesses. Here's how we can work together.
