PayPal Account Limited: Why It Happens and How to Remove It

A limited PayPal account means you can't do certain things, such as sending or withdrawing funds, until you complete the steps PayPal asks for, and PayPal emails you the reason. As of October 2026, once those steps are done the review usually takes 3 business days, and PayPal emails you when it's finished.

Here's the check to do first. If you've had an email saying your account is limited but you can't see a limitation in your Resolution Center, PayPal says it may be a fake email. Forward it to [email protected], then delete it. If you clicked a link or opened an attachment, log in directly, look over your payments and change your password.

Where to see your limitation

Go to your Resolution Center, or click the bell icon at the top of your Dashboard. That's where PayPal shows the limitation and the steps it wants from you, including any list of requested documents. Usually there's a set of steps to complete, and some limitations lift automatically as soon as you do. PayPal's example is a limitation that only needs you to change your password and security questions.

Why PayPal limits accounts

Reason, as of October 2026What PayPal says triggers it
Regulatory requirementsRequesting certain products, like a debit card, can trigger government rules that PayPal has to satisfy
Acceptable Use PolicySelling banned items, such as prescription drugs or guns
Unauthorised useSomeone accessed your account without permission, your bank reported unauthorised transfers, or your card issuer says your card may have been misused
Higher-risk activityAn unusually high number of claims and chargebacks, a whole new type of product such as jewellery, or sales rising fast and out of line with your usual pattern
Inactive accountYou haven't used the account much since you signed up

For an unauthorised use limitation, PayPal is protecting you from potential losses while it reviews the activity. For higher-risk activity, it may limit the account while it does a review. For an inactive account, PayPal's fix is to log in and upload proof of identity, such as a copy of your driver's licence or state ID, in your Notifications Center.

How to remove a PayPal limitation

  1. Open your Resolution Center, or click the bell icon at the top of your Dashboard.
  2. Read the reason for the limitation and the steps PayPal lists.
  3. Complete each step, such as updating your password and security questions or answering PayPal's questions.
  4. If documents are requested, check the list in the Resolution Center and upload clear copies.
  5. Wait for PayPal's email. The review usually takes 3 business days once every step is done.

Don't count on a phone call to fix it. PayPal says that in most cases its customer service team can't remove a limitation over the phone, and asks you to wait for it to contact you.

Documents PayPal accepts

PayPal may ask for documents about your identity, your address, a recent name change or your business. Whatever you send must be legible, show all 4 corners of the page, have nothing blocked or blacked out and match the details on your PayPal account.

Proof ofAcceptedNot accepted
IdentityID card, the plastic driver's licence card (not the official letter), passport, or other government-issued photo IDState medical cards; expired, partial or obscured documents
AddressUtility bill, cell or landline phone bill, motor vehicle registration, 401k or brokerage statement, or bank or credit card statement, each dated within the last 12 months; a grant deed or lease for your home; a current ID or driver's licence showing your addressEnvelopes; invoices, receipts and waybills; expired, partial or obscured documents

On an identity document, your first and last name, date of birth, issue and expiry dates and document ID number all need to be visible. If you've recently changed your name and your ID doesn't match PayPal yet, expect to be asked for something that shows the change.

Why your account can still be limited after you've done everything

PayPal gives two reasons. Either it's already reviewed your account and emailed you asking for more information, or it's still reviewing what you sent. If you haven't heard anything since you finished the steps, the second is the likely one.

How long a limitation takes overall depends on how complex your case is. The 3-business-day figure is for the review after every step is complete, not from the day the limitation started.

Keeping your account clear of limitations

Most of the triggers are within your control. Keep your claims and chargebacks low, work with customers who report problems, and use the account rather than leaving it dormant. And if a limitation would stop your business taking payments, it's sensible to have one of these PayPal alternatives set up as a backup.

My verdict on a limited PayPal account

I'd check the Resolution Center before trusting any limitation email, then work through the steps there in one go, sending documents that tick every box in the table above. Give it 3 business days after the last step before you chase. I'd skip the phone call, because PayPal says it usually can't lift a limitation that way.

If your business depends on one payment account and a single limitation would stall your week, the systems around it are worth tightening. I run AI training and workshops for teams, and help businesses with AI enablement and workflow automation, so the busywork runs itself and people get time back. Most of that work is with SaaS marketing teams and small businesses. Here's how we can work together.

Frequently asked questions

How long does it take PayPal to lift a limitation?

Once you've completed the required steps, PayPal says the review usually takes 3 business days, and it emails you when it's done.

Why is my PayPal account still limited after I uploaded documents?

Either PayPal has already reviewed it and emailed you for more information, or it's still reviewing what you provided.

Can PayPal customer service remove a limitation over the phone?

In most cases, no. PayPal asks you to wait for it to contact you.

Is a PayPal account limited email real?

If you can't see a limitation in your Resolution Center, it may be fake. Forward it to [email protected] and delete it.
