PayPal Working Capital Explained: Who Qualifies and How Repayment Works

PayPal Working Capital is a business loan from WebBank that you apply for through PayPal and repay automatically with a share of your PayPal sales. PayPal's US page lists amounts from $1,000 to $250,000, or up to $400,000 for repeat borrowers, with one fixed fee instead of interest and no personal credit check to apply, as of October 2026.

Here's the part to read twice. You only see the fixed fee when PayPal shows you an offer, and you must repay at least 5% or 10% of the total every 90 days, even in a slow quarter. It's also not open to everyone: you need 90 days of PayPal history and $15,000 to $20,000 in annual PayPal sales. This is the US offer and US terms; UK, Australian and Canadian businesses should check their local PayPal site. And this is information, not financial advice.

The eligibility ladder

PayPal lists three minimum requirements before you can apply. Think of them as rungs you need to have climbed already:

  1. Account age. Your business has had a PayPal business or Premier account for 90 days or more.
  2. Sales volume. At least $20,000 in annual PayPal sales on a Premier account, or at least $15,000 on a PayPal business account.
  3. No open loan. You've paid off any existing PayPal Working Capital loan, unless PayPal has invited you to refinance early.

Two more details sit in the FAQ. PayPal Working Capital is currently unavailable to businesses in North Dakota and South Dakota. And while most applicants only give basic personal and business details, some business types need to provide contact details, birth dates and Social Security numbers for the main owners and managers. Those people don't get access to the account unless authorised, and there's still no personal credit check.

How much you can borrow and how fast

PayPal lists a range of $1,000 to $250,000, rising to $400,000 for repeat borrowers. The offer you see depends on your PayPal account history and sales volume, not your credit score, and you'll see the amount you qualify for when you apply. If approved, the funds land in your PayPal business account within minutes. PayPal says the application needs no extensive documentation and you'll typically get a decision within seconds.

You can use the loan for anything except personal expenses. PayPal's examples are buying inventory, making payroll, covering seasonal cash flow gaps, buying equipment or funding a marketing push.

What PayPal Working Capital costs

PayPal charges one fixed fee, paid over the life of the loan. Its page says there's no periodic interest, no monthly bill, no late fee, no pre-payment fee and no penalty fee. PayPal says you'll know the fee before you sign up, because it's set in the offer you're shown rather than on a public price list. So you can only price it by looking at your own offer and compare it against what the loan is for.

Repayment mechanics

Repayment is the bit that makes this different from a normal loan. When you accept, you pick two things: the amount, up to your maximum offer, and the percentage of your PayPal sales that goes toward the loan and fee. From then on:

  • Each PayPal sale pays a slice. That percentage comes off automatically until the balance is cleared.
  • There's a floor every 90 days. You must repay at least 5% or 10% of the total loan amount, meaning the loan plus the fixed fee, in each 90-day period.
  • The floor depends on loan length. The 5% minimum applies to loans estimated to take 12 months or more to repay, and the 10% minimum to shorter loans.
  • You can pay early. Manual payments or paying in full are allowed with no early repayment fee, from your PayPal balance or a linked bank account.

If your PayPal sales dip, the automatic slices shrink too, but the 90-day minimum doesn't. That's the line to plan around.

PayPal Working Capital vs PayPal Business Loan

PayPal offers a second product for businesses that don't fit, and the two are built quite differently:

Both charge one fixed fee paid over the life of the loan, and neither lists late fees or hidden fees. The Business Loan also needs a PayPal business account.

Applying, step by step

  1. Check you've had a PayPal business or Premier account for 90 days and meet the annual sales minimum.
  2. Complete the short online application. A decision typically comes within seconds.
  3. If approved, choose the amount and the percentage of sales for repayment, then agree to the terms.
  4. Receive the funds in your PayPal business account.
  5. Repay automatically, or pay manually or in full with no early repayment fee.

My verdict

Borrowing against your sales can be handy when the cash is going into stock you're confident will sell, because repayments rise and fall with your PayPal takings. The two things I'd look at hardest are the fixed fee in your own offer and the 90-day minimum, because that minimum keeps running when sales slow down. Whether to borrow at all is your call, and this isn't financial advice. For what PayPal charges on the sales themselves, see this guide to PayPal's fees, and if PayPal isn't your main way to get paid, here are the PayPal alternatives worth comparing.
