Copilot Studio Pricing: How Copilot Credits Work

Copilot Studio pricing is based on Copilot Credits, not seats. You either pay as you go with no upfront commitment or prepay for Copilot Credit Commit Units, and every answer, action and grounded search your agent performs uses a set number of credits.

That makes it harder to budget than a normal licence, and it's why the same agent can cost almost nothing for one team and add up fast for another. Here's how Microsoft's credit rates work, a worked example from its own billing page, and the rule that decides whether your agent's usage is charged at all.

Pay-as-you-go or prepaid credits

Microsoft sells Copilot Studio two ways. Pay-as-you-go is usage-based, with no upfront commitment. The pre-purchase plan buys prepaid Copilot Credit Commit Units, and Microsoft says buying up front saves you up to a fifth.

Either way, you need an Azure subscription to use agents. A free Azure account includes a $200.00 credit, as of October 2026, which gives you room to experiment before committing to anything.

AI tools are charged by tokens on three tiers. Basic uses 0.1 credits per 1,000 tokens, roughly 1 credit per 10 responses. Standard uses 1.5 credits per 1,000 tokens, about 15 per 10 responses. Premium uses 10 credits per 1,000 tokens, about 100 per 10 responses. That means the premium tier costs a hundred times the basic tier for the same volume of text, so the model you choose for a tool matters more than almost anything else on this page.

A worked example: the 12-credit answer

Microsoft's billing page gives this example. An employee asks an agent a complex question, and the agent grounds its reply in your organisation's Microsoft 365 data, which Microsoft calls tenant graph grounding. The grounding costs 10 credits and the generative answer costs 2, so that single reply uses 12 credits.

Compare that with a classic answer, a scripted reply, at 1 credit. One grounded answer costs as much as a dozen scripted ones. If your agent grounds every reply in tenant data, that's the number to multiply by your expected conversations.

When licensed users aren't charged

Here's the rule that changes the sums. When someone has a Microsoft Copilot licence and the agent runs on that person's identity, Microsoft lists these employee-facing usage items at no charge. So internal agents used by licensed staff don't eat into your credits for those items. The cost bites when agents serve people without a licence, such as customers on your website.

The Microsoft Copilot add-on itself, $30.00 per user per month paid yearly as of October 2026, includes Copilot Chat and the Standard harness in Copilot Studio. Publishing an agent to outside channels such as websites, apps or social needs a standalone Copilot Studio plan.

There's one more exemption. Agents built in Agent Builder inside Microsoft 365 don't incur generative-answer charges when the response doesn't use tenant graph grounding. If you're new to the tool, my explainer on what Copilot Studio is covers how it fits together.

What happens when your credits run out

Capacity is pooled across your whole tenant, not set aside per agent. When prepaid capacity runs out, Microsoft's agent flow enforcement blocks new runs rather than disabling the agent. Your agent still exists; it just stops starting new flows until you add capacity. For a customer-facing agent, that's the moment to plan for, because one busy agent can drain a shared pool for everyone else.

How to estimate your Copilot Studio bill

  1. List what your agent does in a typical conversation: classic answers, generative answers, actions and grounded searches.
  2. Work out who will use it. Licensed employees running it on their own identity aren't charged for those usage items; customers and unlicensed users are.
  3. Multiply each step by Microsoft's credit rate from the table above, then by the conversations you expect each month.
  4. Run your numbers through Microsoft's agent usage estimator, which its billing page points to.
  5. Start on pay-as-you-go while you test, then move to prepaid credits once usage is steady, since paying up front saves up to a fifth.
  6. Set up the Azure subscription before launch, because agents won't run without one.

If Copilot Studio feels like more than you need, my roundup of free AI agent builders covers simpler options.

Is Copilot Studio worth paying for?

For internal agents used by staff who already have Copilot licences, Studio can cost very little, so that's where I'd start. Customer-facing agents are where credits add up, and grounded answers at 12 credits each are the line to watch. Build one agent, run it on pay-as-you-go for a month, and let the real usage tell you whether prepaying is worth it.

Working out where an agent saves your team time, before you spend a credit on it, is the part most businesses skip. I run AI training and workshops for teams, and help businesses with AI enablement, AI automation and GEO, which is about getting your business seen and cited in AI answers. Most of that work is with SaaS marketing teams, telecom companies and small businesses. Here's how we can work together.

Frequently asked questions

How is Copilot Studio priced?

Copilot Studio is priced in Copilot Credits. You can pay as you go with no upfront commitment, or prepay for Copilot Credit Commit Units, which Microsoft says saves up to a fifth.

How many credits does a Copilot Studio answer use?

A classic answer uses 1 credit and a generative answer uses 2. An answer grounded in your tenant graph adds 10 credits, so one grounded reply can use 12 credits.

Do I need an Azure subscription for Copilot Studio?

Yes. Microsoft says an Azure subscription is required to use agents. A free Azure account includes a $200.00 credit, as of October 2026.

Is Copilot Studio included with Microsoft 365 Copilot?

The Microsoft Copilot add-on includes the Standard harness in Copilot Studio. Publishing agents to outside channels such as websites, apps or social needs a standalone Copilot Studio plan.
