Driving Licence Renewal at 70: How It Works and What DVLA Checks

In Great Britain your driving licence entitlement runs out at 70, so you have to renew it then and every 3 years after that. Renewing online with DVLA is free, you can apply up to 90 days before your 70th birthday, and there's no driving test: you declare that you meet the eyesight standard and list any medical conditions.

That last part is the bit people don't expect. Nobody tests you. Renewal at 70 is a self-declaration, and that's exactly what the government has been consulting on changing this year.

Here's how the process works, what DVLA asks, and what to do if you need to keep driving while your application is being checked. Everything below comes from GOV.UK pages I read in October 2026.

When DVLA expects you to renew

DVLA says you can use the online service if you're 70 or over, or will be 70 in the next 90 days, and your British licence has expired or is due to expire within 90 days. You also need to live in Great Britain. Northern Ireland has its own service through the DVA.

How long does it take?Your licence should arrive in 3 weeks, longer if medical details need checking

How to renew at 70, step by step

  1. Wait for the D46P letter or go straight to the GOV.UK renewal service. You'll need to sign in, and you might be asked to prove your identity with photo ID such as a passport.
  2. Check the eyesight standard before you start. You must be able to read a number plate from 20 metres away, wearing glasses or contact lenses if you use them to drive.
  3. Answer the medical questions. GOV.UK lists conditions you must report, including diabetes or taking insulin, heart conditions, sleep apnoea, epilepsy, strokes and glaucoma.
  4. Update your photo if you want to. You can change the licence photo at the same time as renewing.
  5. If you hold C1 or D1 entitlement and want to keep it, apply by post instead, because the online service can't renew those.
  6. Watch for the DVLA confirmation email, then the new licence by post. Allow about 3 weeks.

If you haven't had the D46P, GOV.UK says you can use the D1 application form instead, which you can pick up at most Post Offices.

Can you keep driving while DVLA processes it?

Often, yes. GOV.UK says you can drive while your licence is being renewed if all of these apply: your doctor supports you continuing to drive, you only drive under the conditions of your previous licence, your last licence wasn't revoked or refused for medical reasons, and you weren't disqualified as a high risk offender on or after 1 June 2013.

This matters if you apply late. A licence that lapses on your birthday doesn't automatically mean the car stays on the drive, but you need to tick every one of those boxes.

The eyesight rule, and the 2026 plan to test it

The legal standard is the same at 70 as at 17. You need to read a number plate from 20 metres, roughly the length of five parked cars, and meet a visual acuity of at least decimal 0.5 (6/12) on the Snellen scale using both eyes together, with glasses or lenses if you need them. You also need an adequate field of vision.

Here's the insight most guides miss. In January 2026 the Department for Transport opened a consultation on moving away from the self-declaration system for drivers aged 70 and over and bringing in mandatory eyesight tests as part of licence renewal. It closed on 11 May 2026. When I checked GOV.UK in October 2026 it was listed as a closed consultation, so the rules hadn't changed yet. For now, renewal is still a declaration, not a test.

That doesn't mean you can skip the optician. GOV.UK warns you could be prosecuted if you drive without meeting the standards of vision, and you could be fined up to £1,000 if you don't tell DVLA about a condition that might affect your ability to drive safely. Those figures are as of October 2026.

Medical conditions: what to report at renewal

Being 70 isn't a medical condition, and DVLA doesn't ask you to prove fitness just because of your age. What it does ask is whether you have any condition on its list. If you report something that affects your vision, DVLA may refer you to one of its contracted opticians, and GOV.UK says you don't have to pay for that test.

If you're worried about car insurance once you're past 70, the cost usually depends more on your record and your car than on your birthday. These tips on bringing a car insurance premium down work at any age, and this explainer on what goes into a car insurance quote shows why your record and car count for more than your birthday.

My verdict

Renew online, renew early and renew honestly. It's free, it takes minutes, and you can start 90 days ahead, so there's no reason to let it lapse. Get your eyes checked before you sign the declaration, because that declaration is the only check in the system today and it might not stay that way. If you drive a minibus or a horsebox under C1 or D1, use the post, and keep a note of the date you applied in case you need to rely on the rules for driving while DVLA processes it.

Frequently asked questions

Is driving licence renewal at 70 free?

Yes. GOV.UK says you can renew your driving licence online with DVLA for free if you're 70 or over, or will be 70 in the next 90 days.

How often do you renew after 70?

Once you reach 70 you must renew every 3 years, according to GOV.UK.

Do you need an eye test to renew at 70?

Not at the moment. You declare that you meet the eyesight standard. The Department for Transport consulted from January to May 2026 on introducing mandatory eyesight tests for older drivers, and the consultation was listed as closed in October 2026.

What is form D46P?

It's the postal application DVLA sends you 90 days before your 70th birthday or before your licence expires. If you don't have it, you can use the D1 form from most Post Offices.

Can I drive while my renewal is with DVLA?

Usually, if your doctor supports you driving, you only drive under the conditions of your previous licence, your last licence wasn't revoked or refused for medical reasons, and you weren't disqualified as a high risk offender on or after 1 June 2013.
