Facebook Messenger ads usually means ads that click to message: when someone taps the ad, it opens a conversation with your business in Messenger instead of sending them to a website. Meta also offers Messenger Stories as a placement, where your ad shows between people's Stories in Messenger. You create both in Meta Ads Manager.
The detail worth planning around is the free messaging period. For businesses using the Messenger Platform, Instagram Messaging API or WhatsApp Business Platform, a conversation that starts from a click-to-message ad may give you up to 7 days to reply freely, without message templates or tags. Meta says this may not be available to everyone yet, and it doesn't apply to standard service, utility or marketing conversations.
Where click-to-message ads can appear
The destination you choose decides the placements:
| Ad clicks to | Placements where the ad can show |
|---|---|
| Instagram Direct | |
So a Messenger ad isn't only shown inside Messenger. It's an ad on Facebook, Instagram or WhatsApp whose button opens Messenger. Messages land in the inbox of the destination you picked.
Which objective to choose
| Objective | What Meta says it does |
|---|---|
| Engagement (recommended) | Shows ads to people more likely to start a conversation with you |
| Traffic | Sends more people to the message destination you choose |
| Sales | Shows ads to people more likely to buy from your business |
How to create a click-to-Messenger ad
- In Ads Manager, select + Create and choose Engagement, Traffic or Sales.
- Name the campaign and select Next.
- For Conversion location, choose Message destinations.
- Select your Facebook Page. If Instagram or WhatsApp accounts are linked, Automatic destination is the default. Choose Manual destination to pick Messenger only, though Meta doesn't recommend excluding destinations.
- Set your audience, budget and schedule, then pick an ad format.
- Under Message template, create a new one or use an existing one, then publish.
A new template can use Start conversations, which gives people prompts to tap, or an advanced setup with a customised flow. Meta says the advanced option only works with the Messenger plus Instagram Direct bundle.
Why Meta pushes multiple destinations
If you message customers on two or more of Messenger, Instagram Direct and WhatsApp, you can select several destinations in one ad. Each person goes to the app where they're most likely to engage, and Meta shares your budget across destinations based on the likelihood of a conversation. Meta says this drives more results at a lower cost per result. To see which app the conversations came from, open the campaign in Ads Manager and use Breakdown, then Action, then Messaging outcome destination.
If WhatsApp is one of your destinations, my guide to running ads through WhatsApp Business covers that side.
What happens after the free window closes
| App | How to keep the conversation going |
|---|---|
| Messenger | Message Tags, including the Human Agent Tag, or an approved Message Template |
| Instagram Direct | The Human Agent Tag for up to 7 more days, or Message Tags for specific uses |
| An approved Message Template (utility, authentication or marketing) |
Messenger Stories ads
Separately from click-to-message, Messenger Stories is a placement in Meta's Stories, Status and Reels group: your ad appears in people's Stories on Messenger. In Meta's table of placements by objective, Messenger Stories supports image and video for the Awareness objective, but not carousel or collection. Leaving Advantage+ placements on is the easiest way to include it.
Before you run one
- Make sure someone can answer quickly. Meta's first tip is to make sure you've got enough people to respond in the destinations you choose.
- Use Inbox in Meta Business Suite to manage Messenger, Instagram and WhatsApp messages in one place.
- Write opening prompts that match the ad, so the first message is easy to send.

After your ad goes live
Meta recommends Inbox in Meta Business Suite for the follow-up. It puts messages and comments from Messenger, Instagram and WhatsApp in one place, adds a to-do list on the home page to help you prioritise conversations, and tracks activity so you can see where people engage most. If you'd rather use other software, Meta also points to Messaging Partners for managing messages.

My verdict
Messenger ads suit businesses that sell through conversation: services, bookings, higher-priced products where people have questions. Start with the Engagement objective, let Meta choose between your linked messaging apps, and only run it when someone can reply within the hour. A chat ad nobody answers is worse than no ad at all.
Instagram has a creator-led ad format, covered in our guide to Instagram partnership ads.
