Form 3800, General Business Credit, is where a business adds up its individual tax credits (research, work opportunity, small employer pension startup, paid family leave and dozens more) and works out how much it can use this year. As of October 2026, you must file Form 3800 with the credit's own source form to claim any general business credit, and unused credits can generally be carried back 1 year and forward 20 years.
Think of it as the summary sheet. Each credit has its own form that calculates it, and Form 3800 pulls them together, applies the tax limit, and tracks what's left for other years. These are the points from the IRS's 2025 instructions that matter for a small business.
Credits that feed into Form 3800
| Credit | Source form |
|---|---|
| Credit for increasing research activities | Form 6765 |
| Work opportunity credit | Form 5884 |
| Small employer pension plan startup costs and contributions credit | Form 8881 |
| Credit for small employer health insurance premiums | Form 8941 |
| Employer credit for paid family and medical leave | Form 8994 |
| Credit for employer-provided childcare facilities and services | Form 8882 |
| Disabled access credit | Form 8826 |
| Credit for employer differential wage payments | Form 8932 |
| Empowerment zone employment credit | Form 8844 |
| Clean vehicle credit | Form 8936, Part II |
The list is much longer in the instructions, including the energy credits created by the Inflation Reduction Act of 2022. The rule of thumb: if a credit form tells you to carry the result to Form 3800, it's part of the general business credit.
Who must file Form 3800
Anyone claiming a general business credit files Form 3800 and the source form. Partnerships and S corporations generally complete the source credit form and pass the credit to partners and shareholders on Schedule K-1. Those owners, whose only source for a credit is a partnership, S corporation, estate, trust or cooperative, usually report it directly on Form 3800 without the source form, with exceptions such as the investment credit on Form 3468. Our Schedule K-1 guide explains where that figure appears.
Partnerships and S corporations that make elective payment or transfer elections complete parts of Form 3800 themselves and attach it to Form 1065 or Form 1120-S.
Carrying credits back and forward
| Credit type | Carryback | Carryforward |
|---|---|---|
| Most general business credits | 1 year | 20 years |
| Marginal oil and gas well production credit | 5 years | 20 years |
| Credits listed in section 6417(b) | 3 years | 20 years |
A credit can't be carried back to a year before it first existed. When you carry credits, attach a statement for each one showing the year it started, the amount on the original return and the amount allowed for that year, plus each carryback or carryforward year used.
The eligible small business rule
Some credits get better treatment for an eligible small business. For the research credit and certain other credits, that's a corporation whose stock isn't publicly traded, a partnership or a sole proprietorship whose average annual gross receipts for the 3 tax years before the credit year don't exceed $50 million, as of October 2026. Controlled groups and businesses under common control are treated as one employer for the test, so you can't split a company to qualify.
If you're a sole proprietor or own a pass-through business, the research credit you can use is limited to the tax on your income from that business, figured separately for each one. Our R&D tax credits guide covers how the research credit itself is worked out.
Elective payment and transfer elections
For certain clean energy credits created by the Inflation Reduction Act of 2022, some entities can make an elective payment election (treating the credit like a payment of tax) or a transfer election (selling the credit to another taxpayer). These are reported in Part III, and transfers use Schedule A (Form 3800) or another transfer election statement. Each election needs an IRS registration number, which goes in column (b) of Part III.

Mistakes that cost businesses credits
- Claiming a pass-through credit on the wrong form. Partners and shareholders usually report it directly on Form 3800, not on the source form, unless an exception applies.
- Forgetting the carryforward. An unused credit that isn't tracked year to year is easy to lose before its 20 years are up.
- Missing the payroll tax election effect. A qualified small business that elected on Form 6765 to use part of its research credit against payroll tax must reduce its research credit carryforward by that amount.
- Skipping the statement. Any changed carryforward needs the attached statement explaining the original and revised amounts.
How to complete Form 3800
- Complete the source form for each credit, such as Form 5884 or Form 8881.
- Enter each current year credit in Part III, on its own line.
- Bring in carryforwards and carrybacks from earlier years in Parts IV and VI.
- Use Part II to work out the tax limit and how much of the credit is allowed this year.
- Carry the allowed credit to the line of your income tax return that the instructions name for your return type.
- Keep a record of the unused amount and the year it started, ready for next year's form.
The verdict
Form 3800 isn't where you earn a credit, it's where you collect it. Start with the source forms, then let Form 3800 do the limit and the carryover sums. If you can't use a credit this year, don't lose it: with a 20 year carryforward on most credits, a clean record of where each one came from is worth more than the form itself.
