Yes, Microsoft Forms is free with a personal Microsoft account such as Outlook.com, Hotmail or Live. You can build surveys, quizzes and polls at no cost. The catch is the response cap: Microsoft says a form on a free personal account can receive up to 200 responses, against up to 1,000 on a paid personal account and far more on business plans.
Microsoft Forms is a simple survey and quiz builder that sits alongside Word and Excel. It's popular with small businesses for feedback forms, event sign-ups and quick polls. The free version does all of that well, as long as you know where the ceiling is before you share a form with a big list.
All the limits below come from Microsoft's own support article on Forms limits, checked in October 2026.
Microsoft Forms limits by account type
| Limit | Free personal account | Business and education plans |
|---|---|---|
| Responses per form | Up to 200 | Up to 5,000,000 |
| Forms or quizzes | Up to 400 | Up to 400 |
| Polls | Up to 400 | Up to 400 |
| Questions per form | Up to 200 | Up to 200 |
| Characters per question | Up to 4,000 | Up to 4,000 |
Microsoft's support article lists these limits for personal accounts and for plans such as Microsoft 365 Apps for business and Office 365 Education. Paid personal accounts sit in between, with up to 1,000 responses per form.
How the response limit works
Microsoft counts one response per completed submission, however many questions are on the form. Its own example: if a form has 100 questions and 12 people answer them all, that's 12 responses. So a long form doesn't eat into your allowance any faster than a short one.
What does use it up is reach. Share a free form on social media or in a newsletter and 200 responses can arrive quickly. For anything public, set a reminder to check the count on the first day, so you can export before the form fills up.
The workaround Microsoft suggests
Microsoft's own tip for anyone who needs more responses is to export the existing responses to an Excel workbook and then clear them from the form. Once they're cleared, the form can collect more. It's a manual step, but it keeps a free form going without upgrading.
Two other limits are easy to trip over. Microsoft says the 400-form limit includes forms in your recycle bin, so deleting old forms without emptying the bin doesn't free up space. And if you have both a Forms account and Dynamics 365 Customer Voice, the 400-form limit spans both.
How to create a Microsoft Form for free
- Sign in at forms.office.com with your free Microsoft account.
- Choose New Form or New Quiz.
- Add your questions and a short description so people know why you're asking.
- Share the form link with the people you want to hear from.
- Check the Responses tab regularly and export to Excel before you get near 200.
Microsoft notes that for the Likert question type, each statement counts as a single question toward the 200-question limit, so a big rating grid uses more of your allowance than it looks.
Forms for teams and polls
A couple of allowances are more generous than they first look. Microsoft says that if you belong to a team, you and your colleagues can create up to 400 forms in the Group forms tab, on top of the 400 single forms each person can create. Since January 2021, polls created in Teams, Outlook or PowerPoint also have their own allowance of 400 polls, separate from the form limit.
These group allowances apply to work and school accounts. On a free personal account, plan around your own 400 forms and the 200-response cap per form.
What happens on very large forms
For business users collecting at scale, Microsoft says forms with more than 50,000 responses can export all responses as a CSV file, but some features stop working, including summary charts, viewing individual responses on the Forms site, printing and sharing a summary link. Microsoft also says the one response per person setting is only enforced within a continuous set of 50,000 responses.
And if you need advanced branding, question types or deeper analysis, Microsoft points to Dynamics 365 Customer Voice rather than Forms.

Character limits worth knowing
Microsoft also caps text. Each question can be up to 4,000 characters, the form description up to 1,700, a poll question up to 90, and the thank-you message up to 4,000. For most forms you'll never notice. For a long consent statement in the description box, you might.
Free alternatives if 200 isn't enough
If you regularly need more than 200 responses and don't want to export and clear, compare other free form builders first. My guides on whether Jotform is free and SurveyMonkey is free cover their free plan limits, and my list of Google Forms alternatives shows the wider field.
My verdict
Microsoft Forms is free and capable for small feedback forms, quizzes and sign-ups. The 200-response cap on free personal accounts is the one limit that matters, so export and clear responses as you go, or use a work account if your business already has Microsoft 365. For big public surveys, pick a tool with a higher free limit from the start.
